With warm regards, QUOTE General Secretary Circular No. 2015/42 Dated: 04/07/2015 To All Affiliates/State Units/Members Dear Comrades, DBOO STRUGGLE THE HARDER THE BLOW, THE STRONGER WE EMERGE It is really condemnable that despite initiation of hunger strike and risk to precious human lives looming large, there is no change in the ruthless attitude of the Dhanlaxmi Bank Management. The 22 nd day of Indefinite Strike by DBOO, took a dramatic turn when a big police force came to the strike venue at Thrissur at 4 pm, yesterday, and arrested the fasting Comrades Murali Krishnan and Krishna Kumar on the strength of medical reports of District Medical Officer. The

2 area reverberated with thundering slogans of the members including lady comrades and the baton of hunger strike was immediately taken over by Com. R. Sandhya and Com. Emil Joy who commenced the indefinite hunger strike. Management must remember that any effort to scuttle the agitation will only provide more fuel to the fire of struggle. A history has been created in the officers movement by our lady comrades. Number of our Lady Comrades are sitting late till night at the venue of the Dharna i.e. Samara Pandal. Our Red Salutations to them to bolster the momentum of agitation! Today also "SAMARA SAHAYA SAMITHI" is organizing a massive rally at Thrissur. Mr.Kodiyeri Balakrishnan, State Seretary CPI (M), Mr.T.N.Prathapan MLA would be addressing the rally which would start at 2.30 pm in front of Dhanlaxmi Bank Head Office, Naickanal, Thrissur. We are happy that all Affiliates / State Committee / members are contributing with all their might to the agitational programme. The Confederation has provided one time relief of Rs. 5 lacs to DBOO for organizing all action programme and has approved an expenditure of Rs. 8.5 lacs towards cost of advertisements related to DBOO struggle in the leading Malayali newspapers. The Kerala State Committee has also decided to collect Rs. 500/- per head for contributing to DBOO strike fund. Federation of Bank of India Officers Associations has also decided to provide assistance of Rs. 50,000/- to DBOO. The SBIOA (CC) in Chennai contributed Rs. 50,000/- and Com. H. Parmanabhan, Senior D.G.S. of IOBOA announced personal contribution of Rs. 10,000/-. We request all our members / Affiliates / State Committee to contribute in cash or kind for the struggle of DBOO. Comrades, we have been exploring all possibilities to resolve the issues but exhort all our members not to relent on our agitational programme and struggle. 3 Circular No. 2015/43 Dated: 06/07/2015 To All Affiliates/State Units/Members Dear Comrades, DBOO STRUGGLE CONTINUES The valiant struggle of our DBOO comrades is perfect example of endurance, grit and fight for just rights of Trade Union. The support to the striking comrades is getting stronger with each passing day. We take pride in reporting the gutsy, enthusiastic and more than equal participation of our lady comrades in this trade union movement. Subsequent to our issuance of circular no. 2015/42 on , on the latest developments regarding DBOO struggle, we received more reports from other centres, which are very encouraging and speak volumes about the support being extended from more corners and the increasing participation by people cutting across all walks of life. The relay hunger strike starting in front of DLB Regional Office, Vazhuthacaud on was inaugurated by Com. A Sampath, MP. without mincing words he condemned the highly provocative and unlawful act of Dhanlaxmi Bank (DLB) Management in terminating Com. Mohanan. He warned the Management that the general public of Kerala should not be made to rethink about the patronage that they were extending to DLB so far. Com. Ashok Kumar GS of Central Govt. Employees Confederation, Com. Jacob Thomas, NFPE, Com. Vijayamma State Committee Member AITUC, Com. P. V. Jose State President BEFI, Com. Chandrasenan and Com. N Rajkumar, State Secretary and Vice President, respectively, of AIBPARC, Com. N. Jayakrishnan, National DGS, Com. V. R. Jayakrishnan, General Secretary, ABOA, SBT Unit and Com. Abraham Shaji John, State Secretary Kerala State Committee, AIBOC addressed the huge gathering. Six Comrades of DBOO started the relay hunger strike, which is being continued. Strike Coordination committees (Samara Sahaya Samtis) are being formed at Malappuram and Kozhikode also with total support of Central Trade Unions and other Service Sector organizations. Demonstration was held in front of Dhanlaxmi Bank Velachery Branch. Sizable number of comrades from many Banks participated. Com. Franco, President of AIPSBOF, Com. Vijayasenan, State Secretary Tamilnadu State Committee, Com. Padmanabhan(IOBOA) addressed. At Palakkad, Sri Sudhakaran leader of BMS inaugurated the Demonstration at Palakkad, apart from several other Trade Union leaders. Nothing could match the enthusiasm and spirit of the 23rd day of the strike and the indefinite hunger strike by Com. Sandhya and Com Emil entered 3rd day. Trissur witnessed an unprecedented surge of trade union spirit in the Public rally and meeting held at Thrissur under the auspices of Struggle Coordination Committee on 4 th July, A huge mass of nearly 2000 comrades gathered at 2.00 pm in front of Corporate Office of DLB and marched around the Thekkinkad maidan to the Samara Pandal. By 3.00 pm the venue turned into a sea of humanity

