2 WORKING WOMEN HOSTEL A scheme to providing safe and affordable accommodation to working women who may be single, widowed, divorced, separated, married but whose husband or immediate family does not reside in the same area and for those women who are under training for job.
3 About the scheme Under the Scheme financial assistance for construction of hostel building on public land/ running of Hostel in rented premises is provided. 75% of the cost of construction of the building of working women hostel only on public land Financial assistance for hostels to be run in rented premises One-time non-recurring grant at the rate of Rs.7500/- per inmate at the time of commencement of the hostel for purchase of furniture (including bed, table, chair, almirah etc.) and furnishings Corporate Houses eligible for 50% of construction cost (none till now).
4 Objective of the Scheme To promote availability of safe and conveniently located accommodation for working women, with day care facility for their children, wherever possible, in urban, semi urban, or even rural areas where employment opportunity for women exist.
5 Target groups and beneficiaries Working women who may be single, widowed, divorced, separated, married but whose husband or immediate family does not reside in the same area and for those women who are under training for job. Women who are under training for job provided the total training period does not exceed one year. Girls up to the age of 18 years and boys up to the age of 5 years, accompanying working mothers will be provided accommodation, with their mothers. Working mothers may also avail of the services of the Day Care Centre.
6 Implementing agencies State Government agencies including Women Development Corporations, Women Finance Corporations etc. Urban Municipal Bodies including Cantonment Boards Panchayati Raj Institutions SHGs (Self Help Groups) Recognized Colleges/ Universities Civil Society Organisations Corporate or associations like CII, ASSOCHAM, FICCI etc. Ministry of Women and Child Development and the State Governments
7 Funding Pattern The scheme is being reviewed and revised. As per the revised guidelines, now the scheme will be implemented as a Centrally Sponsored Scheme through States and Implementing Agencies in which the cost will be shared by Central Govt., State govt. & the Implementing agency in the ratio of 60:15:25, except in case of North Eastern and Himalayan States, where the share of Centre, State and Implementing Agencies will be in the ratio of 65:10:25.
8 UJJAWALA A comprehensive scheme for the prevention of trafficking, rescue, rehabilitation and re-integration of victims of trafficking for commercial sexual exploitation.
9 About the scheme The scheme is a comprehensive scheme for prevention, rescue, rehabilitation and re-integration of victims of human trafficking for commercial sexual exploitation. The issue of trafficking of women and children is the third largest organized crime across the globe and India has emerged as a source, destination and transit for both in country and cross-border trafficking. The cause for trafficking are poverty, low status of women, lack of protective environment, regional gender preferences, etc. The scheme has been devised keeping these issues and causes in mind to prevent trafficking as well as to rescue and rehabilitate the victims safely.
10 Objective of the scheme To prevent trafficking of women and children through social mobilization, involvement of local communities and generation of awareness through workshops and seminars. To facilitate rescue of victims from the place of their exploitation and place them in safe custody. To provide immediate and long term rehabilitation facilities to the victims by providing basic amenities such as shelter, food, clothing, medical treatment including counselling, legal aid and vocational training. To facilitate re-integration of the victims into their families and society at large. To facilitate repatriation of cross-border victims to their country of origin.
11 Target groups and beneficiaries Women and children who are vulnerable to trafficking. Women and children who are the victims of trafficking.
12 Implementing agencies The implementing agencies can be. the social welfare/ women and child welfare departments of State Government, women s development corporations, women s development centres, urban local bodies, reputed public/private trust or voluntary organizations The organizations must have adequate experience in the field of trafficking, social defence, dealing with women and children in need of care and protection, and children in conflict with law, etc.
13 Funding Pattern The funding pattern for the release of funds will be shared between the Central Govt., States and implementing agencies in ratio 60:30:10, except North Eastern and Himalayan States where the applicable sharing ratio shall be 80:10:10 respectively and in case of UT administrations the sharing ratio shall be 90:10 between the Central Govt. and implementing agency. Funds to the States/UTs will be released in two installments every year.

16 About the scheme The Ministry of Women & Child Development was earlier implementing two Schemes :- Swadhar Shelter Homes Short Stay Homes The effectiveness and positive impact of the measures adopted under the Schemes for counseling and rehabilitation were almost similar in both the schemes. Therefore, it was decided to merge the above two schemes into a new Scheme namely Swadhar Greh w.e.f
17 Target Beneficiaries Scheme targets the women victims of unfortunate circumstances who are in need of institutional support for rehabilitation so that they could lead their life with dignity. Scheme recommends establishing one such home in every district.
18 Target Beneficiaries Women affected by domestic violence could stay upto one year. For other categories of women, the maximum period of stay could be upto 3 years. The Older women above 55 years of age may be accommodated for maximum period of 5 years after which they will have to shift to old age homes or similar institutions.
19 Funding Pattern Swadhar Greh Scheme is being implemented as a subscheme of the Centrally Sponsored Umbrella Scheme "Protection and Empowerment of Women funds are released through the States, with cost sharing ratio of 60:40 between the Centre and the States excepting for the North Eastern and Himalayan States where it shall be 90:10 and for UTs it is 100% With effect from
20 Present Status At present 555 Swadhar Grehs are running all over India. An amount of Rs Crore has been released to State Govt./UTs as first of GOI share for the year for implementation of Swadhar Greh Scheme. A new Home fully funded by Central Govt. for widows, at Sunrakh Bangar, Vrindavan, with the capacity of 1000 inmates is under construction.
