1 Sidney/North Saanich Detachment Mayor s Report Fourth Quarter 2015 October, November and December

2 This reporting period encompasses the fourth and final quarter of the calendar year It is designed to provide the Mayor and Council with a brief overview of policing operations at they pertain to the Town of Sidney and the District of North Saanich as well as a general overview of policing operations within the Detachment area including our four First Nations communities. Annual Performance Plan: The Annual Performance Plan for 2015/2016 is in its final quarter and ends March 31,2016. The 2016/2017 APP will reflect most of the current priorities. The priorities include: Traffic Aggressive Driving, Property Theft, Police Community Relations, Organized Crime (Drug Trafficking) and Youth Presence in the schools and engaging youth. Crime Statistics: Overall, the Island District has a mandate to continue the downward trend of violent crime as well as partner related assaults, property crime and a reduction in the traffic fatality rate. Sidney / North Saanich Detachment contribute to these efforts by monitoring trends. Traffic Safety: The intervention of drinking and driving has remained a priority with counterattack road checks. There was an increase of impaired drivers over this period with the majority of Immediate Roadside Prohibited (IRP) traffic stops and Criminal Code investigations generated by members on general patrol. These efforts resulted in 15 IRP s issued. A total of 743 Violation Tickets were issued this quarter for a variety of aggressive driving, speed, distracted driving, intersection and seatbelt offences. High levels of enforcement have kept serious injury and fatal accident levels at a reduced level over the past year. Our main highway corridors where traffic volume is high see a higher percentage of enforcement.

3 Crime Reduction: During this quarter the targeting of prolific offenders remained consistent. Crime reduction strategies are actively engaged. 185 curfew checks were completed on subjects bound by curfew conditions. Of those, police forwarded only a very small number Breach Probation / Bail Violation charges. During this same period 24 street checks were completed. Our consistent efforts of probation /curfew checks and street checks are ideally preventing further criminal activity. A number of residential break and enter offences occurred in the Dean Park are with jewellery targeted in thefts. These offences remain unsolved. The focus on targeting prolific offenders and seeking court conditions when apprehended is helping to interrupt crime. Ongoing efforts to interrupt drug activity are actively pursued by both general duty members and our General Investigation Section. During this reporting period, two drug trafficking investigations were completed with successful results. These Crime reduction initiatives have been successful to date. 4 Other Break and Enters: total 2 Police/Community Relations and Visibility: The Community Policing members continue to be involved in crime prevention initiatives with volunteer Auxiliary Constables as well as Citizens on Patrol. There have been a number of presentations to local seniors and about trending crimes such as telephone soliciting for donations and frauds, most recently the Canada Revenue Agency scam. The Citizens on Patrol group continue to manage the Speed Watch program, very worthwhile efforts by these dedicated volunteers assisting police in the day to day activities. There has been some recent changes to the Auxiliary Constable program and we are working toward other duties. We continue to work with local media providing press releases and seeking public input. The Community Consultative Group continues to meet regularly, moving forward with ways to consult with and seek input from the public on policing of our communities.