4 listening to Com. Kodeyeri Balakrishnan, the Deputy Opposition Leader in Kerala Legislative Assembly and Polit Bureau Member of CPM. In his speech he stated in unequivocal terms that the highhandedness of Management of the Bank will not be tolerated, and in case Com. Mohanan is not reinstated soon, there will be strict retaliation from the CPM, including forced closure of branches of Dhanlaxmi Bank. Sh. T. N. Pratapan MLA conveyed the unconditional support that the KPCC President V M Sudheeran has promised to the struggle. Com Balachandran the noted CPI leader expressed his solidarity to the movement and stated that even an aggressive movement is not alien to Thrissur town and if necessary the same could be repeated. The meeting was presided over by Sri Sundaran Kunnathully, District President of INTUC, who is also the Convener of the Struggle Coordination Committee. Sri Sunil Lalur, Youth Congress leader and Sri Valsan, Congress (S) leader who spoke on the occasion pledged their total support to the DBOO comrades and wished them every success. Com. Mohanan in his inimitable style, proposed the vote of thanks. In the forenoon, Sri V. T. Balram, the vibrant MLA of Thrithala gave a brilliant speech at the Samara Pandal. Kerala Govt. Teachers Association came to the venue and offered their solidarity to the striking comrades. JANAKEEYA KOOTTAYMA AT THIRUVANATHAPURAM The Samara Sahaya Samiti (Strike Aid Commiittee) of Trivandrum organized a Janakeeya Koottayma Convention (Peoples Congregation) on at Bank Employees Hall. It was inaugurated by Sri V.M. Sudheeran, President Kerala Pradesh Congress Committee. While delivering his address he emphazised that the type of aggression of DLB Management exhibited in the unlawful termination of Com. Mohanan has to be nipped in the bud and if not revoked will be met with serious consequences. He assured all support of KPCC in getting Com. P. V. Mohanan reinstated. Com. Kadakampally Surendran, Dist Secretary CPI (M) and Com. K. P. Sankardas, State Secretary AITUC were the two other prominent speakers. Both extended all support for the ongoing struggle of DBOO and AIBOC. Com. Sundar Raj, State Secretary NGO Union, Com. Kamalasanan, Secretary Confederation of Central Govt Employees, Com. Suresh Vellimangalam Dist. Secretary, Kerala Union of Working Journalists, Com. Suresh Kumar, Dist. Secretary AIBEA, Com. Chandra Senan State Secretary AIBPARC, Com. T. Sasikumar Former State President of NCBE and Ex General Secretary of SIBEU, Com. P.V. Jose, State President BEFI and Com. C. Gopinathan Nair, State President AIRBEA addressed the meeting. Com. Abraham Shaji John State Secretary presided and Com. Ashok Kumar, Dist. President proposed vote of thanks. Nearly 500 Comrades attended. Dr Thomas Issac, former finance minister was really moved when he saw lady comrades and even the family members accompanying their fasting friends at 7.30 pm on Sunday, i.e on and acknowledged with deep appreciation that it a rare sight to see such kind of spirit on the 24 th day of such an epic battle. He assured stronger intervention of his party henceforth. BEFI (K) has given a call to all District committees to hold full day "Upavasa Dharnas" on 9th July, 2015, near Dhanlaxmi Bank Main branch in every district in support of ongoing agitation by

5 DBOO. Com. S.S.Anil, BEFI has assured participation in the Dharna. This is a clear manifestation of Working class unity. The agitation of DBOO has generated immense public support with people from all walks of life turning up at the Strike Venue offering their support to the cause. It has also generated serious thinking on the matter of pink slips and Corporates high handedness. Comrades, it is once again an assertion that DBOO is on the right path and success is definitely ours. There has been massive support not only through participation in the agitational programmes but also both in cash and kind by various Affiliates / State Committees and General Members. FBOA has contributed Rs. 5 lakhs, ABOA SBT Unit Rs. 2.5 Lakhs, IOBOA - Kerala Comrades Rs. 3 lakhs, SIBOA Rs. 