More about Dr Zakir Hussain: The Prime Minister, Shri Narendra Modi has paid tributes to Dr. Zakir Hussain, former President of India, on his birth anniversary. Zakir Husain Khan (8 February May 1969) was the third President of India, from 13 May 1967 until his death on 3 May An educationist and intellectual, Husain was the country's first Muslim president, and also the first to die in office. He previously served as Governor of Bihar from 1957 to 1962 and as Vice President of India from 1962 to He was also the co-founder of Jamia Milia Islamia, serving as its Vice Chancellor from Under Husain, Jamia became closely associated with the Indian freedom movement. He was awarded the Bharat Ratna, India's highest civilian honour, in Ayodhya dispute Topic: Indian Polity Why In News: The Supreme Court on Thursday exhorted parties in the 70 year old Ramjanmabhoomi Babri Masjid title dispute to treat it merely as a land issue. Back ground: The Ayodhya dispute is a political, historical and socio-religious debate in India, centred on a plot of land in the city of Ayodhya, located in Faizabad district, Uttar Pradesh. The main issues revolve around access to a site traditionally regarded among Hindus to be the birthplace of the Hindu deity Rama, the history and location of the Babri Mosque at the site, and whether a previous Hindu temple was demolished or modified to create the mosque. The Babri Mosque was destroyed during a political rally which turned into a riot on 6 December A subsequent land title case was lodged in the Allahabad High Court, the verdict of which was pronounced on 30 September In the landmark hearing, the three judges of The Allahabad High Court ruled that the 2.77 acres (1.12 ha) of Ayodhya land be divided into 3 parts, with 1/3 going to the Ram Lalla or Infant Rama represented by the Hindu Maha Sabha for the construction of the Ram temple, 1/3 going to the Islamic Sunni Waqf Board and the remaining 1/3 going to a Hindu religious denomination Nirmohi Akhara. While the three-judge bench was not unanimous that the disputed structure was constructed after demolition of a temple, it did agree that a temple or a temple structure predated the mosque at the same site. The excavations by the Archaeological Survey of India were heavily used as evidence by the court that the predating structure was a massive Hindu religious building. 1 P a g e

India and Pakistan must restore calm along the LoC and International Boundary Topic: International relations: Why in news: Four Indian soldiers, including an Army Captain, were killed in the Bhimber Gali sector in cross border firing that went on through most of Sunday. More about the issue: In 2003 India and Pakistan came into the ceasefire agreement. The ceasefire agreement had resulted in a dramatic drop in military casualties, and thousands of border residents had been able to return home from temporary shelters on both sides. It is important to see the 2003 agreement in the immediate context of the time. It came just four years after the Kargil war, and soon after India and Pakistan almost went to war following the December 13, 2001 terrorist attack on the Indian Parliament. 2 P a g e

3 The agreement was historic, and a triumph of diplomacy Pakistan Prime Minister Mir Zafarullah Khan Jamali announced a unilateral ceasefire on the Line of Control on Id; India suggested including the Siachen heights, and the cease re was eventually extended to the International Boundary. It was the high point of Atal Bihari Vajpayee s premiership, and his successor, Manmohan Singh, heeded the legacy. Recent Scenario: In the latest incident, four Indian soldiers, including an Army Captain, were killed in the Bhimber Gali sector in cross border firing that went on through most of Sunday. These casualties are a natural extension of what has been unfolding along the International Boundary as well as the Line of Control for the past several months. As a result, 2017 has turned out to be the worst year since the agreement brought calm to the border 15 years ago. Now, as the two countries are caught in a spiral of almost daily exchanges of fire along the border, there is a danger of political rhetoric acquiring its own momentum. Already, 2017 has been the worst year along the border since the cease re came into force, with at least 860 incidents of cease re violations recorded on the LoC alone. Way forward: The agreement is now alive only in the breach, with violations intensifying in number and much damage to life and livelihood along the border. The drift can only be arrested through high level political intervention to save this very significant bilateral agreement between the two nuclear armed neighbours. Thousands of civilians have been forced to flee their border homes. Peace on the border is difficult to achieve at the tactical level by military leaders. Restoring the ceasefire requires real statesmanship, not brinkmanship. 3 P a g e

