2 C. Pledge of Allegiance Led by Students from Fred H. Rohr, Silver Wing, and Sunnyside Elementary Schools Students Victoria Perez-Lopez (Rohr), Rebecca Rojas (Silver Wing), and Abraham Sierra (Sunnyside) led the Pledge of Allegiance and shared highlights about their respective schools. School administrators accompanied the students to the meeting. The artwork displayed in the Dr. Lowell J. Billings Board Room was prepared by Chula Vista Hills, Greg Rogers, Fred H. Rohr, Salt Creek, Silver Wing, and Sunnyside Elementary Schools. President Bunker thanked the students and presented each with a Certificate of Appreciation and a stylus pen engraved with the District's name. 2. APPROVE AGENDA (Action) Motion: TAMAYO, Second: FAR{AS, Vote: UNANIMOUS Approve Agenda 3. SPECIAL RECOGNITION, ORAL PRESENTATIONS, WRITTEN REPORTS, AWARDS, AND HONORS Presentations! Awards A. Presentation of Newly Hired and Promoted Employees Ms. Myers introduced new employees Noon Duty Supervisors Minerva Arreola (Lama Verde), Valentina Cardenas (Palomar), Nicole Gomez (Sunnyside), and Veronica Hernandez and Andrea Ruiz (Marshall). President Bunker welcomed the new employees. B. Recognition of Student Who Achieved the Highest Score Possible on the 2017 California Assessment of Student Performance and Progress Mr. Tessier said that at the December meeting, the Board recognized students who achieved the highest score possible on the California Assessment of Student Performance and Progress. One of the students could not make it and was invited to attend the January meeting. He introduced Grade 5 Student Lucas Bame (Salt Creek). President Bunker congratulated Lucas and presented him with a Certificate of Recognition and a stylus pen engraved with the District's name. CVESD/BOARD MEETING MINUTES 89 JANUARY 17, 2018

Presentation of District Winners of the Holiday Greeting Card Competition Mr. Tessier said that District Holiday Greeting Card Competition took place in November and announced the winners: First Place - Riley Fultz (Chula Vista Hills), Second Place - Melania Becerra (Eastlake), and Third Place - Sarah Lopez (Juarez-Lincoln). He shared that the winning designs were featured in the District's holiday cards that were distributed to key business and community partners. Mr. Tessier also acknowledged event sponsors, California Coast Credit Union (Cal Coast) who funds the prizes and Copy Link, who prints the holiday cards. He said the competition-a biannual eventwas so successful that it will be held every year from on now. President Bunker presented each of the students with a Certificate of Recognition and a prize check and thanked Cal Coast and Copy Link. D. Recognition of District Staff Participation in the Annual Bikes for Kids Event Mr. Tessier introduced Student, Family, Community, and Instruction Director Nancy Kerwin, who provided a brief history of the Bikes for Kids in the District (which started in November 2007) and presented a slide show with pictures of the December 2017 event that included assembling of the bicycles and distribution to the students. President Bunker presented Certificates of Recognition to Chula Vista Classified Employees Organization (CVCEO) President Peter Zeitler; Transportation Director Theron Neil, Transportation Supervisor Kenneth Shilling, and Lead Mechanic Marco Vazquez; and Grounds/Maintenance/Safety Manager Joseph Dombrowski. CVCEO President Mr. Zeitler acknowledged Mrs. Kerwin for her role in facilitating the event from its inception, calling her the "heart and soul" of the program, and commended the mechanics for their efforts. President Bunker thanked everyone who participated in the program, organizing and building the bicycles. E. Report on District Cohort Schools: Chula Vista Hills, Greg Rogers, Fred H. Rohr, Salt Creek, Silver Wing, and Sunnyside Elementary for the School Year Mr. Tessier introduced Principal Lead Jacob Ruth (Chula Vista Hills), who presented COMPASS (Community of Magnificent People CVESD/BOARD MEETING MINUTES 90 JANUARY 17, 201 8
4 Achieving Student Success) cohort members: Principals Robert Cochran (Sunnyside), Theresa Corona (Silver Wing), Lalaine "Lani" Perez (Salt Creek), Michael Anthony "Tony" Perez (Rohr), and Janette Ridgels (Rogers); and Associate Principals Dr. Patricia Gil (Rogers) and Ashley Vazquez (Salt Creek). The group presented a report on efforts to support Local Control and Accountability Plan (LCAP) goals, results of the CAASPP, and efforts to support students' social emotional and physical development. They also answered questions from Board Members. Board Members thanked the presenters and commented on several aspects of the presentation. F. Midyear Report by District Parent Leaders Mr. Tessier said the District is fortunate to have parental participation and recognizes that the more parental and community participation at school sites, the better students achieve. He introduced District Advisory Committee Chair Scott Anderson, Council PTA President Danielle Montijo, and Special Education Parent Committee Representative Maria Pulido. The parent leaders provided an update on achievements by each of their respective groups. They also answered questions from Board Members. Board Members thanked the presenters for their reports, for the work they do, and for their efforts on behalf of all District students. 4. COMMUNICATIONS TO THE BOARD OF EDUCATION Communications to Board A. Chula Vista Classified Employees Organization Mr. Zeitler reiterated his acknowledgement of Mrs. Kerwin for being an integral part of the Bikes for Kids program and of the mechanics who work so hard assembling the bicycles. He thanked Mr. Esquivel for the invitation to the [Governor's] budget presentation, which was enlightening and said he appreciates the resolution on the agenda [calling for full and fair funding for California schools]. Mr. Zeitler requested the District review use of "green" products that do not clean well, saying that some senior custodians purchase their own products, which are not harsh but actually clean. Vice President Bunker requested he advise custodians to refrain from purchasing products not endorsed by the District, citing health implications. Mr. Zeitler also expressed concerns regarding lack of computer technicians in schools to support technology. CVESD/BOARD MEETING MINUTES 91 JANUARY 17, 2018

