1 REGULAR MEETING BOARD OF COUNTY COMMISSIONERS AUG. 11, 2015 Board of Sumter County Commissioners (Board) convened in regular session on this Tuesday, August 11, 2015, at Bushnell, Florida, with the following members present to wit: Al Butler, District No. 1; Doug Gilpin, 2nd Vice Chairman, District No. 2; Don Burgess, District No. 3; Garry Breeden, Vice Chairman, District No. 4; and Don Hahnfeldt, Chairman, District No. 5. The following individuals were also present and acting in their respective official capacities: Bradley Arnold, County Administrator; Bill Kleinsorge, Finance Director; and Connie Webb, Deputy Clerk. George Angeliadis of The Hogan Law Firm, Attorneys for the Board, was not present. Commissioner Hahnfeldt called the meeting to order at 5:00 p.m. with the invocation given by Commissioner Gilpin followed by the flag salute led by Commissioner Burgess. The complete audio recording of this meeting is available on the Clerk's Website TIMED ITEMS & PUBLIC HEARINGS a. 5:00 PM - Public Hearing - Amend Sumter County Code Chapter 2 Administration Commissioner Hahnfeldt called for a public hearing to consider an ordinance ( ) amending Chapter 2 of the Sumter County Code of Ordinances; amending and repealing certain sections within Sections 2-1 through 2-224; providing resolution of conflicts; providing for severability; and providing for an effective date. Proof of Publication, as advertised, filed herewith. Bradley Arnold, County Administrator, gave a brief summary of this proposed amendment. The purpose of this amendment to Chapter 2 is to update the County Code related to various provisions in Sections 2-1 through as shown in Section 3 of the ordinance amendment. Several sections are proposed to be repealed in their entirety due to subsections being moved or existing state statutes that preempt local ordinances. Article VIII, Enterprise Zone Development Agency, was deleted in its entirety in anticipation of the program ending. PUBLIC - There was no public input a Commissioner Butler moved, with a second by Commissioner Burgess, to Approve Ordinance amending Chapter 2, Sections 2-1 through of the Sumter County Code. 2 b. 5:00 PM - Public Hearing - Consider Ordinance Amending Sections and of the Sumter County Code of Ordinances to Clarify Exemption From Road Impact Fees for Manufactured Homes Relocated Within Sumter County (Staff Recommends Commissioner Hahnfeldt called for a public hearing to consider an ordinance ( ) amending Sections and of the Sumter County Code of Ordinances; amending provisions related to the imposition of Road Impact Fees; amending provisions for exemptions; clarifying the status of credits for fees paid; providing for resolution of conflicts; providing for severability; and providing for an effective date. Proof of Publication, as advertised, filed herewith. Bradley Arnold, County Administrator, gave a brief summary of the proposed amendment. The County's Road Impact Fee Ordinance presently provides that road impact fees paid shall "run with the land" as a credit against any future establishment of a similar use on the subject parcel. The ordinance also provides that manufactured homes relocated within Sumter County shall be provided an exemption from any additional impact fees, if fees have previously been paid to establish the home upon a parcel. These provisions create a conflict which would allow a parcel to retain credit for a residential unit and also exempt the relocated unit from additional fees, even if the parcel it is relocated to has not previously paid road impact fees. The proposed amendment includes clarifying the language to provide that any fee credit or exemption is exclusively parcel based, as this is most consistent with the County's ability to tract payment of applicable fees. Cancel proposal for RFP /RS Sumter County Fuel Station Abandonment Services (For Information Only) RFP /RS - Sumter County Fuel Station Abandonment Services was broadcast on Due to the nature of the fuel station abandonment project and the services involved in performing the task, it was discovered during the pre-proposal meeting that the scope of services and the type of formal solicitation should be revised. Therefore, at the direction of the Purchasing Agent, RFP /RS has been cancelled. The formal solicitation will be revised and will be posted as an Invitation to Bid at a later date a-4; a-4-RFP 5. Sumter County June 2015 Financial Report (For Information Only) a-5 6. University of Florida Bureau of Economic and Business Research (BEBR) Preliminary Estimate of Permanent Resident Population for Sumter County - April 1, 2015, (For Information Only) The April 1, 2015 permanent population estimate from BEBR for the County is 115,274. The 2015 population is an increase in population of 21,854 persons (23.4%) compared to the 2010 US Census population for Sumter County (93,420). The BEBR population estimate is consistent with the estimate of 115,447 provided by Development Services staff in March of this year for budgeting purposes a-6 Page 3 of 10

Sumter County Public Works Household Electronics & Hazardous Waste Mobile Collection (For Information Only) The dates for the bi-annual Household Electronics & Hazardous Waste Mobile Collection are: November 7, 2015 at Lake Okahumpka Park in Wildwood and April 2, 2016 at South Sumter High School in Bushnell. Each event is from 9 a.m. to 3 p.m. There was discussion on other means of disposal for certain items a-7 b. County Attorney 1. Parcel W Title Policy and Original Recorded Right of Way Deed, Perpetual Drainage Easement, and Temporary Construction Easement (For Information Only) Bradley Arnold, County Administrator, presented this item in the absence of the County Attorney which is related to Parcel D18=029 (aka Parcel 10) of the C466W Project b-1 c. Clerk of Circuit Court - No report. d. Board Members 1. Commissioner Butler Commissioner Butler advised that he had attended his first Value Adjustment Board meeting and was elected as Chairman of that Board. 2. Commissioner Burgess - No report. 3. Commissioner Gilpin - No report. 4. Commissioner Breeden - No report. 5. Commissioner Hahnfeldt Commissioner Hahnfeldt commented on the University of Florida Population Report discussed by Mr. Arnold earlier in the meeting. Page 4 of 10

