1 REPORT ON THE GOVERNING COUNCIL MEETING AND THE 6TH TRIENNIAL CONFERENCE OF THE BANK OF BARODA RETIRED OFFICERS ASSOCIATION HELD AT JODHPUR ON 3 RD, 4 TH AND 5 TH MARCH 2017 Dear Members, It gives us an immense pleasure to inform that as advised in our Circular 1/2017 of , BOBROA had a very successful and grand 6 th Triennial General Body Conference on 4 th and 5 th March, 2017 at historic city Jodhpur Rajasthan preceded by purposeful Governing Council meeting on 3 rd March, We give below in nutshell the business transacted at Governing Council meeting and General Body meeting. GOVERNING COUNCIL MEETING: As you are aware, Governing Council is highest policy decision making body of BOBROA after General Body. At Jodhpur GC Meeting following decisions / actions were taken.. Minutes of GC Meeting dated 9 th and 10 th December, 2015 held at Lucknow was confirmed.. General Secretary s report for the activities carried out since last General Body conference at Madgaon, Goa in 2014 was read out and after deliberation and discussion approved by G.C. Members for recommending it to the General Body meeting to be held on 4 th March, Also the accounts of the BOBROA for last three years were approved and recommended for adoption by General Body.. Amendments to certain rules of Constitution as recommended by Core Committee at its meeting held at Vrindavan on 9 th & 10 th Nov., 2016 as well as some proposed amendments were approved for recommending those to General Body, for approval. Also the revised rules and procedure for election to Zonal Committee was approved. 1 P a g e

2 . Recommendations of Shri Subhash Ahuja Committee on various suggestions made by Governing Council members at Lucknow meeting were also approved.. Proposal for increase in Subscription Fee for Life Membership from Rs. 4,000/- to Rs.5,000/- w. e. f was approved and recommended for approval by the General Body.. A proposal moved by Shri Subhash Ahuja, Zonal Secretary, North Zone in regard to carving out Madhya Pradesh & Chhatisgarh Region from our North Zone constituents w. e. f on account vast geographical area and for better administration was accepted. Accordingly from BOBROA will now have -11- Zones.. Election to various positions of Central Office bearer was held and following members were elected to respective positions for Mr. Jatil G. Patel from Baroda Zone as Executive President.. Mr. Jagdish G. Lakhawala from Baroda Zone as Joint General Secretary. It was also decided to have two positions of Deputy General Secretaries. Mr. M.L. Jain from North Zone and Mr. T.K. Balasubramanian (Balu) from South Zone respectively were elected as Deputy General Secretaries. 3 GENERAL BODY CONFERENCE: On 4 th morning in a very friendly and energetic atmosphere the General Body Conference was inaugurated by Chief Guest Shri K.V. Acharya, Joint Convener CBPRO, K. Sukumaran, President RBONC, Shri K.L. Bansal, our National President and other dignitaries by lighting a lamp and garlanding photo of late Shri Sir Sayajirao Gaekwad. Shri N. C. Upreti, Zonal Head, Rajasthan Zone, also graced the occasion and presented a bouquets to Shri K. L. Bansal, National President, and Shri V. T. Makwana, General Secretary on behalf of Shri Jayakumar, CEO & MD, Bank of Baroda, and Shri Upreti read out the message of Shri Jayakumar, CEO & MD, Bank of Baroda, wishing the Conference a great success. Shri K.L. Bansal, our National President narrated the history of our Association and various steps taken by BOBROA for cause and concern of members. Shri K.V. Acharya, Chief Guest and joint convener of CBPRO in his spirited inaugural speech explained in detailed various facet of retirees issues / movement, action taken by CBPRO for redressal of retirees grievances. He also mentioned about the meeting with Finance Minister and the Chief Executive of IBA. His -75- minutes speech on various issues mesmerized the entire house and the same was appreciated by giving him a standing ovation. Shri K. Sukumaran, President, RBONC narrated the role of RBONC in retirees movement. Shri K.V. Acharya and Shri Sukumaran were felicitated on the occasion. In the business session, Shri K. L. Bansal, in his opening address informed about the progress of our BOBROA and happening in nutshell after last Goa General Body Meeting. The proceedings of the last General Body meeting was confirmed by the House. General Secretary s report for last three years was read out and after deliberations the same was unanimously adopted. The accounts of BOBROA for last three years were also approved and adopted. Also the amendments to certain rules of our Constitution have been approved by Core Committee and proposed amendments were also approved and adopted. The Zonal Secretaries of all the Zones gave brief report on various Organisational activities undertaken by them i.e. meeting at different locations with the primary members, social activities like get together on various occasions etc. While responding to the reports Shri Bansal expressed his 3 P a g e

4 satisfaction over these activities and requested the Zonal units to continue such activities and be communicative with the primary members. On , Mr. R.K. Salecha, Convener of Central Legal Cell gave details of Legal Cases contested by BOBROA and its present status. He also explained the happenings at Supreme Court in regard to the 100% D.R. neutralization case. Mr. Deshpande, General Secretary, RBONC, also narrated about the steps taken by RBONC in regard to retirees grievances / issues. Amendments to Constitution as also revised election rules as recommended by Governing Council were adopted and approved after due deliberations. Recommendation of the Governing Council to increase in the Subscription Fee for Life Membership from Rs. 4,000/- to Rs. 5,000/- w. e. f was accepted. The unveiling of the Directory of members of Rajasthan Zone and also that of MP & Chhatisgarh Zone was carried out. The memento distributed to delegates at Conference was also displayed for the knowledge of the house. The election of the National President and the General Secretary for the next term was also carried out and Shri K.L. Bansal and Shri V.T. Makwana were unanimously reelected as National President and General Secretary, respectively. The following resolutions were passed by the House: 1) Appreciating the yeoman services rendered by Shri R.N. Jani, Head, HR Operations, Bank of Baroda, Head Office, Baroda. 2) For taking up and follow up of the pending issues with the Bank relating to: a) Appointment of Trustee on Pension Fund & Staff Welfare Fund. b) Grievance Redressal mechanism as advised by IBA. c) Expediting Disciplinary Cases for Retirees and related issues. d) Inclusion of Special Allowance in the calculation of ARB. The resolution moved by Mr. Anil Jain of Eastern UP Zone in regard to reinstatement of Prabhakar Sharma and holding fresh elections in Eastern UP Zone was negated by the House and confirmed the action taken by Central Leadership in this regard. Shri Jatil Patel. Executive President in his concluding remarks expressed satisfaction over membership growth in all the Zones during last -3- years and complemented all the Zones for surpassing targeted membership of -10,000- members well within time. He also thanked the 4 P a g e

5 delegates for giving generous donation on the occasion. He also stated that as agreed by Governing Council the Mumbai & Thane should expedite merger of VRS 2001 group at the earliest. Mr. S. Sunder Rajan of South Zone proposed vote of thanks and appreciated the par excellence hospitality given by Rajasthan Zone Team. Entire House uploaded the same with three cheers.
