THOMAS FRANCO RAJENDRA DEV) Text of AISBOF Circular No.103 dated SAVE PUBLIC SECTOR STRUGGLE TO CONTINUE SUCCESSFUL STRIKE ANTI- PUBLIC MOVES OF THE GOVERNMENT TO PRIVATISE PSBs 10 LACS BANK WORKMEN AND OFFICERS STRONGLY OPPOSE MEMBERSHIP GALVANIZED FOR BIGGER STRUGGLE AHEAD UFBU TO MEET AND DECIDE FUTURE COURSE OF ACTION Congratulations to each and every member of the banking fraternity for their splendid participation in the historical strike called by the United Forum of Bank Unions on 29 th July 2016 taking forward the Save Public Sector campaign of the UFBU and against the Anti-Public Moves of the Government to Privatise Public Sector Banks, Anti-Labour moves of the Government to Amends Labour Laws. We have been receiving the details of the whole hearted participation of our colleagues all over the country. 2. We have been a part of financial inclusion, empowerment of women entrepreneurs, implementation of all the Government sponsored schemes, poverty alleviation programmes, infrastructure development and Nation building activities as per the plans and perspectives of the Government, which many new generation Private Sector Banks and Foreign Banks do not venture into. Hence comparing us with the Private Banks or the profitability of private and foreign Banks is unfair. 3. The Public Sector Banks have shouldered the socio economic responsibility of the masses with a welfare motive behind its commercial existence. 1

Comrades, it is in this background that the strike was a mammoth success indicating, both to the IBA and the Government, that the Bank employees and officers cannot be hood-winked with a tactful approach. The strike was a thunderous success all over the country. It is now for IBA to take appropriate message and come with a full brief which is acceptable to all of us rather buying time which will compel the UFBU to go ahead with the plan of further action in order to bring pressure on the Government as well as IBA. 5. Reports are pouring in about the successful participation of our members in the strike throughout the country. They were highly enthusiastic in participating in the rallies, demonstrations and meetings that were held in front of all the banks. The enthusiasm of the members that was exhibited during the demonstrations against their apathy towards the bank employees and officers was a strong message to the Government and IBA. The media gave wide publicity for the strike action and its success throughout the country. The leaders of the various bank unions and organizations addressed the members who participated in the demonstrations all over the country. 6. We hope that the Government would receive appropriate feedback and message of the protest strike action by the entire workforce in the banks and would come forward with a reasonable solution so that further struggle could be averted. However, we hope that IBA will utilize the opportunity and take the issues to the Government and get an appropriate solution to save the public sector banks. The IBA now have a greater responsibility to ensure a fair deal to the employees and officers through, a positive approach. 7. The banking industry in India witnessed sea-change through nationalization of banks in the years 1969 and 1980 with the sole aim of promoting banks as catalysts for economic growth. There is not an iota of doubt that the nationalized banks served the poorest of the poor in the Country through implementation of several schemes of the Government with a social objective. 8. Aiming at economic growth, several committees constituted by the Government suggested various measures towards reforming the financial sector in the Country, which were derogatory to the entire public sector character prevalent in the country. The implementation of those anti-public sector recommendations of the various committees was stoutly opposed by the Trade Unions in the banking industry since However, the various policy decisions of the Government of India in the banking sector in the name of financial reforms, amendments to labour laws tailored to suit the needs of private and foreign players, the ongoing IR problems in IDBI Bank, the voluminous bad loans in the Banks and unwarranted concessions that are being 2
3 given to defaulters, discrimination in capitalization resulting in further weakening of already weak banks depict the intention of the Government to wipe out the public sector banking system in the country to enable the private and foreign players to take over the entire banking industry under their fold. 10. Our country needs a very effective regulated banking system and the attempts of the Government to deregulate the entire banking system in the name of reforms is detrimental to the interests of the general public and the country on the whole. Hence, there is an imperative need to save Public Sector Banks. 11. Further, the move of the Government to amend the labour laws to suit the needs of the private and foreign players would affect the entire labour class in the country, which is strongly opposed by all the trade unions in the country including the Central Trade Unions. 12. The UFBU will meet shortly to take stock of the position and to finalize its future course of action. However, in case the IBA and Government continues to adopt a rigid attitude and remain unhelpful in the current situation we would have to jump into further struggles. 13. We shall keep all our members advised of further developments in the matter. In the meanwhile, all our colleagues should keep themselves ready for greater action in the days to come. We would like to inform the members that a mammoth march to parliament has been arranged by the AIBOC on 9 th of August followed by a Dharna at Jantar Mantar, where large number of officers of AIBOC and other public sector undertakings are expected to participate. We appeal to all our comrades to come to Delhi and be a part this historic march to parliament. (Y.SUDARSHAN) TEXT QUOTE: We reproduce, hereunder, the contents of Circular No. UFBU/2016/60 dated , on the captioned subject issued by Com. M.V. Murali, Convenor, UFBU for your information and circulation. QUOTE: Heartiest Congratulations to one and all The one day All India Bank Strike by more than 10 lac bank workmen and officers today is a stupendous success. Kudos Comrades! The grand success of the united struggle of bank employees all over the country displays clearly the anguish and concern of the bank employees towards the general public as well as the entire labour force in the