1 Penns Valley Area School Board of Directors Penns Valley Elementary/Intermediate School Regular Meeting Minutes January 18, 2018 at 7:00 P.M. Empowering our students every day to reach individual success CALL TO ORDER The meeting was called to order by President Chris Houser at 7:02 pm and roll call was taken. Present: Victoria Brennan, Jeffrey Hyde, Carl Gaffron(phone), Kerri Kubalak, Holly Hawkins, BT Schwier, Darren Narber, Chris Houser, Melissa Krum Absent: none Also in attendance for the meeting were: Brian Griffith, Superintendent; Sherri Connell, Assistant Superintendent; Lynn Naugle, Business Manager; Robert Miller, Director of Physical Plant; Cody Wian, Director of Technology; Nate Althouse, Athletic/Community Relations; Danielle Yoder, Elementary Principal; Kurt Nyquist, Elementary Principal; Dustin Dalton, High School Principal; Jane Gessner, Assistant High School Principal, Holly Sawyer, Director of Student Support Services; Cheaney Stover, Board Secretary; and four members of the community. MINUTES A motion to approve the December 6, 2017 Reorganization and Regular Meeting Minutes. (Attachment 1) Ms. Brennan made a motion, seconded by Mrs. Kubalak. The motion passed by unanimous vote. ANNOUNCEMENTS President Houser announced that there was an executive meeting held following December 6, 2017 regular meeting to discuss contract, legal and personnel matters. There was an executive meeting held following the January 3, 2018 work session to discuss legal and personnel matters. There will be an executive session following tonight s meeting to discuss personnel matters. ADMINISTRATIVE REPORTS Student Representative Report - Miss Olivia Burd, reported: Five small businesses developed in the Entrepreneurship and Management class are wrapping up operations. The five businesses sold Penns Valley lanyards and sweatshirts, custom shoe laces and phone cases, and scrunchies. Mr. Dalton, our investor, invested $722 to get all of the businesses started and, to date, the businesses have generated over $1,000 in net income. Congratulations to Penns Valley's Academic Decathlon team on their second place finish at the winter scrimmage at Moshannon Valley High School on January 9th. Sam Kupp was the overall champion, handily winning his division and taking gold in each of the four tested subjects (music, math, economics, and science). Also in the honors division, sophomore Ben Hawkins won two bronze medals (music and economics) and was just off the podium with a fourth place finish. Freshman Max Feidler tied Ben for bronze in economics. In the scholastic division, Dan Connolly took home silver for his overall score, winning a bronze medal in economics and a silver in science. Nic Kubalak won a bronze medal in economics. In the varsity division, Joey Steffen earned bronze in economics and silver for math. The super quiz relay team of Sam, Ben, Max, Dan, Joey, Alex Boeckel, Jess Traxler, Isaak Snyder, and Everett Van Heyst finished in third place. Next up for Penns Valley's team is the district meet we will host in February, which determines who moves on to states.