Chula Vista Educators Chula Vista Educators (CVE) President Susan Skala thanked the Board for the [Bikes for Kids] recognition of employee groups, said the slide show was a wonderful example of the [District] community working together for the students and families, and stated she will ensure teacher participation next year. She provided an update on the Progress Report Committee and on the Multi-Tiered Systems of Support Subcommittee. Ms. Skala also said she is blessed because of the relationships she enjoys with the Board, District leadership, and the educators she represents and that she is fortunate to be part of the District's history at this time, adding that it has been exciting to see a lot of her lofty goals come to fruition in the first six months [of her presidency]. She thanked everyone for working with her. 5. ORAL COMMUNICATIONS Oral Communications provides the public with an opportunity to address the Board on non-agenda items. Speakers are requested to limit their remarks to five minutes. The Board shall limit the total time for public input on each agenda item to 20 minutes. With Board consent, the President may increase or decrease the time allowed for public presentation depending on the topic and the number of persons wishing to be heard. No Board action can be taken. Oral Communications None. 6. APPROVE CONSENT CALENDAR (Action) The following items listed under Consent Calendar are considered by the Board in one action. There will be no discussion on these items prior to the time the Board votes on the motion unless members of the Board, staff, or public request specific items to be discussed and/or removed from the Consent Calendar. 7 7. PUBLIC HEARINGS Public Hearings A. Conduct Public Hearing to Receive Input on the Initial Collective Negotiations Proposal from the Chula Vista Elementary School District to the Chula Vista Educators for the School Year Ms. Myers said the District is requesting to open ten articles for negotiations. President Bunker opened the public hearing and asked if anyone wished to address this item. No one spoke. President Bunker closed the public hearing. B. Conduct Public Hearing to Receive Input on the Initial Collective Negotiations Proposal from the Chula Vista Educators to the Chula Vista Elementary School District for the School Year Ms. Myers said CVE is requesting opening of nine articles and that collectively, 19 items will be opened for negotiations. She added that the first negotiations session would take place January 24. President Bunker opened the public hearing and asked if anyone wished to address this item. Ms. Skala said CVE also wants to open Article 38 Employee Discipline. President Bunker closed the public hearing. C. (1) Conduct Public Hearing Related to Proposed Energy Conservation Projects at Harborside, John J. Montgomery, and Karl H. Kellogg Elementary Schools; and Mr. Esquivel said the District is requesting approval of Amendment 5 in order to take advantage of the final year of the Clean Energy Act funds-proposition 39. He explained that Amendment 4 had originally been approved but the State extended the deadline for energy plans from August 2017 to February 2018, which allowed the District to leverage those funds for the summer modernization project and use them for installation of LED lighting at the three sites. Mr. Esquivel added the Proposition 39 amount will be approximately $1.2 million of in addition to the Proposition E funds that will be spent for the modernization project this summer. Montgomery, and Karl H. Kellogg Elementary Schools, and Eliminate Energy Conservation Projects at Heritage, Juarez-Lincoln, Liberty, Otay, and Veterans Elementary Schools from Amendment No. 4 Motion: TAMAYO, Second: REYES, Vote: UNANIMOUS 8. GENERAL INFORMATION ITEMS/REPORTS A. Report Calendar to Board of Education Information Items/Reports B. Report on Governor's State Budget Proposal Mr. Esquivel gave an overview of Governor Brown's proposed state budget (which will be the Governor's last) that was released on January 10. He provided information on elements that impact the budget (the unemployment rate and the three big revenues-personal income tax, sales and use tax, and corporation tax) and spoke about the State General Fund spending and reserves. Mr. Esquivel commented on items included in the Governor's K-12 education budget for (additional Local Control Funding Formula moneys and one-time discretionary funding) as well as items that are missing (no increases to special education funding nor new funding for retirement systems increased employer contribution were included). Mr. Esquivel reviewed projections through , next steps for the Governor's budget, and things the District is watching; he also answered questions from the Board. 9 11. BOARD COMMUNICATIONS Mrs. Bunker: Thanked all District staff members for the tremendous work they doand for which they are rarely recognized-to help the Board and the teachers. Said the Board could not do its job without them. Congratulated the new hires. Said it was exciting to see that one of the new Instructional Aides was one of her students. Board Communications Mr. Farias: Wished everyone a Happy New Year full of love, health, and happiness. Said he hopes nobody caught the cold "bug," which was pretty bad. Mrs. Humphrey: Said she had an opportunity to attend the COMPASS cohort collaboration training, which was amazing. Remarked that she visited teachers at Kellogg, where she taught for many years. Mr. Tamayo: Thanked everyone who attended the meeting and stayed until the end. Wished everyone a Happy New Year, saying that he hoped everyone had a chance to enjoy time with family and to recharge for the remainder of the school year. Said he is looking forward to visiting some schools and attending some workshops with parents. 12. SUPERINTENDENT'S COMMUNICATION Dr. Escobedo: Said he appreciates the Board's trust in him. Remarked that he is looking forward to a fabulous Said the District will face many challenges, but he looks forward to it because of the great synergy the District enjoys with the employee groups, which will help meet the challenges head on. Commented the state will have a new governor as well as some interesting legislation coming up. Said he appreciated the Board passing the resolution for full and fair funding, which is one of the pieces that will be coming up on the ballot. Stated that he is looking forward to working together on what is best for the students. Added that California being the sixth economic power in the world cannot remain in the bottom quintile in per-pupil spending.
