Focus of the assessment is population affected by conflict since the events of July Total Number of Households Looted is estimated at 1200: 300 (Ifwonyak); 700 (Enyif); and 200 (Lowdo, Madaram). These households are also displaced. Source: RRC (state level). Lists do not exist, although RRC inferred they were creating one, this did not occur. The information on displaced household is not available, neither at the local level nor with the RRC. They are discreetly living among the communities. However, for persons whose houses were burned and looted, the estimated numbers are as above. As lists do not yet exist, CARE is currently starting the identification and verification of these beneficiaries. Republic of South Sudan 1

2 Situation Overview -Note any prior assessments (eg IRNA) and attach to this report -If no prior assessment has been done. summarise information gathered through questionnaire at Annex 1 The joint assessment was the first assessment undertaken by humanitarian actors following the events of July. These were undertaken in August and September, before the deterioration of security (which is sharply limiting movement at this time). Summary of Shelter/NFI Situation -Summarise information gathered through questionnaire at Annex 2 -Include maps and photographs where relevant - Include any information gathered on community and intra-household gender dynamics, as related to shelter and NFI - Most displaced persons (IDPs) within Torit are being hosted by relatives, whose household size has doubled as a result. Local authorities said that about 5,202 were displaced in Torit County, but had not registered (or verified) the numbers. - Most persons fled with little or nothing at all and have limited livelihoods options to purchase NFIs. Many who tried to return to their huts found their places burned or looted, with nothing left. - Please see attached report for more details. Assessment/Verification Methodology -Which assessment/verification methods did you use and why (eg household interview, focus group discussion, shelter observation inside and out, market survey) -If verifying, are you working from an existing list, or are you creating a list from scratch? -How many interviews/fgds/observations did you conduct? What questions did you ask and why? -Did you use sampling techniques? If so, please describe. -Is there any information you feel less confident about? If so why? The multi-agency, multi-sector team undertook the assessment over a four-day period. Data collection was predominantly qualitative, using a combination of Focus Group Discussions, Key Informant Interviews, Household Surveys, Markets Surveys and guided observations. A total of 202 women, 128 men, 30 boys and 30 girls participated in Focus Groups Discussions. For the Key Informant Interviews, a total of 24 women and 34 men were interviewed. Assessment tools were adapted by each sector from existing cluster assessments and OCHA s Initial Rapid Needs Assessment tools. Each group compiled a sector-specific report and presented findings to the broader assessment groups. In the current security environment, the RRC has been reluctant to do identification at the household level so as not to raise expectations for immediate support. Therefore, all numbers provided by the RRC are not backed up by lists at this time, but CARE, but CARE is currently in the process of doing the verifications in areas still accessible. RECOMMENDATIONS If emergency shelter and/or NFI distribution is recommended: Define targeting criteria - Provision of basic NFIs to individuals whose houses have been Republic of South Sudan 2

3 -need/vulnerability (if vulnerability, define vulnerability categories) Specify items to be distributed -Number and type per household - NFI/ES, full kits, loose items -Specify if quantity of items distributed will vary by household size Key considerations for distribution -Eg access, logistics, security and protection concerns, push/pull, stakeholders/partners to work with burned or looted. - Pre-position items in order to be able to provide assistance immediately following the verification process. NFI items identified by the community for a medium-sized family are: Plastic Sheets, Blankets; mosquito nets, kitchen sets; plastic sack, kangas; sleeping mats. In addition, CARE is considering the provision of soap and bucket (to be discussed with the WASH cluster). Note: number of items to be confirmed and communicated on Pipeline Request Form. The key consideration is regarding the security situation. We would not want to put staff at risk of going on the field and identifying households, without knowing that we will be able to distributed the items immediately following this process.
