Business representative slot currently vacant. Seeking new member. Bylaws completed and approved Comprehensive Plan was completed, approved and submitted. To allow all plans to have the same expiration date state-wide, CAB Chair Coordinator, Tina Levene, requested that all circuits update their plans in A new Comprehensive Plan was completed and will be approved and submitted in July Kim Wiles termed out as Chair on June 30, Sarasota County Commissioner, Mike Moran, who served as Vice-Chair was elected as Chair to serve a two-year term to expire June 30, Renese Remy from Manatee County was elected as Vice-Chair for Commissioner Moran s remaining term to expire on June 30, Larry Kit from Sarasota County was elected to serve as Secretary which was a vacant seat for the reminder of a two-year term to expire on June 30, No grants received from DJJ for review this period.

3 RED Promoting Procedural Justice with At-risk and Minority Youth training workshop to promote community engagement, improved interaction and diversion was held on September 15, 2017 from 8am-4:30pm at the Goodwill Corporate Offices in Bradenton. The training included a comprehensive and culturally competent procedural justice curricula for law enforcement build on evidence-based principles that support an enhanced and increased understanding of the issue of disproportionate minority contact (DMC). Furthermore, it supports law enforcement in building strong community relationships, enhancing interactions with youth, and creating effective interventions to divert at-risk and minority youth from the system. The RED subcommittee held two Bridging the Gap (GAAP) meetings in Manatee County (08/16/2017 and 03/14/2018) in order to bring conversation into the community, increase awareness, and discuss overcoming potential racial and/or ethnic biases. The 2018 RED Work Plan objectives also include implementing School Resource Officer (SRO) training Keeping it Real" in C12 and the committee members have secured $5, funding through Manatee Education Foundation to support this effort. Through this program, SRO's will be trained to lead conversation in C12 schools starting at the 5th grade level including topics such as racial and ethnic biases, de-escalation of conflict with peers and LE personnel, cyberbullying, etc. Juvenile Justice Week N/A Legislative Direct File Sub-Committee continues to monitor the Direct File legislation. No bills passed in the 2018 session. Membership /Nominating Committee nominated new Chair for election to serve until June 30, Committee nominated new Vice-Chair which will become vacant in June for election to serve until June 30, Committee nominated Other Program areas, (i.e. Assessment Centers, Detention, Commitment) Planning new Secretary for election until June 30, 2019 to fill a current vacancy. Manatee County runs a Juvenile Justice Strategic Planning Committee that is implementing JDAI (Juvenile Detention Alternatives Initiative) and BARJ (Balanced and Restorative Justice) strategies. Sarasota County operates a School to Justice program in local high schools to prevent juveniles from being expelled from school. Open Doors Outreach Network pilot project began with More Too Life, an award winning anti-sexual violence, human trafficking, and youth crime prevention organization, founded by Dr. Brook Bello. Through the partnership, More Too Life provides assistance to human trafficking victims ages

4 Prevention/Diversion/ Intervention Public Information, Public Relations, Outreach Faith Other Sarasota, Desoto and Manatee Counties all continue to implement Civil Citation programs. Nathan Scott provided a thirty minute training sponsored by the National Alliance For Drug Endangered Children. Learning objectives included (1) Gain awareness about drug endangered children and the risks they face so that professions interaction with these victims recognize the need to facilitate multi-disciplinary, collaborative responses to better meet the needs of these children; (2) Understand the many opportunities (often missed) to identify children living in dangerous drug environments and the benefits of intervention at the earliest possible point when endangerment is suspected to reduce physical and psychological harm to children; (3) Learn what a multidisciplinary collaborative response looks like and how it incorporates the unique and often limited resources within a community and applies them in a manner that provides better care for drug endangered children. The Manatee County Juvenile Justice Strategic Planning Committee outreaches to the Circuit and provides special JDAI (Juvenile Detention Alternative Initiative) presentations; Drug Free Sarasota sponsors Town Hall Meetings to educate youth on the risks of underage drinking and drugs Florida Faith Symposium was held November 7-8, 2017 at the Rosen Centre in Orlando. This is one of Florida s premier events that brings together more than 500 faith and state government leaders to highlight opportunities, facilitate connections, and initiate action to empower Florida s children and families to become productive and selfsufficient. Direct File Committee made great progress with Sarasota County schools to provide general education curriculum to direct file youth and ESE students in county jail as student are receiving instruction on continuous basis. Manatee County jail has a more formal curriculum for direct file youth. Committee is still making connections and exploring education services for direct file youth in Desoto County jail. In the past, Desoto County housed the direct file youth in the Highland County jail.

5 PART II. ISSUES, CONCERNS, OR RECOMMENDATIONS - Please list any recommendations, issues or concerns of your board. Listed below are the areas of concerns identified by The Circuit 12 Advisory Board in regards to Juvenile Justice. The Circuit 12 Advisory Board will continue to examine and monitor these issues: Lack of in and out patient substance abuse and mental health centers for youth. Increase in drug use and related crimes and child abuse removals. Concerns with social media type crimes such as cyber bullying and sexting. Concerns with impact of legislation concerning direct file youth. Lack of funding for education services for juvenile detention centers and direct file youth in jails. Lack of enforcement authority in Truancy Court. Lack of housing for cross over children who have no place to go or parents have no place to go.
