1 IOM SOUTH SUDAN REPORTING PERIOD AUGUST 2014 / IOM Cruz / IOM ProAndres H U M A N I TA R I A N U P D AT E # 3 4 Children carry water through floodedtongping areas of PoC the A community volunteer in the UNMISS OVERVIEW Over 1.3 million people remain internally displaced across the country and just over 447,000 people have fled the violence to neighbouring countries (Uganda 123,000, Kenya 42,000, Ethiopia 189,100 and Sudan 93,500). There are currently 100,000 internally displaced persons (IDPs) sheltering in nine UN bases across South Sudan. The security situation remains tense throughout the country, though particularly troubling in Unity State where renewed violence has put many at risk. Heightened tension is reported at the site where IDPs are concerned about their safety as well as their deplorable conditions under which they are living. The crash of a UNMISS cargo flight on 26 August wherein 3 crew members died, has led to temporary suspension of UN flights to the area. The investigation into the cause of the crash is ongoing. IOM staff remain in Bentiu and continue to deliver medical, shelter and water/sanitation services. In Lakes State, the security situation remained calm but tense. There was a reported increase in criminality, revenge attacks, gender-based-violence, and cattle HIGHLIGHT The new IOM Clinic in Bentiu is close to opening. Supplies and furniture have been moved to the new site raids throughout the state. Partners reported that almost 50% of roads are inaccessible to vehicles transporting food. Some 200 trucks are stranded. THE IOM RESPONSE IOM is implementing a multi-sector response to provide assistance to the displaced in PoC sites, collective centers and spontaneous settlements throughout the country. IOM teams are active in the Health, Water and Sanitation and Health (WASH), Camp Coordination and Camp Management (CCCM), Logistics and Shelter/Non Food Items (NFI) Clusters as well as implementing refugee assistance and managing the Rapid Response Fund. 2 CAMP COORDINATION AND CAMP MANAGEMENT (CCCM) The Camp Coordination and Camp Management (CCCM) Cluster facilitates the delivery of life-saving services to IDPs in displacement sites and collective centres throughout South Sudan. The CCCM Cluster ensures that basic humanitarian living conditions are provided, while also building the foundations for voluntary return and recovery interventions where it is possible and safe to do so. IOM and UNHCR co-lead the CCCM Cluster, in coordination with ACTED. IOM continues to act as CCCM state focal point in Upper Nile, Jonglei, Western Bahr el Ghazal and Warrap. Malakal PoC Following last week s floods in Sector 3 of the new PoC, the IOM WASH team, UNMISS engineers, and Shelter Cluster partners are actively seeking ways to improve the drainage system and connecting it to the main discharge point outside the IDP site, in order to prevent additional flooding. At least 115 households (920 individuals) are still located in the old PoC 3 and 4 flood-prone areas, and expecting to be relocated as soon additional tents will be pitched in the new PoC. As of 19 August, 12,416 individuals have been relocated to 1,552 tents in Sectors 1, 2 and 3 of the new PoC. Site Development, Expansion and Improvement (CCCM and Shelter/NFI shared responsibilities) Efforts to increase capacity and improve living conditions continue at PoC sites in Malakal, Bor, Bentiu and UN House in Juba; and IDP sites in Mingkaman. IOM leads efforts to expand the PoC areas in Malakal and Bor and provides assistance at the UN House and Mingkaman sites. Juba, UN House PoC 3 Relocation movements from Tongping PoC to UN House PoC 3 are ongoing. As of 19 August 6,979 individuals have been registered and relocated. Bor PoC The physical work to prepare the new PoC has slowed down. 1,000 meters of culverts are needed to develop the area. In addition, external fencing concertina wire and perimeter lights have not yet been delivered. An assessment of higher land in the PoC for potential relocation of flood-affected families, with specific focus on PoC 6 continues as well as the clearing of the dry land in PoC 6. The most flood-affected and vulnerable individuals have been relocated to the 17 communal shelters built recently in PoC 6. Page 2

3 DISPLACEMENT TRACKING SHELTER AND NON FOOD ITEMS (NFI) The fifth round of the DTM data collection has been launched. In an effort to improve data collection the DTM team has distributed smart phones to State Focal Points in order to facilitate electronic data collection. Registration in Melut County, Upper Nile has been finalized with 21,101 individuals that have been registered. A DTM team is currently on the ground in Mingkaman and they intend to register over 75,000 IDPs that are residing in the collective centre. The current number of IDPs in Juba is estimated to be over 30,000. IOM is undertaking biometric registration of all household members and currently has a team registering IDPs in UN House PoC 2. As lead of the Shelter and Non-Food Items (NFI) Cluster in South Sudan, IOM provides essential household items and emergency shelter materials to conflict and disaster-affected populations. IOM also manages the Shelter and NFI Core Pipeline, a mechanism to ensure that key NFIs and emergency shelter materials are prepositioned in strategic locations and ready to be deployed rapidly. As of 13 August, Crisis Response Plan (CRP) partners have served 131,490 households with NFI and 46,462 households with shelter to date. This represents 66% of the CRP target for NFI, and 52% of the CRP target for shelter response. Humanitarian Hubs The CCCM Cluster has established humanitarian hubs, a common office and accommodation space accessible by aid workers, at key displacement locations throughout the country. IOM, in collaboration with UNMISS, established and manage the hubs within the UNMISS compound in Bentiu, Malakal, and Bor. Bor The new hub accommodates over 50 humanitarian staff and has the capacity to hold 100. Malakal The hub is operational though new containers continue to be delivered and erected. Currently, 221 humanitarian staff are accommodated. The capacity for the Malakal Hub is 200 and a program criticality review is needed to establish the allocation of space. Bentiu The hub has opened and hosts over 170 humanitarian staff. Container offices in the Bor Humanitarian Hub IOM frontline response Since the start of the crisis, IOM's frontline response team has distributed NFI items to over 46,000 households, 703 if these households have also been provided with additional shelter material. A total of 37 distribution operations have been carried out across the country. The team has also participated in 20 assessments and rapid response monitoring exercises. Page 3

