QUOTE 1 Comradely yours, Sd/- (Dipankar Mitra) General Secretary The 8 th Triennial Conference of All India UCO Bank Officers Federation was held at Chennai on 1 st, 2 nd & 3 rd December The Conference was hosted by Federation s Tamil Nadu Unit in association with Andhra Pradesh, Karnataka and Kerala Units. The Inaugural Session was held in Hotel The Savera on 1 st December, Among other dignitaries and guests, Shri V Narayanasamy, Hon'ble Union Minister of State, Personnel, Public Grievances & Pensions, Prime Minister Office, Shri Arun Kaul, Chairman & Managing Director, UCO Bank, Shri N R Badrinarayanan, Executive Director, UCO Bank, and Com. P K Sarkar, President, AIBOC & Convenor, UFBU attended the Open Session. Other notables present in the Session were Com. K D Khera, Former President, AIBOC, Shri P K Dutta, General Manager, Flagship Corporate, HO, Dr. PN Verma, General Manager & Circle Head, Chennai, Shri Himadri Dutta, General Manager, HRM & PSD, HO, Com. D Thomas Franco Rajendra Dev, Treasurer, AIBOC, Com. T Natarajan, General Secretary, All India Indian Bank Officers' Association, Com. K Ananda Kumar, General Secretary, Indian Overseas Bank Officers' Association, Com. A R Saifullah, General Secretary, All India Central Bank Officers' Association, Com. K Vijhayan, President, All India UCO Bank Staff Union, Zonal Managers of Chennai, Hyderabad, Ernakulam, Bangalore and Coimbatore and large number of Executives, retired functionaries of Federation and its affiliates, retired Executives and Officers of the Bank, leaders of the fraternal organisations, the Delegates & Observers
2 from all over the country and members of Media. The Inaugural Session wore a festive look due to presence of large number of distinguished dignitaries and guests as stated above as well as large number of our members in jubilant and exhilarating mood. After offering of floral bouquets to the dignitaries, the Inaugural Session started with invocation of VANDEMATARAM by Com. Y Sankaran, member of our Tamil Nadu Unit. Shri K Seshadri, Chairman, Reception Committee and former President of All India UCO Bank Officers Federation, delivered his welcome address. Shri V Narayanasamy, Hon'ble Union Minister of State, Personnel, Public Grievances & Pensions, Prime Minister Office, inaugurated the Conference by lighting lamp. After formal inauguration of the Conference by Shri V Narayanasamy and other distinguished dignitaries, Shri V Narayanasamy delivered his inaugural address in an immaculate and cogent manner. He expressed his happiness regarding rapid expansion of UCO Bank branches and placed himself as a very old customer of the bank. Shri Narayanswami also expressed satisfaction over the excellent relationship between UCO Bank Management and our Federation. He stressed the need for genial relationship between management and trade union for the growth of the bank. He also appreciated the excellent customer service being rendered by officers and employees of UCO Bank. He emphasized on the Government s scheme of crediting cash subsidy to the bank accounts of beneficiaries as this would eliminate corruption and subsidy shall reach the actual beneficiaries and to make this scheme successful bank employees and officers will have a greater role play. He assured that the Government is determined to protect honest bank officers in case they fall into accountability trap in the course of taking business decisions. Pay Orders of sanctioned loan for financial assistance were handed over to different SHGs and borrowers by the Hon ble Minister in the presence of all luminaries. Shri Arun Kaul, Chairman & Managing Director, UCO Bank and Chief Guest of the function appreciated the officers for their proactive role-play for the growth and development of the bank. However, he expressed his dissatisfaction on poor mobilization of CASA and he requested the officers and employees of the bank to give special stress on increasing the clientele base which is on the lower side in comparison to peer banks. He requested the officers and employees of the bank to give special emphasize on mobilization of CASA and NPA recovery. Shri N R Badrinarayanan, Executive Director and Guest of Honour of the function appreciated the performance of officers while addressing the audience. He also assured to protect the honest officers. Com. P K Sarkar, President, AIBOC & Convenor of UFBU delivered his key note address in presence of Shri V Narayanasamy, Hon'ble Union Minister of State, Personnel, Public Grievances & Pensions, Prime Minister Office. Com. Sarkar highlighted the agonies and sufferings of officers due to vigilance actions as well as CBI and Police actions while officers of Private Sector Banks and Foreign Banks do not face such harassment. He highlighted the discriminations meted to bank officers in respect of salary & allowances and pensionary benefits. He urged upon the Hon ble Minister to use his good offices to ensure protection of interest of officers of Public Sector Banks. The undersigned in his address highlighted the problems being faced by officers of our bank vis-à-vis Management attitude towards majority officers Federation, which continues to affect the IR climate thereby hindering growth of bank and its officers. 2

