Size Colour Other In Mundri town, Mundri West county, the distribution targeted IDPs from Kedi ba, which were temporarily residing in Baya primary school, since December Local authorities in Mundri assigned them a land for relocation, behind the Episcopal Church of Sudan, and asked LCED with provision of emergency shelter. In Lui payam, Mundri East county, LCED targeted IDPs from Kedi ba which spontaneously settled in the displacement area of Gori Balawu, providing them with NFI, including plastic sheets. Both distributions, in Mundri town and Lui, were conducted in a similar way; LCED formed Relief Distribution Committees in both locations, formed by six members, including representatives from IDPs, women, chiefs, youths, RRC and LCED. The activity plan was developed by LCED staff and approved by local authorities and RRC. The beneficiary households were registered on the distribution lists after verification by the committees. Community mobilization and information sharing was done through these committees, which ensured that beneficiary men, women, girls and boys benefited by this distribution. For the emergency shelters in Mundri town, LCED locally procured 7,600 wooden poles and 400 bamboo bundles, while the plastic sheets (3 per shelter) were procured by the S/NFI core pipeline. LCED constricted 30 shelters for the most vulnerable beneficiary households (see pictures below), as demonstration for the other beneficiaries on how to properly construct shelters. The remaining beneficiary households assisted the demonstration and received the necessary material to build their own shelters. What actors were involved in the decision-making regarding the distribution process? -Explain what role the following people had in the process: local authorities, partners, humanitarian officers, volunteers, beneficiaries, etc. The local authorities played a significant role by providing security from time to time. In case of any security threat, LCED staff was informed not to travel to the field. They also protect properties and facilities of the organisation in the rented stores in Mundri town, as well as providing security at the various locations/distribution points during the implementation of the project activities. The Relief Distribution Committees also played a vital role by mobilizing the community, informing LCED about the security situation and the IDP movements, and by resolving arising conflict among the beneficiaries and the

4 host community in a peaceful way. The distribution plan was shared with Nonviolent and Peaceforce (NP), who mediated with the local authorities, helped LCED to gain access to the field locations, and monitored the distribution process to avoid conflict among beneficiaries at the distribution points. Volunteers from the IDP community actively participated in organising the NFI and ensuring that only the rightful beneficiaries (whose names were on the verification lists, and who received the tokens) were receiving the items. As additional security, the beneficiaries had their fingers deepened in ink after receiving the NFI, in order for the distribution to be completed correctly. Volunteers among the beneficiaries also participated in offloading the trucks with NFI at the distribution locations, and built 30 shelters in Mundri town as demonstration. Changes from assessment recommendations -If there were any changes to the original plan, please explain what changes occurred and why they were necessary. Mundri town (Baya primary school): There were some changes in the procurement of wooden poles and bamboo bundles and wooden poles, due to the specific structure of the shelter that were constructed in the area. The total number of bamboo bundles procured was 400, form the original 900 indicated in the activity plan. The total number of wooden poles procured was 7,600, from 5,400 indicated in the activity plan. 313 shelters were constructed in the IDP area in Mundri (land allocated by local authorities behind the Episcopal Church of Sudan). However, the land could not accommodate all 400 shelters as originally planned, and RRC failed to find alternative land for the remaining 87 households, who are now residing with the local community, often in overcrowded situations. Furthermore, although all 313 shelters were completed by the 19th of May 2017, 96 households have not moved in yet, due to their dependency on the local community for cooking; the need for kitchen sets is also high among the households already residing in the IDP area in Mundri. LCED has submitted a pipeline request for kitchen sets to the S/NFI core pipeline, in order to solve the problem. Lui payam (displacement area in Gori Balawu): The planned Construction of 500 shelters for the same number of beneficiary HHs in Lui was not accomplished due to insecurity in the area. There was a number of incidents reported around the IDPs site, fear and threats to the life of the beneficiaries. As May 2017, the security situation in Mundri West county remains stable and all project locations in the county are granted humanitarian access since February In Lui payam, since the end of April 2017, many IDPs have moved from Gori displacement area back to Ked ba payam, into areas believed to be under the control of armed group, where they have more freedom of movement than in Lui, which is under full SPLA-control. The reason for IDPs to return to Kedi ba was also to have the possibility of collecting wild fruit and roots for their sustenance. Some few IDPs moved to Mundri town, and having already registered them, LCED was able to distribute some NFI to such households. It is only through the help of Nonviolent Peaceforce (NP) that LCED was able to negotiate with the high commander in Lui, and ensure that no armed actors were present during these activities, and that there were no threats posed to the civilians after the distribution. Due to this delay, the number of households reduced from 500 initially targeted to 204, which LCED and NP were able to verify only on the 12th of May Distribution of NFI and plastic sheets followed on the 19th of May Targeting criteria -Who finally received and why? Did the group to be targeted change in any way between the initial assessment and those who received on distribution day?

5 There were no changes in the beneficiary selection criteria. The project targeted the most vulnerable groups: pregnant and lactating women, disabled people, elderly persons, and children under 5. Challenges and lessons learned -Did you face any major challenges, and/or learn any useful lessons? The following are the major challenges faced during the implementation of the project activities: Security threats. Unknown armed groups threatened the movement of the humanitarian workers in the field, especially in Mundri East county. A number of incidents were reported around the IDPs site, both in Mundri town and in Lui displacement area, as well as looting on the road. High price of commodities in the market, in this case wooden poles and bamboo bundles, which lead LCED to make some changes in the budget. Coordination and communication between the field office in Mundri and the coordination office in Juba was problematic, due to little access to the internet, and poor phone network. Lessons learnt: Coordination and collaboration is essential. Thanks to the collaboration with Nonviolence Peaceforce (NP), LCED was able to negotiate humanitarian access with the high commander in Lui, and ensure that no armed actors were present during the distribution in the field, and that there were no threats posed to the civilians after the distribution. The delay between the verification and the arrival of the items from the S/NFI core pipeline, led LCED to not be able to reach all beneficiaries in Lui, who have actually moved by the time the location was reached with distribution. Due to high needs for S/NFI in the field, LCED in now working towards prepositioning of items in its storage in Mundri town, in accordance with the S/NFI cluster. Recommended next steps -Should any further action be taken in the area by the Shelter and NFI Cluster, or other actors? High need for shelter and NFI, especially cooking utensils: LCED noticed a need for kitchen sets among IDPs located in Mundri town (formerly in Baya primary school). Therefore, a request for 500 kitchen sets was submitted to the S/NFI core pipeline. Food Security: People survive mostly on wild fruits and roots; another coping mechanism for the IDPs is kinship supports. Majority of IDPs are in need of agricultural inputs (basic tools and seeds). Peace-building and conflict resolution among ethnic groups: The ongoing political crisis creates conflict among different ethnic groups among the local community, especially between pastoralists and agriculturalists, which needs urgent intervention.