2 Keystone Exams in Literature, Algebra and Biology have been given. Tomorrow is the last day of testing. Each year the National Institute on Drug Abuse Sponsors National Drug and Alcohol Facts Week for schools across the United States. SADD club is sponsoring the event here at PVHS. We will be holding a spirit week with the following dress up themes: Monday 22nd- PVHS White out: Be proud to be a part of a drug free school! Tuesday 23rd - Twin Day: Be together in the fight against drugs! Wednesday 24th- PV Clubs and Sports Day: Show your pride in being connected to school by wearing your PV club shirts and sports jerseys. Thursday 25th- PV Community Pride: Show your pride in being connected to the community by wearing community activity shirts like 4-h, Grange Fair, PV Youth Center Shirts, Etc. Friday 26th- Blue Out: Wear blue to show your support that Penns Valley is united against drugs. SADD is also sponsoring a poster contest for RAM time (homerooms). The poster theme is SHATTER THE MYTHS ABOUT DRUGS. Posters must be up by the end of the day on Thursday, Jan 25th. The homeroom with the best poster wins an ice cream party. Motivational Speaker David Flood will be speaking at PVHS on January 24th. He is sponsored by Student Council and the PV Youth Center. He will have assemblies for 6-8 grades and 9-12 grades. He will visit all three lunches and meet with student leaders. Physical Plant Mr. Robert Miller reported on the progress of the high school renovation project and the heat balancing status. All areas of the project are on schedule! The power outage at CH from October damaged a heating unit. The heating unit has been ordered but is 8 weeks out. Elementary Report Mr. Nyquist gave an introduction on Ang Homan s Breakfast Before the Bell program at MTE. Mrs. Homan described how the program came about and how it has changed her students and classroom. Secondary Report Mr. Dustin Dalton reported on the Keystone Exams. Mr. Dalton also mentioned that he continues to meet with staff and is doing a shared read with select staff to help meet our school culture goal. Communications Report Dr. Nate Althouse presented his monthly presentation on the happenings of the District. In addition, he shared a board recognition video! Thank you, Board Members, for all of your volunteer work! Superintendent Report Dr. Brian Griffith recognized Pattie Guay on earning tenure! RECOGNITION OF VISITORS/ PUBLIC COMMENT None. ACTION ITEMS A. A motion to adopt the Penns Valley Area School District Proposed Preliminary General Fund Budget as presented on form PDE 2028 (Attachment 2). The Preliminary Budget Proposal assumes that the School District will receive approval for

3 use of Act 1 real estate tax referendum exceptions and the School District shall take all steps required to obtain approval for the referendum exceptions contemplated in the Preliminary Budget Proposal, including advertising once in a newspaper of general circulation and placing on the School District internet website Act 1 Referendum Exception Notice in substantially the form as presented to the School Board. Please refer to the Consent Agenda below BOARD BUSINESS ACTION ITEMS A. A motion to approve the service agreement with SchoolGuard as attached with a setup cost of $4,000 and a monthly cost of $83 per month per building. (Attachment 3) B. A motion to ratify an MOU with IU10, IU11 and the Penns Valley Area School District regarding the Diagnostic Support Program as attached. (Attachment 4) C. A motion to approve a request from Amy Stitzer-Smith, Secretary of the 2018 Senior Class Trip committee, for a senior class trip to Cedar Point Amusement Park in Ohio by way of Fullington Trailways on Friday, May 11, The only cost to the district could potentially be substitutes for four or five teachers. D. A motion to authorize the contract addendum with University Orthopedics Center as attached. (Attachment 5) II. PERSONNEL A. Resignation: 1. A motion to accept the resignation of Kelly Reigle, School Psychologist effective December 11, B. Employment: 2. A motion to accept the resignation of Melissa Kreider, English Teacher effective January 19, A motion to accept the resignation/retirement of Tammi Black, Para Educator effective the last working day of the school year.

A motion to ratify Rick Arnold to provide homebound instruction for an 8th grade student for up to five hours per week beginning December 12, 2017 through January 12, 2018 to be paid an hourly rate of $30 per hour. A motion to grant permission for the Superintendent to appoint staff to vacancies not yet filled or to those that become open until the Board can take action at the next regular meeting on February 21, A motion to approve the paid and unpaid leave request of Catherine Vincent, on or about March 16, 2018 through on or about June 11, 2018 to run concurrent with Family Medical Leave. 3. A motion to grant tenure to Patricia Guay, Speech and Language Teacher, effective January 16, III. ATHLETIC / STUDENT ACTIVITIES A. A motion to ratify Tyler Myers as an activity sponsor for Penns Valley Youth Wrestling for the school year to be paid a stipend of $25. B. A motion to approve the employment of Marlin Fultz, Weight/Cardio Room attendant, at an hourly rate of $9.50 not to exceed 4.5 hours per week, effective December 6, 2017 for the remainder of the school year.
