Public comments were received from Frank Lorenz, Hulke & Gheer, regarding descriptions of items in the capital asset budget. C1. PURCHASING/SERVICE CONTRACTS CF 2454 The following purchase and service contracts were presented for consideration: a. Fire Alarm Maintenance Contract Recommendation RECOMMEND TO THE FULL COMMISSION THAT STAFF AWARD THE FIRE ALARM MAINTENANCE CONTRACT TO HONEYWELL FOR A THREE (3) YEAR TERM WITH TWO (2) ONE (1) YEAR RENEWAL OPTIONS AND THAT THE EXECUTIVE DIRECTOR/CEO OR HIS DESIGNEE BE AUTHORIZED TO EXECUTE THE NECESSARY DOCUMENTS. Automated People Mover Operations and Maintenance Request for Proposals RECOMMEND TO THE FULL COMMISSION THAT STAFF BE AUTHORIZED TO ISSUE A REQUEST FOR PROPOSALS FOR AUTOMATED PEOPLE MOVER MAINTENANCE SERVICES FOR A FIVE (5) YEAR TERM AND AN OPTION FOR ONE (1) THREE (3) YEAR RENEWAL PERIOD AND THAT THE EXECUTIVE DIRECTOR/CEO OR HIS DESIGNEE BE AUTHORIZED TO EXECUTE THE NECESSARY DOCUMENTS. THE MOTION CARRIED BY UNANIMOUS VOTE. c Aviation Liability and Casualty Insurance Renewals Bill Hoyt, Insurance Risk Manager, responded to Commissioners questions concerning aviation liability coverage and MAC s typical claims. RECOMMEND TO THE FULL COMMISSION THE FOLLOWING 2014 INSURANCE AND RELATED EXPENSE RENEWALS, AND THAT THE EXECUTIVE DIRECTOR/CEO OR HIS DESIGNEE BE AUTHORIZED TO EXECUTE THE NECESSARY DOCUMENTS. G Concourse Electronic Lottery Sales Request Jana Vaughn from the MSP Airport Foundation expressed concern regarding the lottery sales request to negatively impact the Airport Foundation s annual electronic gambling revenue. Eric Johnson, Director Commercial Management & Airline Affairs, responded to Commissioners questions regarding negotiating, finalizing and executing a final agreement. COMMISSIONER REHKAMP MOVED AND COMMISSIONER MONACO SECONDED TO TABLE THIS ACTION FOR STAFF TO BRING BACK TO A FUTURE MEETING. THE

Xcel Energy Sponsorship/Branding Agreement Bruce Rineer, Manager Concessions & Business Development, responded to questions regarding the Xcel Energy-MAC Energy Efficiency-Marketing Partnership Program Agreement. Additionally, Mr. Rineer agreed to provide Commissioners with follow-up information prior to the Commission meeting concerning questions in the Agreement. RECOMMEND TO THE FULL COMMISSION THAT STAFF BE AUTHORIZED TO NEGOTIATE FINAL AGREEMENTS AND RELATED DOCUMENTS WITH NORTHERN STATES POWER COMPANY, A MINNESOTA CORPORATION D/B/A XCEL ENERGY FOR THE INSTALLATION OF A MARKETING AND SPONSORSHIP PROGRAM AT MSP CONSISTENT WITH THE TERM SHEET AND THAT THE EXECUTIVE DIRECTOR/CEO OR HIS DESIGNEE BE AUTHORIZED TO EXECUTE THE NECESSARY DOCUMENTS. THE C3. LEASES CF 2456 a. Terminal 2 Humphrey Fletcher s Bar and Restaurant Lease Modifications In response to questions from Commissioners, Matt Grimm, Manager Concessions & Business Development, explained the terms of the Batch 7 Lease Agreement and answered general questions. Dennis Probst, Executive Vice President, described the logic of the formula and the lease structure. RECOMMEND TO THE FULL COMMISSION THAT STAFF BE AUTHORIZED: (1) TO REMOVE FLETCHER S AND DUNN BROTHERS FROM THE CURRENT BATCH 7 LEASE AGREEMENT; (2) FOR HMS HOST TO REMODEL THE UNITS AT TERMINAL 2- HUMPHREY INTO A MINNESOTA WILD SPORTS BAR, A QUICK-SERVE MARKETPLACE AND A REDEISIGNED COFFEE CONCEPT; (3) TO NEGOTIATE FINAL AGREEMENTS AND RELATED DOCUMENTS WITH HMS HOST; AND THAT THE EXECUTIVE DIRECTOR/CEO OR HIS DESIGNEE BE AUTHORIZED TO EXECUTE THE NECESSARY DOCUMENTS. THE C4. PROFESSIONAL SERVICE AUTHORIZATIONS CF 2457 a. MSP Ground Rent Appraisal Project Request for Qualifications RECOMMEND TO THE FULL COMMISSION AUTHORIZATION: (1) STAFF BE AUTHORIZED TO ISSUE A MSP GROUND RENT APPRAISAL PROJECT REQUEST FOR QUALIFICATIONS; (2) THE REVIEW TEAM BE AUTHORIZED TO CONDUCT THE INTERVIEWS OF FIRMS AND IDENTIFY THE FIRM TO BE RECOMMENDED; AND THAT THE EXECUTIVE DIRECTOR/CEO OR HIS DESIGNEE BE AUTHORIZED TO EXECUTE THE NECESSARY DOCUMENTS. DESIGNATION OF RESPONSIBLE AUTHORITY UNDER DATA PRACTICES ACT CF 2458 RECOMMEND TO THE FULL COMMISSION ADOPTION OF THE RESOLUTION CONTAINED IN THE COMMITTEE PACKET APPOINTING JOHN KEDROWSKI AS THE RESPONSIBLE AUTHORITY FOR ADMINISTRATION OF THE DATA PRACTICES ACT AND THAT THE EXECUTIVE DIRECTOR/CEO OR HIS DESIGNEE BE AUTHORIZED TO EXECUTE THE NECESSARY DOCUMENTS. THE MOTION CARRIED BY UNANIMOUS VOTE. C6. PARKING ENTERPRISE MANAGEMENT AND OPERATION SERVICES REQUEST FOR PROPOSAL CF 2459 Arlie Johnson Assistant Airport Director, Landside Operations, provided background information for the current parking agreement, and explained the importance of selecting a well-qualified and experienced parking management company. Additionally he discussed key elements of the parking management Request for Proposals process, including agreement improvements, evaluation criteria, and selection panel. Mr. Johnson responded to Commissioners questions regarding payment structure for parking management employees, which is based on existing operator levels and market analysis to ensure a fair (livable) compensation is paid. RECOMMEND TO THE FULL COMMISSION TO AUTHORIZE STAFF TO ISSUE AN RFP FOR THE OPERATION AND MANAGEMENT OF THE MAC PARKING ENTERPRISE MANAGEMENT AND OPERATIONS SERVICES CONSISTENT WITH THE MEMORANDUM CONTAINED IN THE COMMITTEE PACKET AND THAT THE EXECUTIVE DIRECTOR/CEO OR HIS DESIGNEE BE AUTHORIZED TO EXECUTE THE NECESSARY DOCUMENTS.
