1 Summary Meeting Minutes RFP No. PNC P1 Continuing Engineering Services for Transportation and General Civil Engineering Projects ATTENDEES Initial Evaluation Meeting Thursday, March 15, 2018, 2:00 P.M. Conference Bridge: Governmental Center Building, 115 S. Andrews Avenue, Room GC430 Committee Members: Danea Cohen-Ebanks, Purchasing Agent, Senior,, Finance and Administrative Services Department (Chair and Non-Voting Committee Member) Henry Sniezek, Director, Environmental Protection and Growth Management Department Carlos Puentes, Deputy Director, Greater Fort Lauderdale Convention & Visitors Bureau John Foglesong, Director, Seaport Engineering and Construction Division, Port Everglades Department Barney McCoy, Director, Transit Division, Transportation Department Richard Tornese, Director, Highway Construction and Engineering Division, Public Works Department County Staff: Nirmal Datta, Project Manager Glenn Miller, County Attorney s Office Maya Moore, County Attorney s Office Anna Owens, Finance and Administrative Services Department Freddy Castillo, Office of Economic and Small Business Development Colleen Pounall, Risk Management Connie Mangan, The meeting was called to order at 2:03 p.m. and announcements were made by the Chair. Connie Mangan, introduced County Staff and made some introductory comments about the solicitation. She stated that at the time of RFP advertising deadline, 5:00 P.M., January 10, 2018, there were four (4) submittals and noted that the meeting has been publicly noticed. The Chair stated that a Quorum was present and named the Committee members. The Chair stated the responsibility of the Evaluation Committee. The Chair stated that the purpose of the Meeting is to determine responsiveness and responsibility of the firms that submitted a proposal and that only the firms that have been determined by the Evaluation Committee to be both responsive and responsible to the requirements of the RFP will proceed to the Final Evaluation and Scoring. The Chair stated that a sign-in sheet is being circulated and to be sure that everyone signs in. Those attending via the conference bridge introduced themselves for the record and their names were added to the sign-in sheet.
2 Initial Evaluation Summary Meeting Minutes RFP No. PNC P1, Continuing Engineering Services for Transportation & General Civil Engineering Projects The Chair stated that the cone of silence for this project has been in effect since December 12, 2017 for County Staff and upon the first meeting of the Evaluation Committee for County Commissioners and their staff; and all inquiries should be directed to the Project Manager or the Director of Purchasing. The Chair stated that in accordance with Broward County Procurement Code Section d, all Committee Members shall be free of conflicts of interest. Connie Mangan then reported on the s findings about the responsiveness and responsibility of the firms (Refer to audio for full Purchasing report): She stated the responsiveness requirements and that all four firms are being recommended to be evaluated as responsive to the RFP requirements She stated the responsibility requirements and that all four firms are being are recommended to be evaluated as responsible to the RFP requirements She stated that Atkins North America, Inc. took exception to the County s standard terms and conditions and that the specific exception(s) taken by each firm will be addressed, for all responsive and responsible proposer prior to presentations at the Final Evaluation Meeting The Chair gave the definition of responsiveness and asked for a motion. The Chair announced that the Final Evaluation Meeting will be held on April 16, 2018 at 1:00 p.m. in Room GC430 located at the Governmental Center, 115 S Andrews Avenue, Fort Lauderdale, Florida and stated that the using agency is requesting that the firms make their presentations on a sample project. Nirmal Datta gave an overview of the sample project and a CD with the sample project details was given to the firms. The Chair asked the Committee that in addition to the sample project if they had any questions they wish to have included or specifically addressed in the presentations. The Committee had the flowing specific question(s) for the firms: When presenting on the sample project, the Evaluation Committee would like the Project Manager that is going to be the point person for the County to make the presentation, supplemented by any specialty engineer(s) or expert(s) as deemed necessary The Chair asked for the length of presentations to be discussed by the Evaluation Committee. Motion was made for the firms to have twenty (20) minutes for presentations and motion passed unanimously. The Chair announced that the order of the presentations would be chosen randomly from the draw of a hat by the. Connie Mangan chose the names and the order of presentation is: 1. HDR Engineering, Inc. 2. RS&H, Inc. 3. Kimley-Horn and Associates, Inc. 4. Atkins North America, Inc. The Chair asked if there was any other business, seeing none, the Chair adjourned the meeting at 2:20 p.m. Page 2 of 2
