Enhanced Efficiency through Training b) Introduction of attitudinal change programme and soft skills for Police personnel. Training regarding basic computer and Technology driven system like CCTNS to be implemented at the level of States / UTs. c) Police officers to be sensitive to the expectations of citizen especially in naxal/insurgency/ militancy affected areas. Developing Course curriculum of basic training and in services courses for all ranks to be modified. A special emphasis on laws, rules, procedures and growth of soft skill amongst Police personnel to be given at different levels of training. NPA, NEPA and Training Academies and Training Centres of all States/UTs to submit the modified course curriculum of basic training and in service courses. CRPF to form a committee in which police officers, civil authorities of naxal/insurgency/ militancy affected states to be included for finalizing the capsule courses curriculum. 09 States/UTs (Assam, Gujarat, Haryana, Tamil Nadu, UO, Delhi, Bihar, J & K, Telangana, and Chandigarh) have constituted a Committee and modified course curriculum forwarded to SVP, NPA Hyderabad. S.V.P. NPA: A committee under the chairmanship of Jt. Director (A&SC), Dy. Director (Estt.), Dy. Director (IT & Comm.) as members has already been constituted. Modified course curriculum being received from various Training Institutions. The above committee will compile and submit the consolidated modified course curriculum to MHA through BPR & D shortly. CRPF: For preparation of capsule courses curriculum, CRPF has constituted a Committee headed by Shri Sudhir Pratap Singh, IPS, ADG (Training) with the following officers who have expertise in the field of training, naxal/ insurgency/ militancy affected area: 1. Shri V. S. Yadav, IPS, IG (Trg.) 2. Shri Zulfiquar Hussain, IPS, IG (Ops) Dte. 3. Shri Atul Karwal, IPS, IG Srinagar 4. Shri Sadanand Date, IPS, IG Chattisgarh 5. Shri Piyush Anand, IPS, IG (Odisha) 6. Shri Rajnish Rai, IPS, IG (North East Sector) 05 meetings on the subject have already been conducted by CRPF and a draft course curriculum has been prepared for approval of DG, CRPF. The same will be submitted to MHA. 1 P age

Technological Intervention to improve performance a) Empowering the beat policemen with technology such as Smart Phone, Palm Top etc. to respond in definite area of responsibility (beat system). b) GPS fitted Police Vehicle to ensure quick response and inculcate accountability. c) Introduction of IT based applications for bringing accountability and efficiency in Police working. Few States have already taken a lead and using various cutting edge technologies for policing. Following initiatives/good practices have been identified which can be replicated to other States/UTs as pilot projects: a) Suraksha Setu Surat Safe City Project of Gujarat b) Computerization of Police Work (Police IT Eco-System) of Karnataka Following initiatives/good practices have been identified which can be replicated to other States/UTs as pilot projects: a) The HIMMAT Safety Solution for Women of Delhi b) e-challan System for prosecution of traffic violations of Delhi c) Complaint-Kiosk called I-CLICK of Chandigarh 11 States/UTs (Rajasthan, Gujarat, Bihar, Chandigarh, Mizoram, West Bengal, Goa, Uttarakhand, A & N, Daman & Diu & Kerala) have implemented various technology related Best Practices in their States / UTs to increase overall efficiency of Police. Few Best Practices such as RAJCOP Citizen Act, CCTV surveillance, Facilities of automatic videography and recording in Police Patrol Vehicles fitted with GPS, HIMMAT Safety Solution for Women, I Click System to receive public complaints, e-challan System, Integrated Traffic Management System, Computerization in Police Work, Automatic Number Plate recognition, Red Light Violation Detection System, Face recognition System, Finger Print Technology, Hand held e-challan System, AASAAN Application Management System etc. 2 P age