50,000/- to DBOO. Individual contributions are also started pouring in. We make a fervent appeal to others also to extend full support in all forms to our agitating DBOO comrades. Circular No. 2015/44 Dated: 08/07/2015 To All Affiliates/State Units/Members Dear Comrades, DBOO STRUGGLE- FIRMER RESOLVE AND UNYIELDING STRENGTH STRIKE CALL FOR 15 TH & 16 TH JULY IN KERALA STATE The ongoing struggle in Dhanlaksmi bank is an indicator of uprising youths participation in the trade union movement. Belying all the expectations of the Management, the cadres of DBOO are readying to rebound with ever increasing renewed vigour. There is no let up in the enthusiasm, commitment and energy in the fighting comrades of DBOO even on the 27 th day of ongoing INDEFINITE STRIKE and eighth day of INDEFINITE HUNGER STRIKE in their fight for justice! The spirit of agitating comrades of DBOO has only been multiplying with each passing day! The venue of the Dharna - Samara Pandal has been converted into hub of revolutionary trade union activities. The number of supporters has been swelling every day. Yesterday also, it witnessed more than 500 comrades from various organizations reaching in early hours to extend their full support and solidarity. As part of of their continuing effort to resolve the crisis, many national leaders of the Confederation also reached Thrissur yesterday and assured all

6 possible support while addressing the gathering. The leaders of the Confederation who addressed included Com. Y. Sudarshan and Com. Harvinder Singh, the President & the General Secretary, respectively, Com. G.V. Manimaran - Senior Vice President, Com. Thomas Franco - Jt. General Secretary, Com. M.L. Gupta and Com. Paul Mundadan- Dy. General Secretaries, Com. K. Gopish General secretary, LVBOA and Com. Greenal Joseph- General Secretary, SIBOA. The Dharna was also addressed by the representatives of All Kerala Retiree Employees Federation who came under the banner, along with more than 150 retirees. Our comrades would remember that earlier Com. Murali Krishnan and Com. Krishna Kumar had initiated the indefinite hunger strike but were removed on the second day by a police force on the ground of medical report of CMO and the baton was immediately taken over by two other young militant comrades viz. Com. R. Sandhya and Com. Emil Joy. The undersigned was amazed, moved and highly impressed with the energy, resolve, courage and strength reflected by these two comrades, who had been observing indefinite hunger strike since five days and still remained undeterred from their mission of fighting for the trade union cause, even at the risk of their lives. Our Red Salutations To Them! Similar Dharnas were being held at various centers of Kerala State including at Trivendrum and Kozhikode etc. At Trivendrum, Sh. V.M. Sudheeran, the Congress President, Kerala, addressed those present there and participated along with more than hundred volunteers to express their solidarity. At Kozhikode, the Dharna was inaugurated by Sh. M.K. Raghavan, Member of Parliament. Subsequently the General Secretaries meeting of all the affiliates took place in Thrissur, wherein, every aspects of the current crisis created by the Management was discussed in detail. It was unanimously decided in the meeting to meet the management team by the AIBOC leaders and seek their immediate action to bring the truce by reinstating Comrade Mohanan and to settle the DBOO s genuine demands raised in the interest of ailing bank. Accordingly nineteen member team including General Secretaries and representatives of various Affiliates of the Confederation met the Management team of the Dhanlaxmi Bank led by MD Sh. G. Sreeram. In the meeting, we placed all the issues involved in the current crisis, intricacies emerging in managing the ailing bank and all the possible solutions to bring normalcy which would pave the way for amicable settlement that could aid the bank and DBOO to turn their attention towards the growth of the bank which is in very alarming condition now. Unfortunately all the suggestions offered by AIBOC in the interest of well being of the bank and serving officers of the bank was not responded positively by the Management and they displayed adamant and impractical attitude in finding the solution to the current crisis which is shaking the very existence of the bank. Shocked by the unfortunate events unfolded due to the unhelpful attitude and stand of the Bank Management, our Confederation after weighing all the options, as unanimously suggested by all affiliates, as a measure to attract the wisdom of the world towards the warring souls for up keeping the standards in democratic process and trade union principles was constrained to announce two days strike on 15 th & 16 th July, 2015 for the entire Kerala state, decision for which was taken and conveyed by Kerala State Committee of AIBOC in its meeting held last week. The notice for the strike has been served. We exhort all our cadres to make the strike in Kerala State for two days on 15 th and 16 th July, 2015 a grand success. Comrades, Let us remember that we are in

