He was in favor of reinstating the worker s compensation credit at 20% for the 2015 program year. 5. Update on Organizational Partnerships Board members agreed to wait on the Incentives Subcommittee until the conclusion of the Rhodes Study and ND Oil study. 6 To: Subject: Chair Steen and EDA Board Members Executive Director s Report Date: September 22 nd, 2014 Prepared By: Matt Maslowski, Economic Development Director EXECUTIVE DIRECTOR S REPORT SEPTEMBER IN REVIEW The month of September kicked off with a visit to the oil patch in Williston, ND. I had the opportunity to visit the area and hear from community leaders on the oil boom impacts at the Williston Economic Development Summit. Back on the home front, I attended several events including the Community Voices hosted by the F-M Area Foundation as well as participating in meeting #2 with the MetroCOG Moorhead Rail Grade Separation group. BUSINESS AND ORGANIZATIONAL ACTIVITIES HIGHLIGHTS Attended Economic Development dinner with state Economic Development leaders in St. Cloud Met with staff at the GFMEDC office Continue discussions with the F-M Urban Oasis/Pupapo group Coffee meeting with Flint Communications to discuss marketing scope for commercial real estate brokers Presented an update to the Moorhead Business Association on current activities in Economic Development Finalizing strategic positioning scope with consultant John Rhodes Met with Drew Kelly at Goldmark Commercial Real Estate EDA Bus Tour of Businesses: OTHER UPDATES The EDA Board along with the Mayor and City Council will be touring several businesses and higher education institutions following the EDA meeting today.

7 SUMMARY OF THE MONTH As the summer closes, the month of September has been setting the stage for a strong fall and finish to the 2014 year. Marketing and positioning strategies that have been in the works for some time are being finalized for implementation. The business climate remains strong and interest continues to hold steady with ongoing interest in projects. Many prospects have sights on 2015 for development projects and we are eager to partner with each of those to see the momentum continue.

8 To: From: Chair Steen and EDA Board Members Memorandum Matt Maslowski, Economic Development Director Date: September 22 nd, 2014 RE: Regional Workforce Development Partnership & Collaboration Request for support: Workforce and talent attraction continue to be a challenge the Fargo-Moorhead region faces. A collaborative effort among regional organizations is seeking to address the ongoing issues the region and business community sees with workforce needs by way of commissioning a study of the region. This study will focus on the needs of the community in workforce and the current strengths and weaknesses in the market along with actionable steps to take in order to address the needs. Please find attached information regarding the regional workforce collaboration. A consistent theme of concern as I am out visiting our businesses in Moorhead is the lack of skilled workforce and talent to fill and retain positions. Without a workforce, economic development will be stifled to a halt if it is left unaddressed. Charley Johnson, CEO and President of the F-M Convention and Visitors Bureau submitted a request to the City to join in the regional collaboration to support the project. Recommendation: Staff recommends the EDA Board approve a $5,000 contribution to the regional study. Source of funds for this contribution will be from the EDA cash reserves. 1

9 Regional Workforce Development Partnership & Collaboration Creating Partnerships to Address Workforce Gaps The Fargo Moorhead West Fargo Chamber of Commerce, Greater Fargo Moorhead Economic Development Corporation, FM Area Foundation, United Way of Cass-Clay and Fargo-Moorhead Convention and Vistors Bureau have come together to develop a study to better understand our communities workforce needs, strengths and weaknesses based on current, real time data. Companies in the Fargo-Moorhead area have expressed a need for workers. This project will identify those needs and offer solutions to fill jobs. Unemployment is low, which is why it s the perfect time to identify strengths and weaknesses, understand the market, and identify root causes for workforce shortages before additional production is lost. Goal: Commission a comprehensive study regarding the current state of workforce development, training, recruitment and attainment in our region resulting in action steps to address this challenge. Key Workforce Development Factors to Understand and Evaluate: Labor shed area definition by economic sector Demographic profile of region Analysis of workforce and employment base in labor market Definition of residents skills in Cass and Clay counties Employment status of the workforce Examination of emerging talent pool in region Forecast of future labor force and population Review of target industries Assessment of occupational skills in demand Skills assessment and ranking Pathway mapping Reporting and guidance for local education and training This workforce study will also help us gain a better understanding of additional factors, such as childcare, education, transportation and community development. Next Steps The partnership between private business interests and the nonprofit sector underscores the importance of each in creating the strong social fabric needed to sustain regional economic growth. We will work with a national workforce consultant to conduct this study. The research will provide a comprehensive supply analysis, industry sector demand analysis, current workforce availability analysis and career pathways mapping analysis. Ultimately, data gathered will be utilized by partners to improve workforce development, fund initiatives and programs and plan for the future success of our community. 11 To: From: Chair Steen and EDA Board Members Memorandum Matt Maslowski, Economic Development Director Date: September 22 nd, 2014 RE: Vice Chair Vacancy Board elections for Chair, Vice Chair and Secretary occur typically at the first meeting of the EDA following committee appointments by the Mayor. Members of the board, excluding council members, are eligible to serve in these leadership positions. This is a great opportunity for all members to consider further involvement and commitment to serving the community. On 8/26/2014, Moorhead Public Service voted to replace Les Bakke with John Rogalla to represent MPS on the EDA Board. Les served most recently as Vice Chair of the EDA Board and we appreciate his service and commitment to the Board and our community. At the September 22 nd, 2014 regular EDA Meeting, the Board will vote for a new Vice Chair. ARTICLE IV. OFFICERS AND THEIR ELECTION AND DUTIES Section 1. Election of Officers. The Commissioners of the Authority shall elect from their members the officers of Chair, Vice Chair, and Secretary at the first regular meeting following committee appointments made by the Mayor during the first quarter of each year. In the event of a vacancy in any office, the Commissioners of the Authority shall elect from their members an officer to fill the unexpired term of the office at the earliest possible regular meeting subsequent to the occurrence of the vacancy. Section 2. Chair. The Chair shall not be a Commissioner appointed as a City Council Member. The Chair shall have the duties and powers usually attendant upon the office of Chair, and such other duties and powers as may be prescribed by statute or ordinance and as may be provided from time to time by the Commissioners. The Chair shall preside at all meetings of the Commissioners if the Chair is present. At each meeting, the Chair shall make such reports as the Chair may deem necessary or may be required of the Chair and perform such other duties as are incident to the Chair s office or as are required of the Chair by the Commissioners. Section 3. Vice Chair. The Vice Chair shall perform the duties of the Chair in the Chair s absence or incapacity and/or because of the resignation of the Chair, until a new Chair is elected. Section 4. Secretary. The Secretary shall review the minutes of all meetings of the Authority and shall make such reports at each meeting as may be deemed necessary or may be required of the Secretary, and perform such other duties as are incident to the Secretary s office or as are required of the Secretary by the Commissioners. 1

14 Planning and Strategic Positioning Activity Report August 2014 Mark Vaux of GFMEDC attended a site selector tour with Matt Maslowski in St. Cloud on August 12. They also attended the Minnesota Marketing Partnership quarterly meeting the following day on August 13. Teri Dobbs and Tifanie Gelinske of GFMEDC met with Steve Retzer of MN Rural CEP (Concentrated Employment Program) on August 19. Mark Vaux of GFMEDC attended the Moorhead Business Association meetings on August 20 and 27. John Machacek of GFMEDC visited with John Rhodes of Moran, Stahl & Boyer on August 20 to assist him in his site selection consulting research. Business Visits No business visits in August
