INTRODUCTION This information note provides information on administrative and logistical arrangements, along with other relevant information pertaining to the participation in the 3 rd Congress of the World Conference on Constitutional Justice. The Secretariat will try to assist groups. 1.3 Congress Arrangements The Constitutional Court of the Republic of Korea, the Bureau and the Venice Commission as the Secretariat are responsible for planning, coordinating and managing the 3rd Congress of the World Conference on Constitutional Justice (hereinafter the Congress ). As the host country, the Republic of Korea will be responsible for logistical support, including congress facilities, security, protocol, accommodation, transport and accreditation. 5 2.2 Social Programmes The Constitutional Court of the Republic of Korea will host official dinners accompanied with cultural performances each evening during the Congress as set out below. All delegates and their spouses are welcome. The host secretariat kindly requests delegations to submit a participation form (Annex 1). More detailed information will be provided in due course. Welcome Reception Sunday, 28 September, The Shilla Seoul Lunches Monday-Tuesday, September, The Shilla Seoul Dinner Monday, 29 September, The Shilla Seoul (TBD) Farewell Dinner Tuesday, 30 September, National Museum of Korea (TBD) 2.3 Cultural Programmes The Constitutional Court of the Republic of Korea will provide free of charge cultural programmes on 1 October for all delegates. There will be full-day and half-day programme options including DMZ (Demilitarized Zone) course and experiencing both traditional cultures and modern technology of Korea. If you would like to participate in this programme, please submit a participation form (Annex 1). More detailed information will be provided in due course. 2.4 Spouse Programmes Spouses accompanying the Heads of Delegation to the Congress will be welcomed with separate programmes on September. We kindly request each delegation to submit information on the participation of spouses after the decision is made. More detailed information will be provided at a later date. 5
6 3. REGISTRATION 3.1 General Policy A maximum of 4 persons may be registered as a delegation and will be provided with seats in the conference hall. Other accompanying persons such as spouse, interpreter and security officer should be registered in advance to be accredited. Please kindly return the duly completed registration form (Annex 1) by 30 June All delegates participating in the Congress must be accredited. Upon accreditation, a personalized, non-transferable ID badge will be issued. Registration will be done at the designated hotels upon arrival, and passports may be required as a form of identification at the dedicated registration desk. For security reasons, this ID badge must be worn at all times during the Congress. 3.2 Accreditation Category All delegates participating in the Congress should be registered under the following categories: A. Head of the Delegation B. Member of the Delegation C. Spouse D. Interpreter E. Security Officer 4. ARRIVALS AND DEPARTURES 4.1 Airport The Incheon International Airport is the main airport for arrivals and departures. 4.2 Ground Transportation All delegates will be provided with suitable transportation between the Incheon International Airport and hotels on the day of their arrival and departure. In order to facilitate the arrival/departure procedures, all delegations are required to inform the Constitutional Court of the Republic of Korea of their flight schedules and other relevant information as soon as possible (Annex 1). More detailed information on airport logistical arrangements will be provided in due course. 4.3 Visas In order to enter Korea, all delegates are required to present their valid passports with appropriate entry visas, except for delegates from countries that have a Visa Waiver Agreement with Korea. Delegates are advised to obtain their visas in advance if required. For those participants who need a visa to enter Korea, the Constitutional Court of the Republic of Korea will provide an invitation letter. For further information, please check the Korean Embassy or Consular Office in your respective countries or visit the following website: 6
7 4.4 Vaccination A vaccination certificate is not required for entry into Korea. 5. TRANSPORTATION 5.1 Courtesy Shuttle Service between the Venue and the Recommended Hotels Courtesy shuttle services will be provided between the Shilla and the other two recommended hotels during the Congress. The shuttle bus schedule will be provided in due course. 5.2 Transportation for Farewell Dinner For the Farewell Dinner, which will be held on 30 September at the National Museum of Korea (TBD), transportation will be provided free of charge. 6. ACCOMMODATION 6.1 Hotel Reservation For the participants of the Congress, the Constitutional Court of Korea has blocked hotel rooms at special prices as set out below. Since the Congress will take place during the high season in Korea and the number and types of rooms at special prices are limited, it is highly recommended for each delegation to make a reservation as early as possible. Delegations that have not made a reservation yet are kindly requested to fill out the Hotel Reservation Form (Annex 2) and return it to the Constitutional Court of the Republic of Korea via or fax as soon as possible. Please note that delegations are responsible for all the costs associated with accommodation. 6.2 Recommended Hotels A. 9 7 VENUE FACILITIES AND SERVICES 7.1 Outlines of Site Plan The main venue of the Congress and support facilities will be set up at the Shilla. GENERAL INFORMATION 8.1 Seoul Seoul has been the capital city of Korea for more than 600 years. Its population is around 12 million, about 25 percent of the total population of Korea. For more information on Seoul, please visit 9
10 8.2 Climate Korea has four distinct seasons. Summers are hot and humid, while winters are often snowy and cold. During the Congress period in September, Korea has warm, dry and sunny weather with cobalt blue skies. It is the ideal season to visit Korea. The average temperature in September is 21.5 (70.7 ). The average daily temperature for 28 September - 1 October for the past 3 years was 19.5 (67.1 ) with lows at 16.3 (61.3 ) and highs 23.1 (73.5 ). 8.3 Currency and Banking The official unit of the Korean currency is the Won (KRW). The exchange rate of USD 1 is approximately equivalent to KRW 1,041 (as of 25 April 2014). Currency exchange is available at banks, airports and major hotels in Korea. ATM services are also available at most hotels in Korea including the Congress venue. Tipping is not expected in most restaurants and hotels in Korea. 8.4 Credit Cards Most large stores, hotels and restaurants in Seoul accept major international credit cards. However, it is advised to carry some cash since certain small establishments and stores may not accept credit cards. 8.5 Electricity The power supply in Korea is 220V/60 Hz. Two in-line holed sockets (two round-pinned plugs) are used. Adaptors and converters may be needed for Delegations from countries that use 110V or other different types of plugs. 8.6 Local time Standard time zone: GMT +9 hours 8.7 Internet Access Free Wi-Fi service will be available in the meeting rooms and lobby of the Shilla as well as in the rooms of the recommended hotels. 10
11 8.8 Local & International Phone Calls The Country code of Korea for international inbound call is 82, and the area code of Seoul is 02. For international outbound calls from Korea, 001, 002, or should be dialed first followed by the appropriate country code and the phone number. Mobile Phones Mobile phones and Personal Digital Assistants using GSM frequencies do not function in Korea. Supported protocols in Korea include: CDMA (800/1800), iden (800), WCDMA (2100). 3G (WCDMA) devices will function in Korea unless roaming services are blocked by their local service providers. Delegations are advised to contact their local service providers to ensure that the roaming service is not blocked. For 2G devices, delegations should contact their current wireless service providers to ensure that Korean service providers such as KT (KTF), SKTelecom, LG Uplus and KT Powertel are included in their primary roaming list and advised to apply for roaming services before departure. 8.9 Useful Telephone Numbers Fire/Medical Emergencies: 119 Police: 112 Dasan Call Center: 120 (Seoul City Information: Tourism, Transportation, etc.) 9.