Fiscal Year 14/15 State Mosquito Control - Local Budget Amendment (Staff Recommends This amendment will document changes made to the FY 2014/2015 Mosquito Control Budget d-2 Page 5 of 10

Intergovernmental Coordination and Review and Public Transportation Coordination Joint Participation Agreement (Staff Recommends This Joint Participation Agreement (JPA) is a renewal and modification of the previous JPA approved on February 24, With the Withlacoochee Regional Planning Council being dissolved, the new agreement will include the East Central Florida Regional Planning Council. The other parties included in the agreement are the Florida Department of Transportation, Lake-Sumter Metropolitan Planning Organization and the Lake County Community Transportation Coordinator. All have a desire to continue to participate cooperatively in the performance of a comprehensive transportation planning process to assure that highway facilities, mass transit, rail systems, air Page 6 of 10
7 transportation and other facilities will be properly developed in relation to the overall plan of community development e Geotechnical and Material Testing Services Contract Extension with Universal Engineering Sciences, Inc. (Staff Recommends Universal Engineering Sciences, Inc. has agreed to continue to honor the original unit prices bid. This renewal will extend the contract until August 11, e-2 3. Award and enter into a contract with Brickman Group for RFP /RS Sumter County Mowing and Landscape Services (Staff Recommends RFP /RS - Sumter County Mowing and Landscape Services was broadcast on 6/23/2015. Proposals were due on 7/24/2015 at 9:00 a.m. and opened at 9:05 a.m. at The Villages Sumter County Services Center, Wildwood. There were two proposals received from the following firms: (1) Brickman Group and (2) Helping Hand Lawn Care, Inc. The Selection Committee agreed to recommend the Board award and enter into contract with Brickman Group e-3; e-3-NOA-Contract; e-3-RFP; e-3-brickman; e-3-Helping Hand 4. Award and enter into a contract with Power Pro Tech Services, Inc. for RFP /RS Sumter County Generator Maintenance Service (Staff Recommends RFP /RS - Sumter County Generator Maintenance Service was broadcast on 6/24/2015. Proposals were due on 7/24/2015 at 10:00 a.m. and were opened at 10:05 a.m. at The Villages Sumter County Service Center, Wildwood. There were eight proposals received from the following firms: (1) Peak Power Services, Incl.; (2) Tampa Armature Works, Inc.; (3) Zabatt Power Systems, Inc.; (4) Genset Services, Inc.; (5) Ring Power; (6) CJ's Sales and Service of Ocala, Inc.; (7) Accurate Power & Technology; and (8) Power Pro Tech Services, Inc. 8 5. Consideration of Renewal of Contract with Lee Hawkins for Service as Code Enforcement Special Master (Staff Recommends This contract will expire on 9/30/ e-5 6. Memorandum of Agreement for Utility Reimbursement with City of Wildwood on C-462 Project (Staff Recommends Approval) This is an agreement between the County and the City of Wildwood whereby the County agrees to pay the upfront costs for all labor, parts and associated costs in order to relocate the City's water main and associated features for the C462 widening project between US301 and C466A. The City of Wildwood will reimburse the County for the costs associated with this work e-6 7. Request of SiteSecure, LLC for Consent to Assign to Miller Electric Company the Master Agreement for Security System Maintenance at Sumter County Historical Courthouse Complex (Staff Recommends The Board entered into contract with SiteSecure, LLC for Security System Maintenance at the Historical Courthouse Complex on June 1, Miller Electric acquired all of SiteSecure's assets on October 1, 2014 which included this contract. This request is for Miller Electric Company to assume the task of performance of work under the Board contract with no changes e-7 8. Renewal of Contract Agreement with Faja Vending, Inc. for ITB /AT Sumter County Vending Machine Services for Select County Buildings (Staff Recommends This renewal will extend the current contract until September 9, e-8 9. Renewal of Contract Agreement with Central Florida Fire, LLC, IEI emerge Access Control System Services (Staff Recommends This renewal will extend the current contract until September 30, e-9 Page 8 of 10
9 10. 3rd Amendment to Expand the Fee Schedule of the HVAC Contract with Climate Control Mechanical Services, Inc. (Staff Recommends This will extend the Fee Schedule for the current contract to include the following: Labor (after hours) $90 per hour; and to clarify Labor (standard) $60 per hour which now specifies for Service, Install, or Maintenance Mechanic and adds that any time there is a second person involved, the rate is to reflect $40 per hour for helper/apprentice e Change Order #1 to the On-Call General Contractor (W. Mills Construction, Inc.) Proposal for The Villages Public Library at Pinellas Plaza Remodeling Project (Staff Recommends The purpose of this change order in the amount of $8,574 is to cover additional labor and materials necessary to accomplish the remodeling at The Villages Public Library at Pinellas Plaza e Authorize and sign Tax Deed applications in order to proceed with tax sales. (Staff Recommends In order for the Tax Collector to proceed with a tax sale, it is requested for approval for Chairman to sign the following 20 Tax Deed Applications. The fee for each application is $150 for a total of $3,000. Board acceptance of the following within The Villages - Units 181, 231, and 235 (Staff Recommends This is a continuation of the acceptance of dedicated roadways constructed through the development process, subsequent to a two year warrant period. The acceptance of Units 181, 231 and 235 will increase the County's current roadway infrastructure by miles f-2 3. Amend the 2014/2015 Classification and Compensation Schedule to reflect the reclassification of the Management Analyst position to a Staff Accountant position (Staff Recommends f-3 4.
