1 The meeting commenced after the Handing over and Taking over event. The President, CEC, welcomed all members and urged for more inclusive involvement from all CEC members at equal level while addressing the house. After thanking on behalf of the CEC, the outgoing CEC and the contribution by its members for the ATC cadre, he appealed to the outgoing CEC members to continue to render their services to the ATC organisation as and when needed. Then he appealed to the current CEC members to ponder upon certain committed endeavour towards focusing on certain issues that have been lingering for action and to attain solutions to the satisfaction of the common interest of all members concerned. He presented for adoption a self-imposed Code of Conduct for all CEC members to adhere to, so as to ensure transparency, accountability and uniformity in action amongst all CEC office bearers. This in principle has been agreed to by all members and will be discussed for adoption in next CEC meeting after deliberations. He stressed upon the CEC to focus on: 1. Making efforts for regularisation of Guild Membership through payment of subscription directly to CEC, ATC Guild (India) account using the latest internet enabled services with ECS mandate in order to eliminate the difficulty that CEC has been facing regarding status of current membership every time; which is causing undue delay in conducting timely election and other organisational related activities. He stressed upon that this shall be explored immediately and all efforts to implement this method within four months time hence. 2. He also stressed that CEC shall release membership list every quarter without fail, irrespective of receipt of updated membership details from Branches/ Regions. 3. The primary of objective of ATC Guild (India) is to look into the operation/ professional related issues that have been, of late, relegated due to various other individual specific Page 1 of 5

2 issues. He stated though such issues cannot be neglected, the prime objective is of improving the operational difficulties of the common members such as issues related to VHF Non-Availability, Constitution of Upper sectroisation, issues arising on account of shifting of operations from one location to other etc. cannot be neglected and such issues need to be addressed by the Guild regularly. 4. He emphasised the need for adoption of Transfer and Promotional Policy in uniform manner, in letter and spirit, of AAI declared policies without resorting to exemptions or deviations in any form. 5. He stressed upon going ahead with amendment of ATC Guild (I) Constitution in view of the developments and current demands of the situation including escalation in the number of members and their presence across all over the country. He advised the CEC to fix a timeline, (say within four months, from now) for convening the GCM to present the amended constitution for approval and urged the CEC members to start working on that line at once. 6. He also emphasised for clear stand to be taken by CEC on issues such as OPE Duties, Twin Rating System, Withholding of PRP at the time superannuation, Grant of exemptions from transfer on Operational Grounds and undue delay in transfer and Promotions. He requested General Secretary to address the house and convey the ongoing developments on the above issues as being the outgoing President apart from being the incumbent General Secretary and requested him to state the manner in which CEC should move ahead to address these issues. General Secretary, stated that Payment of subscription directly to CEC, ATC Guild (I) account can be explored initially for all major branches including the five regional branches which would cover nearly 70% of the membership, then slowly we may extend this to smaller branches where connectivity and banking issues are still lingering. Also, he stated that we may take views from these branches about implementing such measure. It has been discussed to consider the possibility of getting ATC Guild (I) registered under the All India Central Cooperative Society Act, so Page 2 of 5

3 as to gain advantage in complying with pan India requirement for filing of returns, accounts statement etc. Till the time the measure of direct subscription to CEC, ATC Guild (India) account is effected, he urged all RS/BS to continue provide quarterly statement of membership list within ten days from the end of every quarter and advised the Treasurer to publish the list of membership within next ten days with available membership details. This process will commence immediately and the updated membership list would be published by July. Regional Secretaries shall ensure collection of Membership list along with CEC share and furnish the same within the stipulated time frame to CEC. With regard to operational issues he stated that various issues are being taken up time to time when the same are brought to the knowledge of the CEC and requested all branches and regions to take up such operational / professional issues that warrant immediate attention either directly to the concerned ATM/Administration endorsing a copy through respective RECs to the CEC. It is worthwhile to mention that unless the station brings out all operational/ professional issues, CEC remains in complete dark and there cannot be any improvement in systems for such stations. In case the council finds it uncomfortable to address such issues with the Management, they may communicate through their respective RECs to CEC for taking them up at an appropriate level. Concerned office bearers of the Guild are also urged to judiciously use their Guild portfolio rather than misusing their official positions and entering into administrative issues. He also stated that already issues related to shifting of operations at New Delhi and related issues such as excessive noise level, lack adequate infrastructure, lack of Oxygen level in units etc. have been taken up with the AAI Management. With regard to Amendment to the ATC Guild (I) constitution, he stated that the proposed amendment prima facie has already been drafted through a committee and the same will be circulated to all RS/BS in fifteen days time for sharing the same with general members to enable them to provide feedbacks which once Page 3 of 5

4 received will be considered and the final draft amendment of constitution will be circulated and displayed in the Guild website for consideration of general membership before the same is put in for voting at the ensuing GCM. The entire process is expected to be competed in four months time. He also stated that a draft proposal for the manner of Conduct of ATC Guild (India) elections is available which too will be circulated along with the draft constitutional amendments for comments and opinions before taking them up in the ensuing GCM. With regard to the stand of CEC on issues, General Secretary appraised the house of the following: 1. Two Extra Duties: Knowing that additional 800 ATCOs have been recruited, we may demand for withdrawal of two extra duties one after another in a phased manner. 2. OPE Duties: He stated that papers are available with M (ANS) for decision and we may apprise him of the exigent state for early decision in this regard. 3. Withholding of Terminal Benefits in lieu of PRP: It has been suggested that the CEC should encourage any affected member/ex-member to resort to legal course of action which will be supported by the Guild in all manner. President, CEC will coordinate at Chennai/ Southern Region. 4. Twin Rating System: He stressed upon the fact that it is inevitable that twin rating system will be thrust upon us in view of the certification process and it is also impractical for anyone to maintain currency of so many ratings. However as decided already in the previous CEC/CC meetings, every effort will be made to ensure protection of the financial interests of ATCOs which has agreed upon in principle by the AAI management. 5. Delay in Promotion/Transfer Orders: GS stated that soon a communication will be addressed to the Chairman, AAI in this regard and he will also be personally apprised of the concern of ATC Guild (I) on the career progression prospect of ATC Guild (India) members. The Central Executive Council approved the tour Expenditure of President from Chennai to Delhi who readout his application Page 4 of 5

5 request for transfer from Chennai to Delhi which will be submitted to AAI management for consideration. The President concluded the meeting earnestly urging all Council members to spare more time and energy for the cadre s cause rather than leaving things to few office bearers and profusely thanked them for their active participation. kmurali K.
