"Asprant" when used n th' ttle, mean8 anyone canvassng for an electve publc ofdlce under the proveon of ths ttle. "General Electons" means any electlon for the offces of the Prerdent, Vce Presdent, Senators and Bapreaentatlves held every sr (6) yearr. "Specal Electons" means electon purruant.to Artlcler 64 and 91 of the Constltuton called for the eurpore of flllhg vacancler n the offcer of the Prerldent and Vce Presdent and for the purpose of adaptng an amendment toathe Conrttuton, and to nclude electlon to fll the vacances created for'the atacton: of flfty percent of the members of the Senate. 1 "By-Electon" meanr any electon other than a general or specal electon as provlded for under the prorlson of Artcle 37 of the Conrtltutlon and to otherwre nclude electon called for the purpoae of fllng vacances created as a result of unexplred term n an electlve poston other than the Presdency and the Vce Presdency. "Bun-off Electon" means an electlon follorng.the result of the frst ballot where no canddate obtans an abrolute majorty. "Gven Name" or "Frst Name" means the name preceedlng the surname of any perron quallfled to vote. "Absolute Majorty of Voter. means a number of votes greater than one-half the number of all voterr who vote at an electon, exclusve of voters,whore ballot papers are rejected.' "Consttuency" means a dellnented area of a defned populaton whch r qualfed to have one rqpreaentatlve n the Natonal Legslature. "Domcle" when used n ths ttle ahall.refer to the resdence n the constltuency of an asprant or canddate who seeks electve publc offce n whlch he lver and pays taxes. "Resdence" means a place where a voter lver.

"Votng Precnct" menns an aren desgnated n a consttuency where not less than a thousand regstered voters may assemble for the purpose of castlng ther ballots durng an electon. "Voter" means any qualfed person who has.been regularly regstered nnd n posresson of a Regstraton Card and,whose nume appenrs on n regstraton roll. "Regstraton Card" means a cnrd ssued by the Electons Commsson to an elector as an dentlfcaton showng hls/her name, and consttuency, center and roll numbers whch enttles hm/her to vole durng an electon. Relacton Wrt" means a wrt ssued by the Elactlons Commsson drectng the holdng of an electon. RMagstrnte of Electons" means an electons offcer representng the Electon Commsson n the area of hs appontment to perform such dutes and functons prescrbed n ths ttle under the drecton nnd supervson of the Electons Commsson "Charman" when used n ths ttle rhall rete? to the Charman of the Electons Commsson. "Co-Charman" s one of the Commssoners who has been desgnated as such to assst the Charman n the admnstratve nffars of the Commsson. "Commssoner" means any of the f ve-member Commsson. 1UELLCst sl SrclaraLna Any declaraton requred to be made under the provson of ths ttle and made before any person authorzed by ths ttle to receve such declnratoq shall have the same force and effect and n case of false declaraton to the same penalty, as f such declnraton had been made to any offcal authorzed under the laws of the Republc to admnster an oath. Uz,PLQQWCLARdRULLL The Electons Commrslon, as an autonomous agency of Government, tndependent of any branch of the Government, shall have the followng powers and 4utesr To admnster and enforce a11 laws relatve to the conduct of electons throughout the Republc of Lbera. To organze the offce of the Electlonr Commlsrlon n manner ar may be necessary and praotcable for the effectlve operaton of the Comrnrrlon. To propore to the Natlonal Leglrlature for enactment, amendment to, and repeal of, any provron of the Elect on Law. To glve accredtaton to, and regrter a11 polltcal part er and ndependent candldater who meet the mlnlmum reglrtraton rcqurementr lad down by the Commlrrlon, by whlch authorlty they may exerclrs polltcal franchlrc under revelant provlrlonr of the CanrtLtuton. Upon objsctlona made by any perron or group of perron, the Electlons Commtrrlon may reject, and f already reglatered, revoke the csrtlftcate 02 aocred~atlon of rald party or ndependent canddate, rubjecthappeal to the Supreme Court of Ltberla. The ~revocatlon of the applcaton of any propored polt'tlcal party for rccredltatlon as a full-fledged polltlcal party shall be predcated upon the followtng actorr: '

14 1) Where a proposed poltcal party or an ndependent canddate retans, organzes, trans or equps any person or group of persons for the use or dsplay of physcal force or coercon n promotng any objectves or nterest, or arouse reasonable app,rehenson that they are so organzed, trrned or equpped, or.jy reason of ther ams, or conduct or the behavor of ther adherents, seek to mpar or abolsh the free democratc socety of Lbera, or to endanger the exstence of the Republlc, or whose tendency 8nd behavor are nconsstent wth the free democratc process of the Republc. () To revoke the regstraton and accredtaton of an already legal party only upon the judcal determnaton of court of competent jursdcton, n accordance wth due process. (g) (h) Conduct all clectlons for electve publc offces ncludng the cheftancy electon and all referanda and declare.the results thereof. Formulate and enforce gudelnes controllng the conduct of all electons for electve publc offces whch gudelnes shall not be nconsstent wth the Provsons of the Consttuton and the Electons Law. (1) n consulteton wlth the Prerdent of Lbera and such other approprate offcals of government nppont a11 such offcals and employees as may be necessary for the effectve perormance of the dutes and functons of the Comn s s on. (1) n consultaton wth the approprate local off~clmlo, appont electons offcers n the poltcal sub-dvsons of the country who shall pcforrn thelr dutes under the drecton and supervson of the Commsson and n accordance wth the provsons of ths ttle. (k) Mantan a regster of all qualfed voters whch shall be subject to nspecton under the provrlon of ths ttle. (1) Establsh consttuences n every poltcal sub-dvson and re-spport on the same when deemed necesrary and expedent n accordance wth populaton fgure. (m) Malntnn a regster of the Consttuton, Artcle of ncorporaton and Rules of a11 polltcal partes mnd ndependent canddates and ther organzatons and any amendment thereto. 7.

Prescrbe the knds of records to be kept by all poltcal partes and ndependent canddates and ther organzatons and the manner n whch they hall be kept, Examne nto and audt, or cause to be audted, the fnanc,al transactons of a11 poltcal partes and ndependent canddates and ther organzatons by a chartered publc accountant who shall not be 'a member of any poltcal party or the organzaton of any lndependent canddate. Be the sole judge of all contests relatng to the electon r.esuts, and the accredtaton of all successful members who have been duly elected as Presdent, Vce Presdent, Members of the Natonal Legslature, Paramount, Clan and Town Chefs and Cty Mayors wth ther Common Counclmen. Appeal from the decson of the Commsson n any electon contest shall le before the Supreme Court taken n accordance wth the provsons of ths Ttle relatng to electon contests. * Submt annual report to the Natonal Legslature and the Presdent of Lbera on the general operaton of the Commsson. Perform such other dutes and functons as may be provded by law. Conduct all electons for publc offces ncludng the cheftancy electon, and all referenda and declore the results thereof. Formulate and enforce gudelnes controllng the conduct of all electons for publc offces whch gudelnes shall not be nconsstent wth the provsons of the Consttuton and the Electons Law. Upon the nomnaton of the Presdent, and wth the consent of the Senate, the k2ommsson shall commsson upon drectves of the Presdent, all such offcals and em-. ployees as may be necessary for the effectve performance of the dutes and functons of the Commrslon.