Admiral sunil lanba, chairman, chiefs of staff Committee and chief of the naval staff visits saudi arabia Topic: Security Why in news: Admiral Sunil Lanba, Chairman, Chiefs of Staff Committee and Chief of the Naval Staff visited Saudi Arabia on a bilateral visit from 04 to 08 February The visit was aimed at consolidating cooperation between the Armed Forces of both India and Saudi Arabia and also to explore new avenues of defence cooperation. During his visit, the Chairman, Chiefs of Staff Committee and Chief of the Naval Staff held bilateral discussions with His Excellency Mohammad bin Abdullah Al-Aysesh, Deputy Defence Minister, Kingdom of Saudi Arabia, His Excellency General Abdul Rahman bin Saleh Al-Bunyan, Chief of General Staff, Royal Saudi Armed Forces and Vice Admiral Fahd bin Abdulla Al-Ghofaily, Commander, Royal Saudi Naval Forces. He also interacted with the Commanders of the Royal Saudi Arabian Land Forces, Air Forces and Air Defence Forces. In addition to holding important bilateral discussions, the Admiral visited the Naval Operations Centre, Naval Fire and Rescue School and Western Fleet at Jeddah where he was conducted around the operational facilities, which included a visit to HMS Dammam, an Al-Riyadh class frigate. India and Saudi Arabia cooperation: India has historical linkages with Saudi Arabia that date back several centuries. The two countries established formal diplomatic relations in The Defence relationship between India and Saudi Arabia has matured over the years, with the two countries signing a Memorandum of Understanding on Defence Cooperation in February The Defence Cooperation between the two countries is progressed through the Annual Joint Committee on Defence Cooperation (JCDC) Meeting. The Indian Navy cooperates with the Royal Saudi Naval Forces on many fronts, which includes training exchanges, Hydrographic cooperation and participation of the Saudi Navy in the annual Admirals Cup Sailing Regatta, conducted at the Indian Naval Academy at Ezhimala. Warships from Indian Navy have been regularly visiting ports in Saudi Arabia, with Indian Naval ships Mumbai, Trishul and Aditya making port call at Jeddah from 16 to 19 May The Indian Army and Air Force also maintain healthy cooperation with the Royal Saudi Army and Air Force. 5. Government schemes/programmes for welfare of women and children across the country Topic: Government schemes The Ministry of Women and Child Development has implemented various schemes/programmes for welfare of women and children across the country. 4 P a g e

5 Important schemes are as follows: Beti Bachao Beti Padhao (BBBP) Integrated Child Development Services (ICDS) Scheme Scheme for Adolescent Girls (SAG) Pradhan Mantri Matru Vandana Yojana (PMMVY) Working Women Hostels (WWH) Ujjawala Gender Budgeting Child Protection Scheme (CPS) Swadhar Greh National Creche Scheme (NCS) Rashtriya Mahila Kosh (RMK) One Stop Centre and Women Helpline. The above mentioned schemes/programmes are being implemented through State Governments and some of the schemes such as Ujjawala, Swadhar Greh, WWH, National Creche Scheme and RMK are implemented through NGOs. 6. NITI Aayog releases Healthy States, Progressive India Report Topic: Government Policy In news: NITI Aayog had recently released a comprehensive Health Index report titled, Healthy States, Progressive India at a function in tlll. The report ranks states and Union territories innovatively on their year-on-year incremental change in health outcomes, as well as, their overall performance with respect to each other. It is the first attempt to establish an annual systematic tool to measure and understand the heterogeneity and complexity of the nation s performance in Health. The report has been developed by NITI Aayog, with technical assistance from the World Bank, and in consultation with the Ministry of Health and Family Welfare (MoHFW), States and UTs have been ranked in three categories namely, Larger States, Smaller States, and Union Territories (UTs), to ensure comparison among similar entities. More about the report Among the Larger States, Kerala, Punjab, and Tamil Nadu ranked on top in terms of overall performance, while Jharkhand, Jammu & Kashmir, and Uttar Pradesh are the top three ranking States in terms of annual incremental performance. Among Smaller States, Mizoram ranked first followed by Manipur on overall performance, while Manipur followed by Goa were the top ranked States in terms of annual incremental performance. 5 P a g e

6 Among UTs, Lakshadweep showed both the best overall performance as well as the highest annual incremental performance. Conclusion: The Health Index report notes that while States and UTs that start at lower levels of development are generally at an advantage in notching up incremental progress over States with high Health Index scores, it is a challenge for States with high Index scores to even maintain their performance levels. For example, Kerala ranks on top in terms of overall performance but sees the least incremental change as it had already achieved a low level of Neonatal Mortality Rate (NMR) and Under-five Mortality Rate (U5MR) and replacement level fertility, leaving limited space for any further improvements. This Index is expected to nudge States towards further achieving a rapid transformation of their health systems and population health outcomes.
