The Initial assessment in Jikmir was called for by OCHA and the NFI Cluster after various reports about the displacement in Nisir. The IRNA was organised by OCHA at the end of January 2017 with various agencies taking part. The IDPs moved to Jikmir mainly because of the insecurity In Nasir and therefore they moved to various locations around Jikmir. The registration and verification was done to the new IDPs after conducting the assessment (IRNA) and therefore no lists were available prior to this. Republic of South Sudan 1

The above figures were determined only after the registration and verification process was conducted in Jikmir in four locations. Therefore the List are available and would be used if this report is approved by the NFI Cluster. 5. Situation Overview -Note any prior assessments (eg IRNA) and attach to this report -If no prior assessment has been done. summarise information gathered through questionnaire at Annex 1 On 11nd January, 2017 the agencies on ground (ADA and SSUDA) carried out joint rapid need assessment in the areas and visited the followings locations; Jikimir, Maker, Malua, Burebiey, Balok where they had observed the large settlement of the IDPs. They later reported to the cluster in Juba for further consideration and verification of the IDPs that there were present in the above mentioned locations. The huge influx of the IDPs in the area was reported to be due to the insecurity in Nasir County which is in Upper Nile state. From 28th -30th January, 2017 a team of humanitarian agencies led by UN-OCHA conducted the joint Initial Rapid needs assessment (IRNA) in those locations mentioned, whereby the team met with ROSS coordinator, local community leaders and the IDPs in Jikmir, Malual, Maker and Burebiey. The team held meetings with local authorities who gave a brief background of where the IDPs were coming from and where they are settled. The team also visited the five IDP locations and conducted its IRNA. After the IRNA was conducted World Vision remained in Jikmir and worked with SSUDA and ADA who are the partner on the ground to conduct the beneficiaries verification and registration. The verification and registration by the team started on 1st February, According to ROSS in Jikmir the IDPs were coming from various locations in Nasir county within Upper Nile State early in December, 2016 and this was mainly due to insecurity. Most of the IDPs have settled in Jikmir, Malual and Maker and some have also crossed to the Ethiopian side in Lim Nuer, and Malual due to their fears that there might be further insecurity. During the interviews with IDPs, they indicated to the team the reasons why they have moved to Jikmir and also indicated the needs that they had. Most of them indicated they basically moved with nothing apart from their family members. The IPDs explained to the NFI team that most of the them were coming from Kereka and Nyatot, and were settled in Jikmir, Malual, Burebiey, Maker, Balok, Nor, Nyakang by the local authorities in Jikmir. The team also observed that most of the them were sleeping under the trees as shelters was almost non-existent. The team also observed that the families were sharing most of the few available NFI items likes kitchen sets, jerry cans. Other items which the IDPs were lacking were sleeping mats Mosquito nets and blankets. The IDPs mentioned that they were willing to construct some emergency shelter for their families as long as they can be provided with some shelter materials. The IDPs who are in Jikmir had nothing except the little support that they were getting from the host communities. 6. Summary of Shelter/NFI Situation -Summarise information gathered through questionnaire at Annex 2 -Include maps and photographs where relevant - Include any information gathered on community and intra-household gender dynamics, as related to shelter and NFI Some of the IDPs are now living with their relatives in Jikmir and Maker. However, those who are in Malual, Burebiey, Balok were allocated an open space by the authorities are to temporally stay there. After the team interviewed and conducted some focus group discussions. The IDPs explained that they have never received any assistance from any agency since their arrival. Republic of South Sudan 2

Assessment/Verification Methodology -Which assessment/verification methods did you use and why (eg household interview, focus group discussion, shelter observation inside and out, market survey) -If verifying, are you working from an existing list, or are you creating a list from scratch? -How many interviews/fgds/observations did you conduct? What questions did you ask and why? -Did you use sampling techniques? If so, please describe. -Is there any information you feel less confident about? If so why? 1. The team visited the IDP s shelter (household interview) to determine the condition of the shelters and issued tokens to the qualifying IDPs. Focus group discussion and observation was also used. 2. The community leaders were involved in the verification of who among the communities were IDP s from those who were host. 3. Six focus group discussions were conducted to identify the Non Food Items that beneficiaries would prefer to receive. 4.Interview with key informants i.e. with ROSS and other local community leaders 5. The team conducted a market survey and observed that items were available in the market across the border (in Ethiopia) however they were very expensive for an average IDP in Jikmir. 5 RECOMMENDATIONS If emergency shelter and/or NFI distribution is recommended: Define targeting criteria The IDPs in all the indicated locations are vulnerable, and they are in -need/vulnerability (if vulnerability, define need of NFI assistance. vulnerability categories) The following were observed to be the most vulnerable: elderly, children, pregnant women, families headed by women and some chronically ill IDPs.
