STATUTORY BOARD COMPOSITION The Juvenile Justice Circuit Advisory Board is required to have at least one representative from each county within the circuit, in addition to the state attorney, public defender and the chief judge. COMMITTEE NAME OR FUNCTION Annual Reports Business Partners, Partnerships HIGHLIGHTS Completed. Business representative on advisory board. By-Laws / Procedural Bylaws completed and approved. Comprehensive plan completed, approved and submitted. Executive / Administrative/ Vice Chair was nominated and re-elected for a second term. Secretary Steering was nominated and re-elected for a second term. Grants, Grants Review Committee reviewed four Executive summaries (Just For Girls, Character GPS Manatee, Jewish Family and Children Services, School District of Manatee County) for the Invest in Children RFP and provided input during the conference call with Procurement. Juvenile Justice Week N/A Legislative Legislation for a 50/50 cost share split between the counties and the Department of Juvenile Justice (DJJ) for secured detention costs passed during 2016 session ending over a decade of legal disputes between the counties and DJJ on this matter. Membership /Nominating Committee nominated new Vice Chair and Secretary for 2015/2016. Other Program areas, (i.e. Assessment Centers, Detention, Commitment) Manatee County runs a Juvenile Justice Strategic Planning Committee that is implementing JDAI (Juvenile Detention Alternatives Initiative) and BARJ (Balanced and Restorative Justice) strategies. Sarasota County continues to hold Juvenile Justice Council Meetings.
3 Planning Prevention/Diversion/ Intervention Public Information, Public Relations, Outreach Quality Assurance Other Held several events in Sarasota including Red Ribbon Campaign Respect yourself and be drug free ; Proclamations in Sarasota; Walk across Ringling Bridge; Middle school activities-combining assemblies for bullying awareness month/red ribbon; Venice High school-too good for drugs; Manatee-Anti-bullying in Middle schools; Proclamations- Manatee. Sarasota County implemented a new Civil Citation program for juveniles. DeSoto and Manatee Counties continues to implement Civil Citation programs. The Manatee County Juvenile Justice Strategic Planning Committee outreaches to the Circuit and provides special JDAI (Juvenile Detention Alternative Initiative) presentations; Drug Free Sarasota sponsors Town Hall Meetings to educate youth on the risks of underage drinking and drugs. N/A Direct File Committee has been reviewing data and programs at the Sarasota and Manatee County jails and addressing the need for services for Direct File youth. Committee was successful in ensuring that youth are offered and receive required education services in Sarasota jail. Committee is now making connections and exploring services for direct file youth in DeSoto County jail. In the past, DeSoto County housed the direct file youth in the Highland County jail. PART II. ISSUES, CONCERNS, OR RECOMMENDATIONS - Please list any recommendations, issues or concerns of your board. Listed below are the areas of concerns identified by The Circuit 12 Advisory Board in regards to Juvenile Justice. The Circuit 12 Advisory Board will continue to examine and monitor these issues: Lack of in and out patient substance abuse and mental health centers for youth. Increase in drug use and related crimes. Concerns with social media type crimes such as cyber-bullying and sexting. Concerns with impact of legislation concerning direct file youth. Lack of formal truancy prevention process in the circuit.
