4 Introductory Message Dear Youth Forum participants, Youth Forum Info Package On behalf of the entire organising committee and indeed the broader work migration working group of the MGCY, we'd like to takethis opportunity to welcome each of you to the Migration Youth Forum. It s an exciting time for us at the global level as we continue to grow and adapt, motivated by our mission to ensure meaningful youth participation in UN processes. This Youth Forum is one of the official side events recognized by the UN during the Intergovernmental Conference to Adopt the Global Compact for Safe, Orderly and Regular Migration (GCM). As long as we have had human communities we have had migration between them. Migration offers an opportunity for exchange of cultures and innovation of ideas, of growth between people's and of people across the world. In recent times, however, migration has become much more of a divisive and controversial topic on the world stage. Migrants have suffered marginalisation and persecution in their host communities, as well as deportation, being forced to return to countries that are no longer safe, or hospitable. The thin line between a migrant and refugee has become almost non-existent in the discourse around the topic and it is important to recognise the nuanced differentiation between those who leave their countries and those are forced to go. In the current economic climate many more young people are choosing to leave their home countries in search of better opportunities, in search of better lives, in search of where they feel they belong. It all adds up to the situation which is multifaceted and complex surrounded by a discourse that is at times unclear. The world of migration is an exciting, yet challenging area in which to work, and we hope to continue to meet and bring inspired young people together in forums like this, to ensure our voices remain relevant and heard. It is in this broader context that we invite you to bring forward your history, your backgrounds, your expertise and your knowledge to this platform to exgage in a novel ideas exchange with other like-minded you on the topic of migration. We encourage you to bring not just the technical but also the personal putting an intimate story to the faceless statistic. 01

6 Background In the New York Declaration for Refugees and Migrants, adopted in September 2016, the GA decided to develop a global compact for safe, orderly and regular migration (GCM). The process to develop this GCM started in April The GA will then hold an intergovernmental conference on international migration in 2018 with the objective to adopting the global compact. The GCM is the first, intergovernmentally negotiated agreement, prepared under the auspices of the United Nations, to cover all dimensions of international migration in a holistic and comprehensive manner. It presents a significant opportunity to improve the governance on migration, to address the challenges associated with today s migration, and to strengthen the contribution of migrants and migration to sustainable development. The success of young people influencing the discussions and content of the GFMD and the GCM process has not passed unnoticed. The United Nations Major Group for Children and Youth (UNMGCY) has actively facilitated the participation of youth throughout the GCM process and partners in the UN system, the Interagency Network on Youth Development, the Civil Society Committee and chairs of the GFMD supported this process. These young people have participated in the regional consultations, the intergovernmental negotiations, submitted official papers and organised webinars, workshops and side events with young people all over the world. We as [young people] are here to lead the way, and to live the implementation and adaptation everyday in our communities. Our statement upon the conclusion of negotiations on the GCM 03
7 Through the official space provided, young people will remain extensively engaged and influence the GCM ifur process. Therefore, UNMGCY will co-ordinate a pre-icm Youth Forum in Marrakesh during Migration Week 2018, which aims to be a young platform for interregional exchange of solutions, challenges, ideas and engagement regarding migration. Our aim is to build capacity and ensure that the young people and their communities are informed, and prepared, to be active part of the GCM implementation from the grassroots to intergovernmental levels. Rationale The Migration Working Group of the United Nations Major Group for Children and Youth (hereinafter referred to as UNMGCY ) is the sole official platform