7 the war front to fight for guarding the basic edifice of Trade union. It is time to show our strength, Opportunity to display our commitment, Occasion to place our conviction and Chance to chant our principles! Circular No. 2015/45 Dated: 09/07/2015 To All Affiliates/State Units/Members Dear Comrades, HOLDING THE FLAG HIGH DBOO- SYMBOL OF DEDICATION AND DEVOTION The only effective answer to organized greed is organized labour. 27 th Day of indefinite strike and 9 th day of indefinite hunger strike! On the one hand struggle for guarding the basic edifice of Trade Union Movement by DBOO comrades is worth admiring and emulating, on the other hand the apathy of the Dhanlaxmi Bank Management is simply despicable. It is quite unfortunate that the Management s callousness is to such an extent that they refuse to understand the spirit behind the cadres preparedness even for the supreme sacrifice of their lives. Yesterday, Com. R. Sandhya and Com. Emil Joy were also removed on the instruction of District Medical Officer by the police on the sixth day of their indefinite fasting. Immediately, the baton was taken over by two other young lady comrades--com. Anjali Kartha and Com. Archa Rani. Witnessing such deep involvement, dedication and spirit of sacrificing self interest to such steep level is something that has taken the standards of trade union fight to new heights! The Samara Pandal has been receiving ever swelling enthusiastic supporters from various sections of life. BEFI, one of the constituents of UFBU has also organized Dharna in all District head quarters in front of DLB main branches today. We convey our deepest gratitude to BEFI (K) State Unit and the national body for voluntarily extending their active support, which will be appropriately reciprocated. Our Unity Long Live! The ever increasing support is indeed a moral victory to the fighting cadres and lesson to the Management. It is high time, the Dhanlaxmi Bank Management understands that more they try to suppress the movement, the stronger the agitation would emerge. The spirit of striking

8 comrades of DBOO has become leading light showing alternate path to the Trade Union Movement. DBOO, despite its small size has emerged as iconic symbol of strength! Circular No. 2015/46 Dated: 10/07/2015 To All Affiliates/State Units/Members Dear Comrades, INDEFINITE STRIKE BY DBOO-UFBU EXTENDS FRATERNAL SUPPORT STATE WIDE STRIKE IN KERALA ON 15 TH AND 16 TH JULY, 2015 Indefinite strike by DBOO has entered 28 th day and the indefinite hunger strike the 10 th day! Two determined lady comrades are holding the fort. Such type of spirited agitation and exemplary dedication of the members towards the organizational calls has been unheard of in the near past. We had already advised about the support extended by BEFI by organizing Upavasa Dinam on in front of all district main branches of Dhanlaxmi Bank. We are happy to advise that United Forum of Bank Unions has also extended its full support. Circular issued by Com. M.V. Murli, Convener of the UFBU extending fraternal support is reproduced hereunder: QUOTE: PROLONGED AGITATION BY DHANALAXMI BANK OFFICERS In our previous Circular, we informed members about the strained industrial relations prevailing in Dhanalaxmi Bank and on the ongoing struggle by its officers protesting against the recalcitrant attitude of the Dhanalaxmi Bank management. Subsequent to the vindictive action of the Dhanalaxmi Bank management with the unceremonious termination of the services of Com. P.V. Mohanan, the General Secretary of Dhanalaxmi Bank Officers Organisation (DBOO), the officers of Dhanalaxmi Bank are on indefinite strike and have further intensified their struggle by observing hunger strike. The bank management is still adamant despite tremendous support from general public, leaders of different walks of life and political parties. On the other side the comrades of DBOO are on war path with increased vigour and strength. The DBOO comrades are on indefinite strike for the last 27 days and the Indefinite Hunger Strike enters the 7 th day with the spirit of the agitating comrades has been multiplying day-by-day. It is heartening to note that the comrades have been observing indefinite hunger strike continuously and on their mission of relentless fighting for the genuine cause, risking their own lives.

