9 Tax Policy Northam Supports grocery tax exemptions for low-income families. Supports the introduction of a two-year merchant's capital and Business, Professional, and Occupational Licensing tax exemption for small businesses in rural areas. Gillespie Supports a 10% cut to the individual income tax over a three-year period. Three-year phase-out of the BPOL, the M&T, and Merchant's Capital Tax. Developing a selection of options for local governments to choose from, which would not include a local income tax. Tax changes on the part of local governments to be revenue-neutral. Convening of a September 2018 session of the Virginia General Assembly to determine a new tax structure. 9

10 Latest Polling 10/9/2017 Lt. Governor Northam leading with 49 percent of registered voters; Ed Gillespie followed with 42 percent; Libertarian Cliff Hyra had 3 percent of the vote; 6 percent of those polled were undecided. 10

16 House of Delegates Heading into the general election, Republicans hold a majority. Democrats would need to gain 17 seats in order to take control of the chamber, while Republicans would need to gain one seat to obtain a veto-proof supermajority 16

17 House of Delegates In the 2016 presidential election, Hillary Clinton defeated Donald Trump in 51 out of 100 Virginia House districts including 17 Republican-controlled districts Democrats have fielded 55 candidates Republicans have fielded 12 candidates There are 5 open seats, due to retirements 17

19 House of Delegates House District 12: Republican incumbent, Joseph Yost is being challenged by Democratic candidate, Chris Hurst. Clinton won the 12 th with 47% of the vote. 19

20 House of Delegates House District 13: Republican incumbent, Bob Marshall is being challenged by Democratic candidate, Danica Roem. Clinton won the 13 th with 54% of the vote. 20

21 House of Delegates House District 21: Republican incumbent, Ron Villanueva is being challenged by Democratic candidate, Kelly Convirs-Fowler. Clinton won the 21 st with 49% of the vote. 21

22 House of Delegates House District 31: Republican incumbent, Scott Lingamfelter is being challenged by Democratic candidate, Elizabeth Gutzman and Independent candidate, Nathan Larson. Clinton won the 31 st with 51% of the vote. 22

23 House of Delegates House District 32: Republican incumbent, Tag Greason is being challenged by Democratic candidate, David Reid. Clinton won the 32 nd with 56% of the vote. 23

24 House of Delegates House District 67: Republican incumbent, Jim LeMunyon is being challenged by Democratic candidate, Karrie Delaney. Clinton won the 67 th with 58% of the vote. 24