wholly dedicated to youth engagement in the GCM negotiations, implementation, follow up and review. The GFMD, the Civil Society through GFMD civil society steering committee, the IOM, UNICEF and other UN agencies as well as the Moroccan government, aim to ensure a meaningful participation of youth in the ICM in Morocco, December, These partners will thereby collaborate in hosting the youth forum prior to the ICM. The pre-icm Youth Forum aims to be a gathering by and for the young. This youth-led event will be open to all youth who wish to participate. It will draw on youth discussions, positions and actions from different regions through the entire GCM process and seek to build capacity for policy implementation and a sense of public collective ownership of the GCM success. The outcome of the forum and the participation of youth in the GCM consultations and negotiations as well as the plan for implementation and follow up will be presented within intergovernmental and public platforms, including the GCM follow up and review. 04

10 Objectives 1. Strengthen capacity and skills amongst youth for implementation of the Youth Forum Info Package GCM (Capacity Building). As the decision-makers, leaders, and agents of change in their communities, young people need support in developing the specific knowledge and skills required to effectively be a part of GCM implementation. Through knowledge-sharing and peerto-peer workshops we aim to help young people become empowered in their communities and work towards the implementation, follow up and review (ifur) of the GCM. This includes capacity building in not only the topic of migration, the GCM, but also in advocacy skills. 2. Provide a unified voice in the advocacy and policy actions during the GCM implementation, follow up, and review (Policy). The Youth Forum will unite, strengthen and coordinate the voice of youth by providing a unique platform for global representation. Through a participatory consensus-based approach, participants will develop a comprehensive set of priorities pertaining to all aspects of the GCM. It is crucial that the attendees at the Youth Forum are familiar with these priorities and how they came about; a process which we aim to aid them with. This will inform the advocacy avenues and content at the ICM. Further discussions on priorities, opportunities, challenges and trends will be facilitated in the Youth Forum. 3. Ensure visibility of youth priorities and actions of youth (Social Media). Young people are relatively proficient in not only generating visibility in person but also online. Youths have been active stakeholders and are playing important roles in the process leading up to the ICM. Online platforms will be used to engage those young people who cannot attend the ICM or the Youth Forum in person. The forum will provide space for creative campaigns that participants will be able to showcase in their communities around the world. 07
11 Guide to Marrakech Language The official languages in Morocco are Arabic and French. In Marrakech, Spanish and Berber are also spoken. English is common anywhere touristy, but it is definitely handy to know a few words of French. Currency Morocco uses dirhams, and one US dollar will get you about 11 dirhams. Cash is the standard to pay for goods and services. It is recommended to exchange your money from your countries of origin before going to Morocco. Currency exchange is also available at the airport and the city center. Note that you cannot take more than 1000 dirhams in or out of Morocco. ATMs can be found in most Moroccan cities and accept VISA cards. Maestro cards are also accepted in most ATMs. Communications and Data There are three main operators in Morocco: Maroc Telecom, Orange and Inwi. All three providers offer customers 2G, 3G and 4G services. You can pick up free SIM card at the airport arrivals or buy at the city center by showing your passport. Your mobile number is immediately activated when you purchase it. To add credit, there are several prepaid card machines around various towns and cities, and vouchers are stocked in stores and supermarkets. It costs as little as 10 dirhams for 1 GB of data. Do not forget to ask the sellers to set up the SIM for you to avoid inconvenience. 08 All networks require you to have a SIM-unlocked, GSM-compatible international phone. To double check, you have this phone, or whether it s possible for your provider to unlock your device, contact your provider before you leave. Network coverage is strong around the main towns and cities but may suffer as you head toward the countryside or desert regions.
