I would like to thank the Chinese Consolidated Benevolent Association for allowing us to host the press conference at their historic location. I would like to thank the many community partners for their attendance and support. We believe that we can continue to prevent crime in Chinatown by enhancing the relationships that we have established with the community. We will be expanding our availability to business owners and it will enhance communication and encourage more reporting of crime and quality of life issues. We already know that these relationships are paying off, as we have had a number of productive conversations at our drop-in center. We want to encourage more people to meet with us one-on-one so we can help them. Central Station will expand the outreach to our Chinatown merchants by beginning an Adopt-a-Block foot beat program, in which we will be assigning specific officers to specific business areas within the foot beats. Our merchants will designate Merchant Leaders as liaisons to our Central Station officers in order to address block concerns and challenges. We will be entrusting them to help us launch a regular Walk-The-Block program to introduce our officers to stakeholders on their block and increase communication. This approach has been productive for us with mid-size and larger businesses in the Central District. We believe it is important to give our smaller/independent business owners the same kind of individual attention to address their concerns. Many of our hardworking Chinatown merchants have very tight schedules and we want to ensure that they are heard and that we able to meet them one-onone at a time convenient for them. A number of other neighborhood groups within Central District proactively gather and provide us with videos, pictures and other information related to crime and quality of life issues. That kind of material is valuable, as it helps us to quickly address these issues. As a reminder, please continue to dial 311 for a number of city services, especially for illegally dumped garbage. A victim from one of the apartments heard an unknown subject open his apartment door and leave moments later. The victim later discovered items stolen from his apartment. An unknown suspect forced open the apartment building door, forced open mailboxes and stole mail. An unknown suspect shattered the store window and stole property. The suspect entered the building through a propped open basement door and stole property. The victim discovered the missing property and found the suspect in the storage closet with stolen property. Officers arrived and took the suspect into custody. Arrest made. An unknown suspect cut the fence to an area in the parking garage. The suspect attempted to cut the bicycle lock, but may have been scared away by security. Officers were taking a burglary report where a subject entered an unlocked storage area and stole property. The officers reviewed video of the incident and suspect. As the officers were leaving the scene, the suspect was standing outside the building. The officers then took him into custody. Arrest made. An unknown suspect forced open the business door and stole property. An unknown suspect shattered the front door glass and stole property. Three unknown suspects picked the lock of the residential garage under construction and stole property. Two unknown suspects forced open the front door of the apartment building and stole packages from the hallway. An unknown suspect entered the victim s unlocked apartment. The victim woke up and found the suspect in the living room. The suspect then fled the scene.

The victims exited the store and confronted the suspect. The suspect swung at the victims with his skateboard, but did not make contact. The suspect stayed on scene until officers arrived. Arrest made. The victim was walking when she was struck in the face with a can by an unknown suspect. The victim ran away and the suspect left the scene. An unknown suspect entered the store and grabbed a chair. The victim followed the suspect out of the store. The suspect lifted the chair as if he was going to throw it at her. Fearing for her safety, the victim returned to the store. The suspect then struck a parked vehicle while another victim was still sitting inside of the vehicle. The suspect then fled the scene. An unknown suspect was yelling at a store employee and the victim intervened. The suspect walked out of the store and the victim followed. A second suspect punched the victim in the face. The victim was then stabbed in the back by the first suspect. The suspects fled the scene. An unknown suspect punched the victim in the face several times as the victim walked by. The victim fell to the ground and the suspect fled the scene. The victim, a security guard, received complaints of the suspect trespassing. As the victim approached the suspect, the suspect took off his belt and swung at the victim, striking him in the forearm. The suspect then fled the scene. Officers located the suspect in the area and recognized the suspect from the video a witness took. Arrest made.

