Approval of the Minutes March minutes were approved. All were in agreement.

2 Elected Officials Reports: None Staff Reports: JSO LT Ricks, Jimmy Not present. For assistance and information call the JSO Zone 1 Sub Station at or JSOzone1@jaxsheriff.org Jacksonville Fire and Rescue Department Robin Gainey had nothing to report. Robin Gainey can be Mayor s Liaison E. Denise Lee announced she will have a part-time position working with her to improve blight and community outreach. Neighborhoods adjacent to fire stations in Blight Neighborhoods will work with JFRD and COJ twice a month to help prevent blight. Outreach will include safety tips, installing smoke detectors and door hangers will be placed in the neighborhoods. Park and Recreation, Public Works and Code Enforcement are all working together to make this a success. The apartments on Payne Street are being demolished and twelve single family homes will be built in that area. The Fourth Annual Earth Day, Downtown Cleanup will be held from 8 a.m. to 10 a.m. on Saturday, April 23, Everyone will meet at the Jacksonville Landing. Beverly Clark thanked Code and Compliance for doing a great job in the Planet Watch Neighborhood. Darcel Harris asked how we can get the word out to the community to help clean up our neighborhood. Ms. Lee stated get the Fight Blight Application on your cell phone; the City also has refrigerator magnets; Solid Waste brochures were mailed out to the community; read the two JTA City Buses rapped with the Fight Blight message and flyers. The tire and snipe sign buy back will be held again at Everbank Field on May 7 th. E. Denise Lee can be reached at or EDeniseL@coj.net Duval County Public Schools Iranetta Wright, the School Board meeting on boundary changes will be held on April 5, The schools in the Urban Core affected are Long Branch, John Love, R.L. Brown and Andrew Jackson. In the month of May we will be having a Reading Celebration in Hemming Plaza. A flyer will be sent to Stacey Burch for distribution. 3 Florida Department of Transportation (FDOT) Jim Green, work will begin on the Hart Bridge with the cables and the drainage at night, the project should be completed in the summer of The Main Street Bridge construction has started. There will be night time closures and detours thru There will be two resurfacing projects starting soon, Golfair Boulevard from I-95 to Main Street and Norwood from I-95 to Golfair Boulevard. Darcel Harris asked how it is communicated to the community that construction is going to be happening in the area. For FDOT Jim Green sends out s to the community leaders and signs are posted in the community. Jim Green can be reached at or Community Planning Division Lisa Ransom, the Governmental Affairs Subcommittee did not meet during the month of March and there were no applications to discuss; May 12 th is the Historic Preservation Awards Ceremony with a start time of 6:15 p.m. at the main Library. The cost is free. Lisa Ransom can be reached at or lransom@coj.net Parks & Recreation Mark Hartley, the A. Phillip Randolph fence has been fabricated and waiting on delivery; the Oakland Park gate was stolen, it will take Parks & Recreation a little time to acquire the funding to replace the gate; the contractor tried to straight out the fence for the Liberty Street Park, but failed, so the parts have been ordered for the fence; we are in the process of looking at a new matting under the swings at A. Phillip Randolph. Public Works and Parks and Recreation are working together to solve the drainage problem at Raymond E. Davis Park. You can enter Confederate Park through the doggie park entrance. There is a possibility the park maybe closed for one or two days because of construction. We will do our best to inform the community. Mark Hartley can be reached at or mhartley@coj.net Jacksonville Public Library Michael Sullivan announced the Brentwood Library has submitted a CIP to replace the building by We would like to move our adult level of books and computer to the 2 nd floor. The Brentwood Library is currently 6 th on the CIP list out of 7 projects. We would like to replace the Dallas Graham Library two blocks North on Myrtle Ave to a mixed used faculty that would include an apartment complex for senior living and a shopping plaza. The library would be 25,000 square feet. The Northwest CDC approached the library to discuss maybe moving the library to this location. The community is concerned the current Dallas Graham Library will be demolished for a bigger and better library. This question was raised two months ago and the CPAC was assured the library would remain. After a lengthy discussion it was agreed that subject will be researched and discussed in the future. Ronnie King (Library Board of Trusties, Vice Chair) and Phenessa Gary (Manager for the Eastside and Brentwood Libraries) were present. The next library board meeting will be held April 14, noon, at the main library. Public Works John Baxter, at North Market Street and 11 th Street there was a maintenance issue. The sewer needed to be cleaned out to unplug the drainage in the area. Once the outlet system was cleaned out at 22 nd Street and Hubbard Street there was zero flooding in the Urban Core CPAC April 4, 2016 Meeting Summary Page 3