12 Youth Forum Venue Hotel Eden Andalou Aquapark & Spa Address: Km 4, road of Amizmiz Marrakech Phone: +212 (0) / 20 / 21 / 22 / 23 resa@edenandalou.com Youth Forum Info Package This environment-friendly hotel features 3 outdoor swimming pools in the Andalusianstyle gardens, a 1600 m² spa, and spectacular views of the Atlas Mountains. It is 6.6 km from Marrakech Airport and takes 10 minutes when riding a taxi. Free transfers can be arranged with hotel staff to/from the hotel to Jemaa el-fna Square located 15 minutes away. Figure 2. Façade of the venue Access From Marrakech Menara Airport (RAK): Menara Airport is located about 7.4 km outside of Marrakech s city center. By bus: The airport bus service (line 19) operates from 6:30 AM to 11:30 PM and leaves every 30 minutes from outside the terminal building. At a price of 30 dirhams per person (50 dirham return), this bus service takes you directly to Jemaa el-fna. By taxi: Only minimally more expensive than the bus, a taxi ride to Jemaa el-fna takes about 15 minutes. In Marrakech, there are two types of taxis: beige-colored petit taxis circulate within city boundaries only and transport a maximum of 3 people. 09
13 Figure 3. Petit taxis Grand taxis can seat larger groups (and can provide transport to areas outside town). Taxi fares are officially fixed (see Table 1). After 9 PM, an extra 50% is charged. Be aware that some taxi drivers may have to be reminded of the official rates and it is better to negotiate prices before you enter the taxi. Figure 4. Grand taxis 10

You can book for this kind of service online. From Casablanca Airport (CMN) Casablanca Airport is the largest in Morocco. It is a popular port of entry for visitors as flights are sometimes cheaper. Casablanca is 221 km from Marrakech. By train: From the underground train station (Aeroport Med V) at Casablanca Airport, you can transfer to either Mers Sultan, Casa Port, Casa Voyageurs or L'Oasis going to Marrakech. Total trip time just take 45 minutes. The train station in Marrakech is located in Guéliz district at Avenue Hassan II. You can get a small taxi «petit taxi» from the train station to Jemaa el Fna for around 20 Dirhams with travel time of around 10 minutes. Operating hours are from 06:00 AM to 10:00 PM. 11 Figure 5. 15 The total cost of the tickets including transfer is 130 dirhams for 2nd class and 200 dirhams for a 1st class seat. It is also possible to purchase train tickets in advance on the Moroccan Railways website [ By bus: Traveling by bus from Casablanca to Marrakech takes around 3h 30m trip on the highway. Recommended bus companies are CTM or SUPRATOUR. Buses are departing hourly from 6:30 AM until 11:45 PM. Bus fare is 101 dirhams. By (grand) taxi: The usual journey time between Casablanca and Marrakech is approximately 2h 30 min, using the fast dual carriageway. The estimated fare is 266 dirhams per seat. By private transfer: You can also avail this service by booking online. By plane: Royal Air Maroc and Qatar Airlines operate flights from Casablanca to Marrakech. Check their respective websites for price and schedule. Recommended Accommodations Hotel Rawabi Marrakech & Spa Lot N 6 Zone Touristique Agdal, Medina, Marrakech Tel: +212 (0) Standard Room at 436 dirhams per night 12 With an outdoor swimming pool, Hotel Rawabi Marrakech & Spa is a 10-minute drive from the Medina of Marrakech and the Jemaa el-fna Square. It offers a garden, a terrace, and a 24-hour front desk.

17 Located in the Agdal neighborhood, Kech Hotel & Spa overlooks the Oukaimeden Mountains and features a swimming pool and restaurant. It offers modern accommodations with free Wi-Fi and balcony with views of the pool and sun terrace. Hostels in Marrakech: Hostel Kif-Kif Corner Hostel Marrakech Hostel Waka Waka Riadbelko Kasbah Red Castle Hostel Riad Dia Kaktus Hostel The Madrassa Mosaic Hostel Equity Point Electrical Plugs and Voltage In Morocco, the power plugs and sockets are of type C and E. Plug type C is the plug which has two round pins and plug type E is the plug which has two round pins and a hole for the socket's male earthing pin. The standard voltage is 220 V and the standard frequency is 50 Hz. Figure 6. Electrical plugs in Morocco 14 Weather December is one of the cooler months of the year in Marrakesh although temperatures remain fairly mild. The average temperature on any given day in December hovers around 14ºC. This average temperature takes into account a potential low of 8ºC and a high of 20ºC.