The suspect was confronted by security. Security retrieved an item from the suspect and the suspect threatened to kill her. The suspect then fled the scene. Officers located a subject matching the suspect description. Security identified the suspect and he was taken into custody. Arrest made. Two unknown suspects cornered the victim and demanded his property. The victim saw that one of the suspects had his hand tucked near his waistband and believed that the suspect may have a weapon. Fearing for his safety, the victim gave the suspects his wallet. The suspects then fled the scene. The victim was on the MUNI bus near the door when an unknown suspect boarded the bus and grabbed her cell phone from her hands. The suspect then fled the bus. The victim chased the suspect and grabbed him by the shirt. The suspect then punched the victim in the face. The victim let go of the suspect and the suspect fled the scene with the phone. An unknown suspect approached the victim from behind and demanded his property or he would shoot him. Although no weapon was seen, the victim feared for his safety and stood in place. The suspect reached into the victim s pocket and stole his cell phone. The suspect then fled the scene. An unknown suspect entered the store and stole merchandise. The victim offered to hold the items for the suspect at the counter, but the suspect refused the offer. The suspect then punched the victim in the face and fled the scene with the items. An unknown suspect entered the store and stole merchandise. The victim confronted the suspect outside the store. The suspect brandished a knife and pointed it towards the victim. The suspect chased the victim and then fled the scene in a vehicle. The suspect entered the store and stole merchandise. The suspect was confronted by security outside of the store. The suspect pushed the security, but security was able to detain the suspect. Arrest made. An unknown suspect entered the store and stole merchandise. The victim stopped the suspect at the door. The suspect pulled out a knife and pointed it at him. Fearing for his safety, the victim backed up and the suspect fled the scene. The suspect entered the store and stole merchandise. The suspect was confronted by security outside of the store. The suspect resisted and struggled with security. The security was able to detain the suspect. Arrest made. An unknown suspect exited the passenger side of a vehicle and grabbed the victim s cell phone from her hands. The victim held on to the phone and struggled with the suspect. The suspect overpowered the victim and pulled the phone from her. The suspect got back into the vehicle and fled the scene. The victim and the three suspects argued over the price of services rendered. The victim blocked the suspects from leaving. 8 8 Page 8 Incidents of Note Burglary, Vehicle; Evading A Police Officer Recklessly; Burglary Tools, Possession of With Prior Arrest Made 01/27/19 1:17pm Hyde St/Union St On 1/27/19, Central Officers responded to the area of Hyde St and Union St regarding a known auto boosting vehicle in the area. The Officers saw the suspect vehicle driving at a high rate of speed westbound on Filbert Street. The suspect vehicle drove towards the officer s vehicle then onto the sidewalk and turned onto Hyde Street. As the officer pulled a U-turn and drove in the direction of the suspect vehicle, the officers observed the suspect vehicle had collided with another vehicle in the intersection and the occupants of the suspect vehicle had fled on foot. Witnesses directed the officers to where the occupants of the suspect vehicle fled and where they were hiding between parked cars. Officers approached the suspects and took them into custody. During the search of the suspect vehicle, officers located multiple stolen property belonging to multiple victims that had their vehicles broken into. The suspects were booked at County Jail for auto burglary, conspiracy, possession of burglary tools and possession of stolen property. Firearm, Possession by Prohibited Person; Firearm, Possession of Loaded- Arrest Made 02/03/19 1:31am Montgomery St/Sacramento St On 2/3/19, Central Officers were in the area of Montgomery St and Broadway St when they saw the suspects pulled into traffic with the left rear brake light not functioning properly and the license plate reflective coating had been altered to make the license plate hard to read. The officers effected a traffic stop and both occupants stated they did not have any identifications. During the vehicle search, the officers located a firearm under the front passenger seat. A records check showed that the driver had a suspended driver s license and had a felony conviction for a violation of carrying a loaded firearm. A records check of the passenger showed that she was on felony probation. The suspects were booked County Jail for possession of a firearm by a prohibited person and possession of a loaded firearm.

