1 WASECA COUNTY BOARD OF COMMISSIONERS APRIL 19, 2016 The Waseca Count y Board of Commissioners met in regular session on Tuesday, April 19, 201 6, in the boardroom, 300 North State Street, Waseca, Minnesota. Members present were Chair Richard Androli, Mike Hintz, Dan Kuhns, Blair Nelson and Jim Peterson. Others present were Curt Kephart, Administrator; Tammy Spooner, Auditor- Treasurer; Brenda Miller, County Attorney; Melissa Sexton, Human Resources Manager; Suzy Rook, news reporter; Harry Popiel; Michael Hecht; Brad Milbrath, Sheriff; Mark Leiferman, Planning & Zoning Administrator; Brian Tomford, Buildings & Grounds Maintenance Director; Jane Hardwick, MnPrairie Executive Director; Sarah Berry, Public Health Director; Lyle Sopkowiak, Assistant County Engineer; and Frank Madden, Attorney. Chair Androli called the meeting to order at 9:30 a.m. Roll call was taken and the Pledge of Allegiance was recited. Hintz moved and Nelson seconded to a pprove the agenda as presented. Motion carried unanimously. Correspondence was shared and bills were found to be in order. At d epartment head time, Mark Leiferman, Planning & Zoning Administrator, proposed abandonment of a railroad line. Mr. Leiferman also gave brief updates on MnDOT parcels near Janesville ; Aquatic Invasive Species ; and distributed a handout regarding economic development authority goals Chair Androli appointed Blair Nelson as alternate for the Plan ning & Zoning Committee. County Attorney, Brenda Miller, informed the board that the Steel-Waseca County Drug Court will be having its first graduation on April 21 st. Brian Tomford, B uildings & G rounds Maintenance Director, provided an update regarding progress on the restoration of the present Veteran s Memorial. Nelson moved and K uhns seconded to approve the Consent Agenda as presented. Motion carried unanimously. a. Approval of Bills b. Approve Highway Department State Funding Annual Report Kuhns moved and N elson seconded the motion to approve the minutes from the regular county board meeting on April 5, 2 016, and the Work Session on April 12, Motion carried unanimously. Melissa Sexton, Human Resour ces Manager, recommended appointment of Assessor candidate Joe Udderman. Hintz moved and Kuhns seconded to appoint Mr. Udderman for remainder of Mark Vagts term. Motion carried unanimously. Ms. Sexton then shared that a c onditional offer of employment was made to Sondra Herman for the P ublic Health Business Manager position at the rate of $20.52 per hour. The position is a grade 8. Ms. Herman requested to negotiate the salary offered. Hintz moved and Androli seconded to remain with the original offer. Motion carried unanimously. Melissa Sexton presented a proposed updated FMLA Policy. K uhns moved and Androli seconded to adopt the new FMLA Policy as presented. Motion c arried unanimously. A discussion was held regarding proposed changes to the Personnel Retirement Policy for clari ty. Kuhns moved and Nelson seconded to t able to the next meeting for further review. Motion carried unanimously. Jane Hardwick, MnPrairie Executive Director, presented a brief update regarding the Minnesota Prairie County Alliance. Tammy Spooner, Auditor-Treasurer, requested the appointment of an alternate to the MnPrairie Finance Committee. Hintz moved and Nelson seconded to appoint Curt Kephart, County Administrator as alternate to the MnPrairie Finance Committee. Motion carried unanimously. Lyle Sopkowiak, Assistant Highway Engineer, requested authorization to make the f inal payment of $123, to Reiner Contracting for crushing the concrete and bituminous stockpile. Hintz moved and Nelson seconded to approve the payment as requested. Motion carried 4-0 (Kuhns was not present for this vote). County Administrator, Curt Kephart, gave the Administrator s Update. In continuation from the closed session from the April 5 th meeting, the regular session was closed at 11:05 a.m. and reopened at 11:37 a.m. 49

3 Chair Androli gave a s ummary from the closed session, pointing to a breakdown in communications between the County Administrator and the Board of Commissioners. The plan is to move forward with a Performance Improvement Plan. Melissa Sexton, Human Resources Manager, with assistance from the Personnel Committee and Mr. Kephart will draft the plan. The plan is to be in place by the end of May and c ompleted by year end. Reports were shared by the Commissioners. Having no further county board business, Kuhns moved and Nelson seconded the motion to adjourn the meeting.