4 community. The maintenance did not address Silver Street and 7 th Ave. Mr. Baxter will send a copy of the drainage study and the list of CIP s for the Urban Core to Stacey Burch. Mr. Baxter acknowledged he is waiting on funding for East 5 th Street and Florida Ave and 4 th Street and Harrison Street. This is part of The Lower Eastside Drainage Improvement Project. Mr. Baxter is asking for the community to speak with their Councilman to get more support. Public Works is responsible for all school crossing lines in the road. Will Williams (Acting Chief of Solid Waste) stated he will speak with Bill Joyce and John Pappas about notifying the community before the street sweepers come to the Springfield area. Mr. Williams will have an answer for the CPAC at the May meeting. TECO and JEA have to go through the planning department to get the permits to do construction. Jordan Pope can be reached at or at popja@jea.com Jacksonville Transportation Authority Cheryl Riddick, JTA is looking to create a map overlay of all bus stops in each CPAC. This will help the community become aware of which bus stops JTA is working on. JTA has a new outreach group that will be in the community passing out the new route schedules. Ashley Rogan can be contacted at or arogan@coj.net Neighborhood Coordinator s Report: Free counseling for Veterans in the Military and Veterans Affairs Office on Thursday April 23, 2016, from 3 to 6 p.m. Stacey Burch asked for an update on Rev. Hamilton and his wife. Kim Pryor stated that she saw him a couple of days ago and he said everything was fine. Stacey Burch can be reached at or sburch@coj.net Chair s Report The Chair proposed the CPAC take a different approach to conducting CPAC business. All questions or issues will be ed to Stacey Burch seven days before the CPAC meeting to get answered at the CPAC meeting under new business. If the question is not answered at the next CPAC meeting, then it will move under the old business agenda section until it is answered. If the question continues to be under old business for a great length of time then the CPAC will send a letter to the appropriate person or department. Kim Pryor suggested putting a date on the items under old business; speaker cards will be used for public comments; if you have people in the community that have questions they can send them directly to Stacey Burch. Lisa Ransom made it clear that most COJ staff was asked to be at the CPAC meetings. Urban Core CPAC April 4, 2016 Meeting Summary Page 4

5 After a very lengthy discussion the Chair asked everyone to submit the name of a subcommittee that they would like to become a member. The Chair would like to have all the information no later than April 11, All replies will be ed to Stacey Burch. Unfinished Business: Will the Urban Core CPAC have a meeting in the month of July? Kim Pryor made a motion to leave the meeting as scheduled in July and visit this issue again in June to see if we really needed the meeting in July. This was seconded and voted upon and the majority agreed. New Business: You can send all your 630-CITY reference numbers to Stacey Burch and he will follow up on the issue. Public Comments/Announcements: Kim Pryor asked Bruce Chauncey from Code and Compliance what happened with the property at 439 East 1 st Street. Mr. Chauncey stated he was never told the property was going to be demolished. He had repeatedly asked his contract manager and division chief for the answer. Michelle Tappouni asked Greg Radlinski if the T.R.U.E. Commission had received any information on The Friends of Hemming Plaza requesting or receiving $250,000 to create a stage in Hemming Plaza. Greg Radlinski stated no information has been received by the TRUE Commission. April 23, 2016 is Earth Day at the Landing. Adjournment A motion was made to adjourn and all agreed.