3 a) Community Policing By increasing the Public Participation and holding quality interaction, sessions with public to ascertain their expectations. Best Practices like SAANJH in Punjab, Amapolice, Mahila and Shishu Desk of Odisha Police, Operation SMILE of UP Police, Project Prahari Community Policing initiative by Assam for conflict resolution through Community participation, Student Police Cadet Project by Kerala etc. to be followed. 07 States/UTs (Goa, Gujarat, Karnataka, Pondicherry, Chandigarh, West Bengal, and Madhya Pradesh) have introduced various practices to create an interface between Public & Police. 3. Winning Public Trust and Confidence Building b) Service Delivery and Grievance Redressal Enforcing time bound grievance redressal as well as Service Delivery. BPR & D to compile the various services related to Police in terms of service delivery to the citizen in a time bound manner. BPR & D has shortlisted 45 different Public Delivery Services related to Policing for implementation/introduction in all the States/UTs in a time bound manner with provisions of penalty for defaulters. The Final compilation in the form of booklet has been circulated to all concerned for implementation vide BPR & D UO No. 73/06/2016- DD (E) dated (Copy enclosed as Appendix A ). Intimation in this regard, has also been conveyed to Police Modernization and Police-I Divisions of MHA. The booklet is being uploaded on BPR & D website for wider circulation. 4. Introduction of Innovations and Modern Application in Policing c) Police internship for young men and women who are still in college. Such people may be given preferences for police job. a) Implementation of the Concept of Smart Police Station Building. Kerala Police was requested to prepare a white paper on the issue and submit the same to MHA for approval. Suggested guidelines on SMART Police Station may be formulated by BPR & D. The concept of Women Helpdesk and other aspects related to gender sensitive to be incorporated in these guidelines. These guidelines to be approved by MHA and circulated to all States/UTs for their further necessary action. Kerala Police Academy vide letter no. Trg I/676/2016/KEPA dated (Copy enclosed as Appendix B ) has submitted a white paper on the topic Police internship for young men and women who are still in college. The same is under scrutiny and examination. Revised Standards for construction of Model Police Station Buildings have been prepared by BPR & D and circulated to all concerned for implementation vide letter no. 43/03/2013-BLDF-Standard (Part- File)/40 dated (Copy enclosed as Appendix C ). Intimation in this regard, has also been conveyed to Police Modernization and Police-I Divisions of MHA. 3 P age

4 Introduction of Innovations and Modern Application in Policing b) SMART & Weather Compliant Uniform to be developed and implemented. c) Adequate Manpower to ensure fixed duty hours and to provide timely relief to Policemen to reduce fatigue and mental stress. d) To establish Integrated Communication, Command & Control Centre Security & Surveillance System incorporated with Emergency Response Mechanism A research plan project on this issue is already under way with BPR & D. On completion, the recommendations of the study will be sent to MHA for their approval. Optimum Police Population ratio needs to be worked out by each State based on population, crime rate, law and order situation etc. Hence, special drive to fill up vacancies and obtain sanction of addl. Manpower by respective States/UTs. These Standards have been uploaded on BPR & D website for wider circulation. The research Plan Project on Smart Policeman Developing Designing and Trial of High Performance Uniforms Articles and Accessories undertaken by National Design Business Incubator (NDBI), National Institute of Design, Ahmedabad is in final stage. After completion of the project, the recommendations of the research Study will be sent to MHA for further necessary action. On-going process. MHA (PM Division), in furtherance to roadmap for implementation of the concept of SMART Policing, had requested State Governments to consider the following three initiatives in their States: a) Centralized call and dispatch Centre to implement integrated efficient emergency response system for police/medical/fire/others. b) Establishment of integrated command and control Centre with a network of CCTV cameras and OFC connectivity for one city; c) Integrated traffic management and e-challan system for one city. Accordingly, all States have started including suggested aspects / initiatives in their Annual Action Plan under MPF Scheme during e) Women Safety Various States/UTs have already taken initiatives towards the issue of Women Safety and developed applications as safety solution for women like HIMMAT App by Delhi Police, Dedicated Helpline for women 1090 in Odisha etc. 13 States / UTs (Delhi, Odisha, Mizoram, Gujarat, Haryana, Chandigarh, Puducherry, Tamil Nadu. Meghalaya, Andaman & Nicobar, Daman & Diu, Chhattisgarh and Rajasthan) have confirmed the steps initiated by them to ensure the women safety in their States / UTs. Few Apps which are already implemented are Swaraksha App of Gujarat, Mobile Safety App Smart 24x7 of Chandigarh, Mitra of Puducherry etc. 4 P age

5 a) Separation of Investigation from Law and Order duties MHA may advise the states/uts to find out the modalities how the investigation can be separated from law and order duties. MHA may review the situation from time to time. On-going process. 5. Improved Investigation through Scientific Aid and Applications b) Help of Forensic, Cyber experts and psychologist should be taken in investigation. States to consider creating Forensic Units at each District level along with mobile forensic units. In view of increase Cyber Crime more training to Police officers on Cyber issues and creation of cyber forensic units in existing forensic lab to be undertaken. As regards to financial assistance for acquisition of gadgets / equipment, States/UTs may incorporate the required gadgets/ equipment in their Annual Action Plan under MPF Scheme. States / UTs have started projecting sufficient forensic equipment /gadgets in their Annual Action Plan under MPF Scheme during P age
