2 1) Background: The Slovak Republic is in the process of undergoing significant reforms of its governmental structures. Efforts are underway simultaneously to deal with both the modernization of the State and the movement towards greater decentralization of governance. Critical to the success of any efforts in these directions are the support and enthusiastic participation of the individuals who bear the responsibility for implementing these reforms. Particularly important in this regard is the extent to which civil servants are prepared to adapt their behavior to meet the requirements of new organizational and managerial approaches that are a part of the processes of State modernization and decentralization. In order to address the twin issues of state modernization and decentralization, a number of countries have initiated various reforms. In many cases, they have found it necessary to engage in efforts to provide additional education and training to their civil servants both to facilitate these changes and to enable them to better understand the implications of these changes for improved service delivery. In order to encourage this process in Slovakia, the Ministry of Interior has indicated a strong interest in providing a forum for Slovakian civil servants to gain a better understanding of both the reforms and procedures and of education and training that have accompanied the processes of State modernization and decentralization in various countries around the world. 2) Aim and Objective of the Seminar: The aim is to provide a forum for participants to meet to discuss trends and developments of public administration training and education in Slovakia and other countries in the context of State modernization and decentralization, and relevant new legislation, in comparative perspective. Saturday, December 8, Strategy and Development Session regarding improvement of the quality of public administration education. 5) Output A Report of the Workshop will be produced and disseminated in Slovakia and in the Region and through the UNPAN, IASIA and NISPAcee Networks. 6) Participants The seminar is organized for civil servants and academicians, as well as representatives of relevant institutions dealing with education and training in the field of public administration. 5) Administrative Arrangements: IASIA, NISPAcee and the Slovak Institute of Public Administration will organize the Conference jointly with financial and technical support from UN/DESA. Individual participants will arrange transportation and accommodations with support from UN/DESA, as appropriate. 6) Languages The working languages of the workshop will be English and Slovak. Simultaneous interpretation will be provided.
