2 STATISTICAL NOTES: Criminal Code Offence data are based on Uniform Crime Reporting data submitted to the Canadian Centre for Justice Statistics (CCJS), Statistics Canada, and CCJS scoring rules (i.e. most serious violations and first violations). This data cannot be compared to data published on the Winnipeg Police Service (WPS) CrimeStat website. The static crime numbers contained in this report are derived from historical WPS Monthly Statistical Reports. In order to make a fair comparison, we must use data which has not been allowed to increase due to late reporting of crime. Using static numbers allows us to compare crime levels at a specific point (a frozen snapshot in time) and make an accurate determination of increases or decreases (e.g. January data compared to January data of the previous year collected in the previous year).. Exception: due to the dynamic nature of ongoing homicide investigations these numbers may have been manually updated to reflect the current homicide count. Statistics compared to previous year s statistics provide a brief view of recent change. For a better analysis, the present data should be compared to the five-year average, which can be considered a norm for incidents. Caution should be used when comparing low numbers; low numbers result in large percentage changes. For example, All Other Assaults 2015 = 6 and 2014 = 2. Although this is only an increase of 3 incidents, the percentage increase is 200%. 2 Winnipeg Police Service