4 WASH Cluster State Focal Point IOM is the Upper Nile state focal point for the WASH cluster. IOM continues to coordinate the response of all WASH partners throughout the state. In light of the recent cholera outbreak, IOM is working closely with the Health Cluster to ensure an efficient WASH response. IOM WASH Emergency Operations Malakal PoC WATER, SANITATION AND HYGIENE (WASH) 12.7 litres safe water available per person per day 34 individuals per latrine Drainage work to mitigate flooding in the PoC is ongoing. General water system maintenance was carried out; all sectors of the new PoC continue to have access to water through the water system established by the WASH teams. Five hygiene promoters have been trained by OXFAM to carry out a Knowledge, Attitudes and Perceptions (KAP) survey. The recent flooding of has impacted many regular WASH activities as IOM has focused on draining standing water and decommissioning and replacing collapsed latrines. IOM received an allocation from the CHF reserve to address the ongoing flooding situation in the PoC. This support from CHF will enable IOM to improve the drainage network of the PoC and install pumps to facilitate the evacuation of water from the PoCs. A total of 2.2km of drainage canal has been excavated by partners to date of which 800m is IOM s contribution. WASH partners indicate that approximately 800m of additional drainage canal excavation is needed to connect the drainage network to the river The ongoing rains continue to impact WASH interventions as this may result in the collapse of more latrines. RAPID RESPONSE TEAM (RRT) IOM South Sudan s Rapid Response Teams are a multisector initiative created to support the humanitarian response to the emergency in South Sudan by providing swift assistance in the sectors of WASH, Health and Shelters/NFI. IOM RRTs will be deployed throughout South Sudan based on the priorities identified by the humanitarian community. On 2 August the first IOM RRT was deployed to Torit in Eastern Equatoria to support WASH efforts in Lopa Lafon, Ikotos and Magwi counties. The team is working to rehabilitate 12 boreholes in order to improve access to safe water. New latrines are built and fortified against flood water in the Melut PoC 25 litres safe water available per person per day 32 individuals per latrine 3,450 people have been reached through eight hygiene campaigns led by community promoters trained by IOM. 5 AtanacioOM Pro / IOM HEALTH IOM is the Primary Health Care actor in Malakal and s providing clinical assistance to IDPs, returnees and host communities. IOM operates mobile health services to the South Sudan-Sudan border area of Wonthou. IOM clinics provide curative consultations, health education sessions, routine immunization for children under five and maternal health care. Top morbidities for all sites continue to be upper respiratory tract infections, malaria and diarrheal diseases. Health activities in both Bentiu and Malakal have been inhibited by flooding however, clinics have remained open in The training of health promoters is ongoing in Bentiu as well as health campaigns aimed at encouraging families to vaccinate their children against measles. Flooding in the PoC continues to raise health risks for IDPs. The new IOM clinic is nearing completion and many supplies have already been moved to the new site. Of the 463 health consultations this week 14 percentage of respiratory tract infections 12 percentage of beneficiaries with malaria 14 percentage of caseload with skin diseases Malakal PoC 154 children receive vaccinations 52 pregnant women were vaccinated 51 pregnant women were tested for HIV and syphilis 13 Health promotion activities were carried out at the Malakal clinic, 969 individuals benefitted. At the clinic outside of the PoC, 334 household visits were carried out for the benefit 1,426 residents. 36 volunteers attended a training programme for a vaccination campaign to be completed by the 29th August. 6 Pro / IOM REFUGEE RESPONSE As the lead provider of WASH at Doro refugee camp, IOM continues to meet the needs of the refugee population. All key water, hygiene and sanitation indicators are above the minimum standards. The need remains to maintain these standards to prevent the outbreak and spread of waterborne diseases amongst the refugee population and surrounding host communities during the course of the rainy season. 22 litres of water per day per refugee 9,598 individuals were reached with hygiene and sanitation promotion messages: 7,204 through house visits and 2,394 through open sessions. Messaging includes information on cholera and diarrhoeal diseases, how its spread, identification of symptoms, what to do if one suspects they have cholera and prevention measures. A total of 2,861 latrines and hand washing facilities were visited during the reporting period, 92% were functional. 14 persons per latrine RAPID RESPONSE FUND The Rapid Response Fund (RRF) is a flexible funding mechanism allowing for swift disbursement of grants through NGO/Community-Based Organization (CBO) partners in response to onset emergencies. Currently, seven grants have been allocated for ongoing WASH and Health programming in Bentiu, WASH in UN House POC 1, Nutrition support in Fangak county, Jonglei State, and Cholera response in Upper Nile State and Eastern Equatoria. In the last year the OFDA RRF has achieved the following: More than 21,800 latrines built More than 20,000 emergency bathing facilities established More than 97,000 people with access to safe water More than 83,000 individuals received essential NFI assistance More than 22,000 households received emergency shelter assistance Page 6

CTS trucks remain strategically positioned across the country to provide transport assistance to humanitarian partners. During this reporting period, the CTS team moved over 747 metric tons throughout the country.