country. At the call of United Forum of Bank Unions, the entire workmen and officers in the banking industry observed a day s All India Bank Strike today opposing the adamant attitude of the Government in pursuing the reform measures in the banking sector ultimately paving the way for the private players to wipe out the public sector character prevalent in the country, proposals for consolidation of banks while granting licenses to private players for opening small banks, neglecting in full the ways and means to recover the soaring bad loans in the Public Sector Banks, the ill-fated, anti-labour amendments to labour laws of the country. Despite persistent opposition from all trade unions not only in the banking sector but also from all the trade unions in the country, the Government has been adamantly pursuing the antipublic banking, financial and labour reform measures, which are detrimental to the general public and the entire work force in the country. Reports pouring in from different parts of the country confirm that the strike is total with massive rallies and demonstrations conducted by the entire membership all over the country. The stupendous success of the strike should be an eyeopener to the Government and we hope and trust the emotional protest of the bank employees are duly noticed by the Government and given due cognizance. Comrades The battle is not yet over We may have to continue our agitations to a greater extent till we achieve our goal. While we thank wholeheartedly our entire membership for its excellent display of unity in sending strong signal to the Government to halt in entirety the path of reforms, we appeal to the entire membership in readiness to implement further agitational programmes, if any, decided by the UFBU in the days to come. We place on record our sincere thanks to all the leaders from political parties, Central Trade Unions who have lent their total support to our agitation launched in the interests of general public and the entire workforce in the country. 5 Text of AISBOF Circular No.105 dated TH JULY STRIKE - CRUSADE AGAINST MISPLACED BANK REFORMS NEITHER THE RAINS, NOR THE MISINFORMATION CAMPAIGNS COULD DETER!! We reproduce hereunder the text of AIBOC Circular No.2016/46 dated 1 st August, 2016 contents of which are self-explicit. QUOTE: 5 TEXT (Y.SUDARSHAN) Congratulations! Comrades, you made it!! The Nationwide Strike Action on 29 th July was a stupendous success. The message sent to the powers that be is loud and clear. Comrades, this is nothing less than any act of patriotism. Your action was that of the saviors of the National Asset Public Sector Banks. Your participation was in a war to defend an attack on the financial system of the country. Your act was against the financial extremists who are determined to decimate the Public Sector Banks and to cut the financial veins of this country. Misplaced policies need formidable response! This has been demonstrated with full vigour yesterday. We thank you for the wholehearted participation. The working class might has been demonstrated with full force & unity. 2. It is quite heartening. Comrades, across the country, have participated in the agitation programmes exuberantly across the country. Neither the rains nor the misinformation campaigns could deter a determined workforce - Officers and Workmen from displaying their show of solidarity with the Trade Union movement. In Mumbai, demonstrations & a mammoth rally was held at AZAD Maidan; Hyderabad witnessed a huge gathering; Bhopal created a history with a massive rally; Chandigarh, Chennai, Triavandrum, Bhubaneswar, Sangli, Kolhapur, Nasik, Dhule, Mysore, Hubli, Mangalore, etc. witnessed behemoth congregations. National capital made a history where more than 5000 strong gathering grabbing entire Jantar Mantar Road and expressed their anguish against the Government through slogans and claps on the speeches of their leaders despite heavy rains throughout. Patna witnessed a historic event of strike where all officers from JMGS I to SMGS V participated. In Bangalore, Members braved the incessant rains, participated and raised thundering slogans for hours and hours! Kolkata and other centres in West Bengal once again proved that nothing can move if AIBOC decided to stop. Lady Comrades provided human barricades to stop Police personal trying to remove leaders from stages and Dharna Places. Reports are pouring in from other centres as well. These are indications of great rejuvenation of trade unionism and a clear message against any attack on Public Sector Banks and unwarranted acts in the name of reforms. We wish & hope the State and Central Intelligence carries the warning signal to their masters. 3. The misplaced reforms in Banking Industry could ruin PSBs. Ingenious & evil designs are being planned. Provisions for stressed assets are being accelerated and write-offs resorted to in the guise of clean up - intended to undermine the PSBs, and to show to the world at large that PSBs are inefficient. Post-write offs, the so called cleaned, impeccable Banks will be handed over to private sector under the garb of efficiency. The financial sovereignty is being mortgaged! Losses are being nationalized with an ulterior motive of privatizing the profit!! The reverse engineering of Nationalization is on the anvil. Banks are driven towards a class banking mode. The common man, the farmer, the small businessman and the working class are going to be hit hard. 4. The struggle against evil designs has commenced - it being our profound duty to ensure that the ill-founded financial sector reforms are stopped; and the sanctity of Public Sector Banks are protected and respected with all our might. Until then, our justified fight against any destabilizing action of the powers that be shall continue. 5. Comrades, Strike, for a Trade Union, is a festival. We celebrate this festival once in a while as we reminisce the glorious achievements during all such celebrations in the past. 29 th July was a celebration for the country. A message needed to be sent - Save Public Sector for the good of our Country & its citizens. And we rightly have. We do & did our duty to our countrymen, selflessly. Our objective is to save them from the evil clutches of a few handful, rich & greedy business houses. Indeed, this, for AIBOC, was a Save India Campaign. Nothing more & Nothing less. Let us continue our struggle. Our next programme is MARCH TO PARLIAMENT ON 9 TH August, Let us all join the March in large numbers and make it a Grand Success.