9 9 Page 9 Vehicle Burglary, Conspiracy, Possession of Stolen Property Arrest Made 02/06/19 5:00pm Unit BLK of North Point St On 02/06/19, Central Undercover Officers conducted vehicle burglary abatement in the area of North Point St and the Embarcadero. While in the area, the officers observed two subjects on bicycles looking into parked vehicles. Officer continued to maintain surveillance on the two subjects and witnessed the suspects break the window to a parked car and remove bags inside. Officers took both subjects into custody and booked them at the County Jail for vehicle burglary, conspiracy, and possession of stolen property. Weapon, Assault, Possession, Manufacture or sale; Firearm, Possession by Prohibited Person; Firearm Loaded in Vehicle, Possession or Use Arrest Made 02/14/19 1:09pm 400 BLK of Geary St On 2/14/19, Central Patrol Officers were in the area of Geary St and Mason St. They observed a Dodge Charger with heavily tinted windows traveling on Geary St. The officers effected a traffic stop and made contact with the occupants. There was the odor of burnt marijuana emitting from the vehicle. The driver was on court probation and was driving on a suspended license. The front passenger was on probation and a felony conviction for burglary. The officers conducted a search of the vehicle and located an assault rifle. The suspects were booked at County Jail for possession of a firearm by a prohibited person, possession of a loaded firearm in a vehicle, conspiracy, possession of drug paraphernalia, driving in a vehicle while in possession of concentrated cannabis, driving on a suspended license. Burglary, Vehicle Arrest, Conspiracy, Stolen Property, Possession With Knowledge, Receiving - Arrest made 2/13/19 7:13pm Taylor St/Beach St On 2/13/18, Central Undercover Officers were conducting vehicle burglary abatement in the area of North Point St and Jones St. They observed a Mercedes with Audi paper plates circling the area. The vehicle was driving slowly passed parked vehicles and opened parking spaces. Officers started surveillance on the Mercedes and observed it park at North Point and Taylor St. Suspect #1 exited the passenger side of the vehicle and broke the window of a parked car and removed a bag. Officers took Suspect #1 into custody. The driver of the Mercedes took off at high rate of speed and failed to yield to a marked patrol car that attempted to effect a traffic stop with red lights and sirens. The suspect was booked at County Jail for Burglary 2 nd Degree, Conspiracy, Possession of Stolen Property and Possession of Burglary Tools.

10 10 Page 10 Each month features one of its officers in an effort to learn more about the men and women who police our neighborhood. This month, we interviewed Officer Danielle Drago, a 2-year member of. Officer Drago was born in Walnut Creek, CA. She graduated from St. Francis High School in Mountain View, CA and went on to attend Fresno State University where she received a Bachelor of Science Degree in Criminal Justice. Officer Drago joined the San Francisco Police Department in October After graduating from the Police Academy, she was assigned to Northern Station for field training. After completing field training, she was assigned to Tenderloin Station for probation. After probation, she was assigned to Central Station as her permanent assignment. Officer Drago is Crisis Intervention Trained and can be seen patrolling throughout the district. Officer Drago s favorite thing about the Central District is the diversity of crime and the people she works with.

12 12 Page 12 Definition of Suspicious Activity Suspicious activity is any observed behavior that could indicate a crime-related incident has been committed, or about to be committed. Unusual items or situations: A vehicle is parked in an odd location, a package/luggage is unattended, a window/door is open that is usually closed, or other out-of-the-ordinary situations occur. Examples of Suspicious Activity: An individual peering into vehicles to locate any valuables left unattended. An individual trying door handles to vehicles, and/or residences to gain access to the vehicle and/ or residence. An individual checking front doors of residences to locate any unattended packages, or individuals following delivery trucks to see where the truck is dropping off packages.

13 13 Page 13 Definition of Community Policing Community policing, or community-oriented policing, is a strategy of policing that focuses on police building ties and working closely with members of the communities. Homeless Outreach and Outreach to Drug Users: Central Station officers coordinate with city agencies to provide outreach and assistance to rehabilitate those who are dependent on illegal drugs and outreach to homeless individuals to connect them with resources and support. Foot Patrols: Central Station have beat officers assigned to Union Square, Fisherman s Wharf, Chinatown, North Beach and Market/Drumm area. Monthly Police Community Relations Meetings: Community Meetings are held continuously. Officers also attend meetings with merchants groups, business groups, development authorities and others. Concerns are voiced and addressed through problem solving. Updates: Central Station sends out newsletter updates to residents in the District that alerts residents of crime trends, upcoming community events, crime prevention tips, and information on how to contact officers at the District Station.