9 On the other hand, the management of Dhanalaxmi Bank has stood adamant without making any initiatives for proper resolution to the issues of the agitating comrades. Hence, expressing its total resentment, the All India Bank Officers Confederation (AIBOC) has announced two days strike on 15 th & 16 th July 2015 for the entire Kerala State against the callous attitude of Dhanalaxmi Bank management. The issues are genuine and in the interests of the Bank. Trade unionism needs to be protected. It is virtually a war towards protecting our hard earned rights. It is just proper and reasonable to extend our hand to the agitating comrades. We call upon all our constituent unions to extend fraternal support to the officers brethren of DBOO in their sustained agitation and call upon our constituent unions to inform their units in Kerala to join in the Rallies and other agitation programmes organised by the DBOO and also to support the Two days strike on 15 th and 16 th July 2015 in Kerala State, as called for by the AIBOC. Circular No. 2015/47 Dated: 11/07/2015 To All Affiliates/State Units/Members Dear Comrades, INDEFINITE STRIKE BY DBOO VERSUS DEEP SLUMBER OF MANAGEMENT STATE WIDE STRIKE IN KERALA ON 15 TH AND 16 TH JULY, 2015 Struggle of DBOO has entered its 30 th day and indefinite hunger strike 11 th day despite all odds, inconveniences and road blocks created by the Management. Members of DBOO remain undeterred because the cause for which they are fighting is not only to seek justice for their Leader and members of the Organisation but also in the larger interest of the very Institution for

10 which they have been dedicatedly working. The apathy and atrocious silence of the Management has thrown all concerns to the winds! This apathy is like double edged sword which on one side is wounding the very existence of the bank to such an extent that regaining a normal position by this 88 years old Dhanlaxmi Bank would take heaps of efforts and from the other side making the large dedicated workforce to bleed. As part of the agitation programme chalked out for today, there would be a human chain formation today at 3.00 pm starting from Samara Pandal, Thekkenada, Thrissur. At Kollam, the hunger strike has been organized near the Collectorate, whereas, at Thiruvananthapuram, the venue of hunger strike is at Dhanlaxmi Bank Office, Iddappazhinji, ahead of Cotton Hll School. At Kozhikhode, Mallapuram and Ernakulam, massive demonstration and rallies are being organized in the coming days. We appeal to all our Affiliates to mobilize their membership at large and make the formation of human chain a historical one and a grand success. The DBOO struggle being for a just cause is being acknowledged by all quarters and getting wide and extensive support from all political parties in the state, Central Trade Unions, well meaning citizens, students and youth organizations etc.. Though the Management is resorting to all tricks to block the publicity of the issue in the state but there has been wide media coverage in other States. The issue has been covered prominently by the Business Hindu Line today. We once again appeal to our members/ District Committees and Kerala State Committee to be in full preparedness to make the Kerala wide strike of 15 th and 16 th July, 2015 a grand success. V., General Secretary, Dhanalakshmi Bank Officers Organisation (President, AIBOC Kerala State and Vice- President AIBOC) on 11 th June ) STOP VICTIMISATION OF OFFICERS WHO HAVE RESORTED TO WHISTLE BLOWING The Dhanlaxmi Bank s Management has been victimizing Dhanalakshmi Bank Officers Organisation (DBOO) for resorting to whistle blowing under the Bank s Protected Disclosure scheme. The DBOO leaders have been harassed under some guise or the other for disclosing willful misuse of authority by the top management of the Bank in a high value fraud that occurred in Mumbai Branches of the Bank in Three letters dated 9 th July 2013, 14 th September 2013 and 29 th October 2013 have been served on the Bank s management by the DBOO in this regard. Ever since then DBOO leaders who brought this to light were targeted for harassment. Hence we demand the present Management of the Bank to accord protection to the whistle blowers and also to conduct a forensic audit into the Mumbai Scam. The real culprits in the process should be booked. The innocent officers at the junior

