7 Proclamation PROCLAMATION FOR RADON ACTION MONTH WHEREAS, radon is a colorless, odorless, naturally occurring radioactive gas that threatens the health of our citizens; and WHEREAS, according to the U.S. Environmental Protection Agency, radon causes more than 20,000 deaths each year, making it the second leading cause of lung cancer deaths in the United State and the number one cause among non-smokers; and WHEREAS, a national health advisory was issued by the U.S. Surgeon General in 2005 because breathing indoor radon over prolonged periods can present a significant health risk; and WHEREAS, according to the U.S. Environmental Protection Agency, one in 15 homes across the country has an elevated radon level; and WHEREAS, in North Carolina, based on data collected by the Radiation Protection Section in the Division of Health Service Regulation, radon is present at elevated levels in about seven percent of homes; and WHEREAS, indoor elevated levels of radon is a preventable and correctable problem; and WHEREAS, testing for radon is simple and inexpensive, ranging from $6 to $30 for doit-yourself tests with costs of repairs by a professional to reduce the radon level ranging from $1,500 to approximately $2,500; and WHEREAS, the State s Radon Program and the U.S. Environmental Protection Agency are encouraging Americans to test their homes for radon, mitigate elevated levels of radon, and build new homes with radon-resistant materials and features; NOW, THEREFORE, the Cleveland County Board of Commissioners of the State of North Carolina, do hereby proclaim January 2016 as RADON ACTION MONTH in Cleveland County, North Carolina and urge our citizens and interested groups to promote awareness of the hazards of radon exposure, encourage citizens to test and mitigate their homes for radon levels and visit for additional radon information.

9 Cleveland County Board of Commissioners December 15 th, 2015: The Cleveland County Board of Commissioners met in a regular session on Tuesday, December 15 th, 2015 at 6:00 p.m. in the Commission Chamber of the Cleveland County Administrative Office. PRESENT: Jason Falls, Chairman Eddie Holbrook, Vice-Chairman Johnny Hutchins, Commissioner Susan Allen, Commissioner Ronnie Hawkins, Commissioner Jeff Richardson, County Manager Justin Brackett, County Attorney Designee Henry Earle, Clerk Andrea Leslie-Fite, Assistant County Attorney Kerri Melton, Community Services Director Brian Epley, Finance Director Chris Green, Tax Administrator Dayna Causby, Elections Director CALL TO ORDER Chairman Jason Falls called the meeting to order and Commissioner Johnny Hutchins led the audience in the Pledge of Allegiance and provided the invocation for the meeting. AGENDA ADOPTION ACTION: Commissioner Hutchins made the motion, seconded by Commissioner Holbrook, and unanimously adopted by the Board, to adopt the agenda as presented by the County Clerk. CONSENT AGENDA ACTION: Commissioner Hawkins made the motion, seconded by Commissioner Holbrook, and unanimously adopted by the Board, to approve the following items: MINUTES: There being no corrections, additions or deletions, the Minutes of the December 15 th, 2015 regular meeting were presented and approved as written. CLERK: The proposed 2016 meeting schedule for Commissioners was presented. TAX ADMINISTRATION: A resolution was presented in compliance with NCGS (g) to raise the minimum refund amount from $1 to $15 for tax overpayments. Any overpayment under $15 will be applied to the customer s tax bill for the following year. TAX ADMINISTRATION: For November 2015 Abatements were $ and Supplements were $53, TAX ADMINISTRATION: As of November 30 th, 56.28% of taxes had been collected for fiscal year TAX ADMINISTRATION: Chris Green, current county Tax Administrator, was reappointed to a 4 year term set to expire on December 31 st, SHERIFF S OFFICE: The Sheriff s Office has requested permission to sell a canine, named Pepper, to another local government agency.
10 PUBLIC HEARING SEAL WIRE CDBG PROJECT CLOSEOUT: Commissioner Falls called on Joanna Wallace, grants coordinator for Cleveland County, to come to the podium. Ms. Wallace detailed the Community Development Block Grant, and that the County was awarded $150,000 to aid Seal Wire in project expansion. Seal Wire was able to fulfill their requirements and utilize the money to retain jobs and acquire new assets. The public hearing was opened at 6:10 p.m. and closed at 6:10 p.m. after no one came forward to speak. ACTION: Seeing no discussion Commissioner Hawkins moved that the grant be closed. The motion was seconded by Commissioner Hutchins and unanimously approved by the Board. REGULAR AGENDA RESOLUTION HONORING KINGS MOUNTAIN MAYOR RICK MURPHREY: Chairman Falls called Henry Earle, Clerk to the Board, to read a prepared resolution honoring Mayor Rick Murphrey as he leaves office from the city of Kings Mountain. RESOLUTION TO HONOR KINGS MOUNTAIN MAYOR RICK MURPHREY WHEREAS, Rick Murphrey served the City of Kings Mountain for 21 years, 6 as a council member and 15 as the mayor; and WHEREAS, Mayor Murphrey served with distinction, twice being named the Region C Mayor of the Year; and WHEREAS, the Cleveland County Board of Commissioners has enjoyed an exceedingly positive relationship with the Kings Mountain City Council during Mayor Murphrey s time in office; and WHEREAS, Cleveland County and the City of Kings Mountain have been able to partner on numerous projects, from bringing international industry into Cleveland County to creating accessible parks for persons with disabilities; NOW, THEREFORE, the Cleveland County Board of Commissioners hereby resolves that Mayor Rick Murphrey has been an extraordinarily dedicated partner in promoting the interests of Cleveland County. Adopted this 15 th day of December, Jason Falls, Chairman Eddie Holbrook, Vice-Chairman Susan K. Allen, Commissioner Ronald Hawkins, Commissioner Johnny Hutchins, Commissioner ACTION: Commissioner Hawkins moved to accept the resolution and it was seconded by Commissioner Hutchins.
