2 Introduction: The rains in Upper Nile State have been particularly heavy this year with both the Nile and Sobat river levels higher than most years. Reports of flooding and the numbers of households (HH s) affected were received by the NGO & UN community in Malakal. The purpose of this assessment is to clarify the level of flooding and the numbers affected. 4 Locations Visited: Galashel In Galashel we met the payam administrator and four village chiefs. They informed us that the villages around Galashel were inaccessible by boat due to swamps or take some hours by foot. The 2 groups split up and did an assessment around Galashel itself. We identified some of the displaced people who had come to take refuge in the town. Baliet We departed Malakal on Thursday August 30 th at We arrived in Baliet at to meet the Acting Commissioner for the County. The meeting took place after a UNMIS meeting at We informed him of our intentions to assess some of the affected communities and departed at for Adong where we spent the evening. Adong On Friday morning we split the group in two. Group one departed for Boma Abiyey and the group 2 examined Wonokot (part of Adong). The figure given for affected HH s in Boma Abiyey was 80; we found 20 to be more accurate. Based on this and other examinations we found 25% of the unconfirmed figures to be more accurate. Many of the villages were found to be inaccessible, so for these recommended distribution is zero as delivery will be impractical. Abwong In Abwong we also met the payam administrator and four chief s. They briefed us on the situation in the village. They informed that there are 1114 individual HH s, half of which are staying in Abwong East and half in Abwong West. But he stated the whole population was 6635, so he implied that everyone was affected. This did not appear to be the case. We recommend 100 NFI kits be distributed now and have 30 spare for likely future floods. Returnees The UNHCR team members carried out returnee monitoring and village assessment in Baliet County. In Abwong Payam UNHCR found 371 returnees and IDPs from Northern Sudan and most of them were supported by IOM. 371 refugee returnees from Ethiopia and Kenya, some were UNHCR organized returnees while some are spontaneous. In Adong there are 60 individual spontaneous IDP returnees from North Sudan.
5 Coping Mechanism Many of the people who are displaced from the affected villages have taken refuge in the main riverside towns. They are being hosted by their relatives and friends, and up to six HH s were found to be living in a single tukul. They rely on food and shelter from the host community. Some elderly people and children who could not make the long journey to the host towns remained on some regional higher ground and family members bring supplies back from the higher towns. eg Adong & Galashel. While in Adong, Chief Manyang Mabong stated that 90% of their crops were destroyed by floods, which will have long term implications for the food supply. The animals from these flooded areas were also brought to the larger dry towns. The river level is still increasing and will peak in October, more villages are expected to be flooded in the coming weeks. Additional NFI kits are likely to be required over the coming months. Recommendations: A total of 628 NFI kits be distributed. (314 additional required, as GOAL already have 314 on-site and currently being distributed) Additional NFI kits be propositioned in the area to cover likely additional flooding (eg. an additional 300 units). Rubhall recommended for Baliet to accommodate preposition for floods in future years (UNJLC) UNJLC advise to acquire hovercraft (5 Tonne Capacity) to reach inaccessible locations in the swamp. Locations further upstream eg Doma and beyond should be assessed for possible distribution by organisations based in the locality. Further in-depth assessment of affected towns and crops in the dry season when the areas become accessible. Appendix - Sobat Map - Flood Assessment Report