18 You should bring some warm clothes for the evenings though, as things get quite chilly at night, with temperatures often dropping to 6ºC. Humidity s low and ranges from around 40% to over 90%, while average rainfall is 35mm over six rainy days. During December, there s an average of ten hours of daylight with seven hours of sunshine each day. Make sure you bring sun cream as UV levels will be moderate. Sunset is around 5:30 PM in December. Youth Forum Info Package Business Hours Banks: 8:15 AM to 11:30 AM; 02:15 PM to 05:30 PM Government offices: 8:30 AM to 04:00 PM Businesses: 9:00 AM to 12:00 PM; 03:00 PM to 08:00 PM from Monday to Saturday, on Fridays, all institutions are closed from 11:00 AM to 03:00 PM Conference Dress Code As a general rule, participants must be dressed in semi-formal attire; however, this is according to one s own cultural tradition. We welcome diversity in clothing as long as it is appropriate for a professional event. Food Morocco produces a large range of Mediterranean fruits, and vegetables and even some tropical ones. Common meats include beef, goat, mutton and lamb, chicken and seafood, which serve as a base for the cuisine. Characteristic flavorings include lemon pickle, argan oil, cold-pressed, unrefined olive oil, and dried fruits. Spices are used extensively in Moroccan food. Tea is an important part of socializing and making the popular green tea with mint is considered something of an art form, with the pouring of tea being considered as important as the tea itself. Must-try dishes: B ssara a simple broad bean soup, traditionally served for breakfast. Tagine a traditional clay pot used to cook a myriad of dishes. Used everywhere from top-notch restaurants to roadside cafés. Chermoula a combination of herbs and spices used to marinade fish before grilling. 15
19 Also used as a dipping sauce. Harira a lamb, tomato and lentil soup served after sunset during the holy month of Ramadan. Couscous a fine-wheat semolina, served along the lines of rice, with a stew of meat and vegetables. It is often garnished with a sweet raisin preserve or with a bowl of buttermilk. Zaalouk a smoked aubergine dip. Often served with other vegetables and bread as a starter. B stilla a pie made from thin layers of pastry, pigeon meat, almonds and eggs, and spiced with saffron. Customs and Etiquette Remember the names of those you meet, and focus your conversation on their family. When invited to a gathering, bring something for the host. Think fresh pastries or small candies. Tip when at a restaurant or being given a service. Wear respectable clothing, especially around mosques and in rural areas. Avoid sleeveless and tight clothing as much as necessary. Use your right hand for greetings, eating, and serving. Physical contact in public is considered impolite or obscene, so try to keep space between yourself and others. Female travelers should use common sense and avoid open interaction with local men in an unfamiliar area or situation. 20 Youth Forum Info Package Health Care There are decent medical facilities in all main cities, including emergency pharmacies and clinics in major hotels outside normal opening hours. Government hospitals provide free or minimal charge for emergency treatment. However, do not expect Western standards of treatment. It is highly recommended that visitors take out travel insurance that will cover medical treatment. Recommended central private hospital is Clinique Internationale. The go-to place offering excellent advice, personal care and a reliable stock of medication is Pharmacie Centrale. There are no specific vaccines required for Marrakech. However, make sure you are up to date with your diphtheria, tetanus, and polio shots. Hepatitis A and B vaccinations are also recommended. Tap water in Marrakech is safe, though some travelers still suffer problems with the water because of different treatment systems. If you have a sensitive stomach, it's best to stick to bottled water or bring a water bottle with a filtration system along on your visit. Personal Safety Marrakech does not have a high crime rate, but it is important to be vigilant and keep your luggage and money secure. As Morocco is a Muslim country that follows Islamic laws and customs, you should be mindful and respect them. Outside of programmed activities in the venue, participants can move with caution and upon their own responsibility. At all times, participants are fully responsible for and requested to take care of their own valuable items, such as purses, wallets, jewelry, and electronic devices.