12 level who were executing the top Management s orders should be spared from punishments. 3) RESPECT BILATERALISM; SETTLE OTHER INTERNAL ISSUES WITHOUT ANY FURTHER DELAY The open deadlock in the Industrial relations of the Bank has been continuing since July Even after a discussion was held by the DBOO in July 2014 and the minutes of the discussion was drawn, the Management refused to implement it. The Bank s Management prolonged subsequent discussions by quoting one reason or the other. Show-Cause notices and memos were issued to the 5 principal office bearers of DBOO for pursuing genuine trade union activities. Following the intervention of All India Bank Officers Confederation leaders, both National and State, some consensus was reached in a discussion on 4 th February Draft minutes were prepared to the satisfaction of both. However, the Management team backed out from signing it without stating any reason. Hence we demand the signing of the minutes prepared on 4 th February 2015 and implementation of the items agreed, in toto, immediately. 4) WITHDRAW ALL VICTIMISATION TRANSFERS AND STOP DENIAL OF ELIGIBLE TRANSFERS OF OFFICERS The Management has resorted to gross violation of Officers transfer norms effecting several instances of victimization transfers and negation of eligible transfers in the current year s transfer, including the transfers after the strike call. The transfer power has been largely misused as a weapon. The CGM and the former MD started mentoring a minority union of officers (5% strength of members only) for extending unconditional support to the Management and for functioning as a mouth piece of the management. This was done in order to counter DBOO s strength. It is highly objectionable that a minority outfit of officers has been unduly favoured by giving choice posting to all its members, totally deviating from the norms. Even those who are due for an out of the state transfer in the minority union have been guarded and retained in the same seats. This has adversely affected the morale of all officers. Those officers in DBOO working out of the State, and due to get transfer to the choice place of posting are denied this without any plausible reason. This is as good as denial of natural justice to those officers and their families. The credibility of the Management and its HR policies is being put to test by this act. Many DLBians families were affected and estranged unexpectedly, causing causality, and seriously affecting old-aged parental care and children s education by the transfers in the last two to three years. But DBOO officers patiently endured this

13 with the hope of returning to home town after the term. The Bank is now deliberately denying this transfer process so as to inflict more harm on them. On the other hand, some DBOO members who have not completed the requisite term in a particular area of posting are deliberately shifted to far off locations only to create a fear psychosis. It is pertinent to note that none of these transfers are intended at Bank s interest or growth. Therefore, we demand immediate withdrawal of vindictive transfers and rectification of all transfer anomalies. Deliberate denial of eligible transfers to be ended and the ones that are rightfully due to be effected immediately. The favorable transfers granted to officers of the minority union with ulterior motives should be cancelled. 5) STOP HUMAN RIGHTS VIOLATION ACTIVITIES IN THE BANK, PUNISH THE CULPRIT WHO PERPETRATES SUCH CRIMES The Bank s Chief General Manager who is also heading HR function has been making outrageous statements in official meetings and public conversations about his intention to manhandle the General Secretary Sri. Mohanan P V. This has happened in the presence of many top Executives and employees of the Bank as well as in the presence of AIBOC leaders. He has even given graphic details of his designs to see that P.V. Mohanan will meet with the most gruesome end, which has shocked the sensibilities of all. This is a serious human rights violation. Despite bringing this to the notice of top Management of the Bank, there has been no respite to such threats. A person who habitually indulges in giving life threats is unfit to man the HR Head position in the Bank. The same CGM has also made unsavory and sexist remarks on lady officers securing promotion in the Bank in an official discussion with DBOO. Though we recorded our protest and demanded an enquiry into it, the top Management of the Bank has chosen to ignore it totally. Hence, we demand that appropriate legal actions should be taken against the erring official-cgm apart from removing him from the post of CGM-HR. 6) IMPLEMENT A COMPREHENSIVE, WELL-DEFINED AND TRANSPARENT TRANSFER POLICY FOR OFFICERS Every other Bank treats Human resource as an asset and as a means to achieve desired goals through teamwork. HR mechanism should be conducive to developing amongst the employees a sense of belongingness to the institution. Their morale has a direct repercussion on the productivity of a Bank. But it is deplorable that the Dhanlaxmi Bank Management is attempting to lay its hands unilaterally even on the sound and wellestablished HR practices like Transfer norms to kill the morale of employees. For decades,

