4 t, Message from the Detachment Commander am pleased to present the South Bruce Detachment 2017 Action Plan Progress Report in conjunction with our new Action Plan. As we look back over the past year we recognize the many policing successes we have experienced: Creation of a Community Street Crimes Unit Use of Focus Patrols to decrease traffic safety concerns and property crime issues Continued collaboration with Grey Bruce Mental Health Urgent Response Team Participation in the "Push for Change" challenge Completed social media initiative in conjunction with recruitment bureau to enhance the public's awareness in regards to South Bruce detachment We continue to focus on the reduction of violent crime, property crime, illicit drugs and cybercrime to reduce victimization and create safer communities. Once again, provincial targeted outcomes have been identified and we will work together to achieve these provincial targets by South Bruce Detachment remains committed to a traffic safety approach that will change driver behaviours responsible for injuries and deaths on roadways, waterways and trails. We will continue to partner, engage and educate to find solutions in demands for service involving persons with mental health issues or in a mental crisis. We are working with our communities to reduce the number of preventable property crimes which continue to monopolize law enforcement resources. As we look forward we will continue to ensure our communities have the service delivery they require. 5 Our Detachment Southern Bruce County is a vibrant part of Ontario, rich in history, culture, tourism and agriculture. South Bruce OPP detachments are located in the municipalities of Kincardine and Brockton. From these two detachments South Bruce OPP polices the Municipality of Kincardine, Township of Huron-Kinloss, Municipality of Brockton, Township of Arran-Elderslie and the Municipality of South Bruce. South Bruce OPP members use motorized snow vehicles, bicycles, a 32 foot boat and a fleet of cruisers to provide 24 hour policing services on the trails, waterways and highways of South Bruce County. A number of industries operate in Southern Bruce County, the largest being the Bruce Power nuclear site with more than 4,000 full time employees. The area also has a number of unique businesses, trades, upholstery shops, furniture refinishing shops and independently owned restaurants. Nestled along the Lake Huron Shoreline between Sauble Beach and Grand Bend, along with a number of spacious camping areas, the South Bruce detachment area enjoys a significant increase in population and calls for service during the summer months. A year round population of 45,000 becomes 60,000 or more during the peak tourist times; which makes tourism the second largest industry employing 1 in 7 of the working population. The detachment also experiences a nearly 50% increase in traffic during the summer months which naturally translates into an increase in the volume of calls for service. Five old order communities reside on farms in Southern Bruce County. The South Bruce Detachment has formed strong working relationships with the Orthodox and Old Order communities in Huron-Kinloss Township, the Amish community in the Municipality of Kincardine and the Old Order Mennonite and the Amish communities in Arran-Elderslie Township. Working cooperatively with the community elders, road safety improvements have been made including headlights, taillights and reflective tape being added to the buggies. The improved visibility has helped to reduce the number of horse and buggy involved collisions in the detachment area Agriculture is a vital part of Bruce County's economy. More than 3,750 farm operators generate over $255 million in gross sales annually. More than 62% of the county's land is dedicated to the agriculture industry and 63% of the farms are family owned. There is also a wide variety of supporting industries in the production of food whose operations depend on Bruce County farmers. Nearly 20% of the population in Bruce County is over the age of 65 which is above the Provincial average. With this in mind, the detachment takes a proactive approach to help prevent victimization of these elderly residents. Supported provincially by the Community Safety Services unit, the detachment community safety officer presents regularly on areas of concern such as frauds/scams and elder abuse. South Bruce Detachment has formed Safe Community Committees in the five Municipalities that we serve. These committees allow the detachment to engage local residents to help identify community safety and community well-being issues, then work collaboratively to find solutions. 8 2017 Crime Progress Results Provincial Targeted Outcome: 2% reduction in overall violent crime by 2019 Provincial Targeted Outcome: 2% reduction in overall property crime by 2019 Violent Crime Progress Results Violent Crime - Domestic Violence, ncluding Assault, Sexual Assault and Other Crimes against a Person Priority Description: Assaultive behaviour is high in the detachment area and occurs too frequently in domestic disputes Alcohol abuse and illicit drug use increase the risks of being a victim and/or offender of these crimes Sexual assaults in the South Bruce Detachment area are often committed by someone known to the victim, often a family member Abduction complaints in the South Bruce Detachment are directly related to child custody disputes The number of robberies is quite low in the detachment area n the South Bruce Detachment area the most evident "other crimes against a person" are threatening and harassment The majority of "other crimes against a person" are related to a breakdown of a relationship... South Bruce detachment is working with all five Safe Community Committees in seeking the designation of a "Safe Community" through Parachute Canada. School resource officers have completed several presentations in regards to healthy relationships to decrease the acceptability of domestic violence and increase self-awareness. Public meeting conducted with over 200 local business owners and residents in attendance. The meeting highlighted the property crime issues and focused on preventative measures and community responsibilities. Safe Communities - A Secure Ontario 6