J C Shandil, President of our Federation proposed the vote of thanks. The Inaugural Session came to an end with the recital of the national anthem Jana Gana Mana Adhinayaka Jai Hai., by the entire House. The Delegate Session of 8 th Triennial Conference of AIUCBOF was held in Hotel The Savera, Chennai on 2 nd & 3 rd December, The Session commenced on 2 nd December, 2012 after Com. R Vaidyanathan, General Secretary, UCBOA, Tamil Nadu welcomed the Delegates and Observers to the Delegate Session. Under the backdrop of continued financial crisis in European countries, India s sluggish growth with high rate of inflation, popular people uprising in middle east countries against autocratic rulers, slew of reform measures initiated by the Government, which includes FDI in Retail, Insurance, Pension, amendment to Banking Regulation Act, Government s unilateral actions to jeopardize bilateral mechanism; and above all, recent Government actions as a prelude to merger of Public Sector Banks coupled with high expectations of Bank officers and employees to have a reasonable wage settlement and improvements in pensionary benefits comparable with Government and PSU sectors, this Conference could assume a serious dimension and magnitude. The General Secretary, AIUCBOF, placed his report before the House for the triennial period covering international, national and banking scenario; both industry and bank level. He also covered in detail the developments at Confederation, our Bank and our Federation level. He attached importance to the attacks on bank officers, their struggles, indifferent attitude of the bank management leading to conflicts and deterioration in bilateral relation. He presented changes on the anvil in detail so as to prepare our comrades to adapt and face the same. He stressed special emphasize on recent Government direction, which is nothing but prelude to merger. He also highlighted Government actions to interfere in HR issues bypassing bilateralism as well as our Management s actions to promote and pamper minority officers organization at the cost of Bank and its officers. Regarding Task Ahead, he stressed the need for affiliates of UFBU and AIBOC to become very strong and confident forgetting sectoral interests. He urged upon the Delegates and Observers to remain in absolute readiness to face and repulse attacks on officers as well as to plunge into social welfare activities. 47 Delegates & Observers deliberated on General Secretary s report on various topics and put forth some useful suggestions for the incoming committee. All the speakers appreciated the report placed by the General Secretary as it was very comprehensive covering all aspects affecting us. For the first time, five best speakers were awarded prizes. Thereafter, the General Secretary s report was adopted by the House unanimously. 3
4 Com. Alok Das, Treasurer, AIUCBOF placed audited statements of accounts for triennial period, which were also adopted unanimously. The Amendments to the Constitution and 14 Resolutions were also adopted unanimously. One important amendment brought to the Constitution was co-option of twelve members especially from younger generation in order to prepare them to shoulder the leadership in future. 12 Delegates & Observers deliberated on the agenda of any other matter giving some important and useful suggestions for guidance of the incoming Committee. On second day of the Delegate Session, the Election Commission to elect Office Bearers of Federation for the term was constituted with Com. G T Tulsankar of Maharastra Unit being assisted by Com. M J Amla of Himachal Pradesh Unit. Com. Rakesh Verma, a Delegate of Himachal Pradesh Unit proposed the following panel of Office Bearers seconded by Com. B G R Prasad, a Delegate of Karnataka Unit. As there was no other panel or contestant, the entire panel as proposed by Com. Rakesh Verma and seconded by Com. This Conference will, no doubt, remain as a milestone in the history of Federation.