14 this Bank was following certain norms and conventions with regard to transfer of officers after a normal term. When there are anomalies and grievances, there was a system whereby DBOO would represent such cases and Management could rectify them. Management has this time misused the power to transfer employees, and used it as a tool to create instability in the Bank. The CGM, HR has unilaterally used this mechanism of transfer and postings for favouring the minority union and victimizing majority officers union, i.e. DBOO. The violation of our extant transfer norms, vindictive Transfers and blatant denial of eligible transfers have led to an explosive situation causing heart-burns in the minds of officers. Hence, we demand immediate implementation of the transfer policy in letter and spirit in consultation with DBOO. 7) RETAIN THE PRINCIPAL OFFICE BEARERS OF DBOO AT CORPORATE OFFICE. The Bank s Management has been targeting DBOO leaders for lightening transfers and postings, in violation of the minuted agreement and as per convention. We demand the Management to withdraw the transfer orders issued to the Principal Office bearers and Executive Committee members forth with. 8) ENHANCE LEASE RENTAL CEILINGS OF OFFICERS House Rent eligible to officers is quite inadequate to meet the prevailing House rent in all centres. Officers working in Metros, urban and semi-urban centres are incurring large amounts from their pocket to pay the shortage. There has been no enhancement in the Leased House Rental eligibility for years together. Other Banks are paying substantially higher amounts as HRA on leased houses. We demand that Management should take a realistic approach with regard to Rental ceilings of officers making a drastic upward revision, in line with the HRA available in peer banks. 9) TAKE CORRECTIVE MEASURES ON THE WRONG BUSINESS POLICIES OF THE BANK The new business policies of the Bank deviating from the branch-centric Banking to business verticals have not yielded any positive results. Dhanalaxmi Bank Officers Organisation which has been acting as the custodian of the Bank's interests has been repeatedly conveying its apprehensions and protest on the wrong and unsuitable business model of Verticals that is pursued by the Management. The earlier Management had tried it and dropped it some years back. But in areas where there is need for a focused activity like NPA recovery, no vertical is functioning. We have highlighted the need for a thrust on NPA recovery which the Management ignored. It is the wrong Management policies and

15 implementation failure that are the root causes of Bank's plight today, which the Management should own instead of pointing fingers at its workforce. 10) STOP LATERAL RECRUITMENT/ CONTINUANCE OF RETIRED OFFICERS We had cautioned at the time of Lateral recruitment itself that the induction of people with nominal officer expertise in other Banks in higher scales will not be in the best interest of the Bank, when we have no dearth for internal talents. It is now well proved that our apprehensions in this regard were quite right. Yet recruitments are happening in every cadre without any formal notifications or assessment of man power needs. The Bank s Management had agreed through signed minutes in 2014 that they will take DBOO into confidence before appointing retired hands/ or asking our officers to continue in service. There was also an understanding that lateral recruitment will take place in specialist category only. This has been blatantly violated after officers from other banks have been recruited indiscriminately giving two or three scale up. This has affected the morale of our officers very badly. Hence we demand that lateral recruitment be stopped except in specialized category. Also a forensic audit has to be conducted in the appointments made by the Bank in the last two years. 11) RESOLVE OTHER PENDING ISSUES The Bank s Management has not cared to discuss and resolve the various pending issues raised by the DBOO from time to time. Some of them are: Convert all CTC officers including Junior officers/senior Officers/BDEs/SEs to IBA Review the cases of accountability fixed on officers disproportionate to their errors. Cases in which double punishments have been imposed to be revoked. Strengthen the internal control system to avoid lapses being committed at the operational level. Conduct periodic structured meetings with DBOO. Stop pampering minority outfits with unjustifiable transfer and unfair promotions. All formalities including investment in annuities for securing the retirement benefits/pension for superannuated officers to be ensured. Release the superannuation benefits of retired officers withheld by the Bank for flimsy reasons. We seek an early settlement of the above issues and demands. UNQUOTE