South Bruce detachment has a dedicated community mobilization officer that is a member of the Grey Bruce Situational table. 12 presentations were completed to various community groups in regards to crime prevention. South Bruce detachment was featured on Facebook, lnstagram and Twitter. All media releases are shared via our media partners' social media sites. South Bruce detachment continues to lay all appropriate charges in regards to violen_!_c_r:!_mes when grounds exist. South Bruce detachment continues to report to AGCO and lay applicable charges in regards to liquor offences. South Bruce has established and continues to maintain a strong relationship with the AGCO and includes the AGCO in the planning of events that involve a liquor licence. South Bruce detachment has a dedicated detachment analyst who completes weekly analysis reports and maps incidents when trends are identified. South Bruce detachment has developed a process that ensures all members are aware of the strategy and are tasked weekly to complete crime abatement checks. Focus Patrols have assisted in decreasing speed related collisions. Focus patrol has allowed resources to be deployed in a more efficient manner.... Safe Communities - A Secure Ontario 7

10 Property Crime Progress Results Property Crime - *Theft Over $5,000, *Fraud, *Arson, *Break and Enter,+ Theft Under $5,000, +Mischief (Vandalism) Priority Description: The theft of higher value items is increasing in the detachment area Most commonly theft over $5000 occurrences, involve a vehicle, including trucks, automobiles, ATVs and snowmobiles These are crimes of opportunity as the items are usually insecure Arson is an infrequent occurrence in the detachment area and most commonly involves an abandoned building and youth starting fires An overwhelming number of reported frauds in the detachment area were scams reported for police information but no money was lost The South Bruce Detachment continues to place a high priority on reducing victimization resulting from these offences The communities in the detachment area have expressed concern about the number of these offences and their frequency A significant amount of property targeted by thieves was left insecure... Property Crime: Theft Over $5000 Fraud Arson Break and Enters Activity Safe Community Committees to develop local strategies. South Bruce detachment has a dedicated detachment analyst who completes weekly analysis reports and maps incidents when trends are identified. South Bruce detachment has developed a process that ensures all members are aware of the strategy and are tasked weekly to complete crime abatement c~ecks. South Bruce detachment continues to engage Victim Services. There was an increase of 17% in the usage of Victim Services. South Bruce detachment continues to offer CPTED evaluations to victims of crime. This service is an important part of the SafeGuard progra!11. South Bruce detachment continues to submit "street checks". All South Bruce detachment officers training on the new legislation governing "street checks" and are compliant with current directives. 88 media releases were posted in regards to property crimes. All members of the South Bruce Auxiliary Unit have been trained in the SafeGuard program. Eight evaluations were completed in South Bruce detachment was featured on OPP Social Media outlets such as Facebook, twitter and lnstagram. f South Bruce detachment continues to partner with the Canadian Anti-Fraud Centre and provides PhoneBusters information and details to victims. South Bruce detachment is active in the crime abatement program. There are currently 29 parties listed on the program, 73 checks have been completed and 4 charges laid.,. South Bruce detachment continues to utilize intelligence - led policing South Bruce detachment completed 18 focus patrols, five of the focus patrols were centred around property crimes [ South Bruce detachment completed 503 street checks... South Bruce detachment was not able to participate in drug drop off day due to other operational needs. South Bruce detachment continues to work with the Bruce County Health Unit ; and local community groups such as the Meth task force to reduce the acceptability of illicit drug use. 1 A total of 14 media releases and presentations were completed in relation to drug safety. South Bruce detachment completed 5 presentations to senior groups in regards to the risk associated to prescription medications. 32 school "KDS" presentation were completed. South Bruce Safe Community Committees have identified their priorities, one such priority being cyber safety. The committees will work with their local Police Services Board to develop information sessions to increase public awareness. South Bruce detachment continues to work with local school boards to promote and educate students in regards to safe texting and cyber safety. Of the multiple media releases sent by South Bruce... detachment during the year, five focused on cyber safety. South Bruce detachment officers successfully completed e learning modules relating to cyber crimes. Through shift briefings, South Bruce detachment's team leaders ensured all their members were aware of resources available through Crime Prevention Section. South Bruce detachment along with community partners successfully established safe community committees within all 5 municipalities. These committees are a great example of the practical application of Ontario's Mobilization and Engagement Model of Community Policing. Over 30 KDS presentations completed in schools throughout the South Bruce detachment area. South Bruce detachment generated knowledge and information about the "Need Help Now" website through various presentations. 11

South Bruce detachment has designated a member to actively engage in covert internet intelligence assignments. The member has successfully completed all required training. South Bruce detachment has developed positive working relationships with provincial, county and municipal roads departments to share different perspectives and explore different options to increase road safety. South Bruce detachment meets quarterly with roads departments to review road safety concerns. South Bruce detachment has increased communication with : the Ministry of Natural Resources and Forestry to improve officers' knowledge in regards to wildlife behaviour and seasons. South Bruce detachment has established safe community committees in all five municipalities. Each committee shares information from the community in regards to traffic concerns with suggested options.
