2 Rotterdam Town Board Meeting October 10, :30 p.m. AGENDA REVIEW EECUTIVE SESSION: Medical issue regarding Employee No MISCELLANEOUS 7:00 p.m. CALL TO ORDER ROLL CALL PLEDGE OF ALLEGIANCE SUPERVISOR S REPORT: October-Italian Heritage Month Halloween Wednesday, October 31, 2018: Designated hours for Trick or Treating are from 2:00 p.m. until 8:00 p.m. The Rotterdam Police Department is once again asking parents to cooperate by having their children home by 8:00 p.m. PROCLAMATION/PRESENTATIONS: Presentation of Proclamation -Sons of Italy PUBLIC HEARINGS PUBLIC COMMENT/PRIVILEGE OF THE FLOOR: (Those members of the public wishing to address the Town Board will be asked to sign in before the meeting is called to order on the sign-in sheets being provided. Speakers will be called to the podium in the order of their signing in. Persons recognized by the Chair to speak during privilege of the floor shall direct his/her comments to the Town Supervisor as Chair of the meeting. Persons granted the privilege of the floor shall first clearly state his/her name and address for the record. Persons so addressing the Chair through the use of a prepared written statement shall submit a copy of the same to the Town Clerk for the purpose of maintaining clear and accurate official minutes of the Town Board meeting.) 10/10/18

3 General Rules of Procedure for Public Hearings & Privilege of the Floor: Any person recognized by the Town Supervisor to speak during privilege of the floor shall direct his/her comments to the Town Supervisor as Chair of the meeting. Any person granted the privilege of the floor shall first clearly state his/her name and address for the record. The purpose of privilege of the floor shall be for speakers to express their views, thoughts and speak freely. Each speaker, who wishes to address the Town Board and the public, shall have an equal and reasonable opportunity to be heard by the Town Board and the public. Each speaker shall be afforded a maximum of four (4) minutes to address the Town Board and public. ORDERS INTRODUCTION OF MOTIONS AND RESOLUTIONS: Motion No Motion to enter executive session. Res. No Adopt the meeting minutes from the September 26, 2018 Town Board meeting Call for a public hearing to be held on Wednesday, October 24, 2018, at 7:00 p.m. at the John F. Kirvin Government Center, Town Hall, 1100 Sunrise Boulevard, Rotterdam, New York upon adoption of a Proposed Local Law of the Year 2018 for the following purpose: To amend the Code of the Town of Rotterdam , entitled Schedule II: No Parking at Any Time to prohibit parking on the north side of Cardiff Road extending west from the driveway located at 2002 Cardiff Road, to the fire hydrant located at 2004 Cardiff Road and ten (10) feet on either side of the driveway located at 2007 Cardiff Road Authorize the Supervisor to execute a grant application for the purchase of court benches and jury box chair upgrades in the Town of Rotterdam Justice Court under the State of New York Unified Court System Justice Court Assistance Program (JCAP), 187 Wolf Road, Albany, New York Accept an insurance payment in the amount of one hundred thirty two thousand eight hundred sixty and 00/100 dollars ($132,860.00) for the value of a highway vehicle covered by insurance and hereby authorizes the Comptroller to make the related Highway Fund Budget modifications by increasing Estimated Revenues (DA510) and the revenue account entitled Insurance Recoveries (DA ) by one hundred thirty two thousand eight hundred sixty and 00/100 dollars ($132,860.00) and increasing Appropriations (DA960) and the subsidiary account entitled Equipment (DA ) by one hundred thirty two thousand eight hundred sixty and 00/100 dollars ($132,860.00) Accept the 2017 Audit Report from Cusack & Company Certified Public Accountants, LLC, at 7 Airport Park Boulevard, Latham, New York Accept Town Clerk s report for the month of September Authorize budget transfers by the Town Comptroller to various accounts for /26/18 2

The Town Board of the Town of Rotterdam hereby adopts the minutes of the September 26, 2018 town board meeting, as attached, to reflect a complete and accurate record of the proceedings of the meeting on the above referenced date. 7 RESOLUTION NO THEREFORE, UPON MOTION OF Councilmember GUIDARELLI, seconded by Councilmember CHRISTOU, The Town Clerk of the Town of Rotterdam is hereby directed to publish in the official newspaper of the Town of Rotterdam not less than ten (10) days prior to the date designated for the public hearing provided for by the following public notice: TOWN OF ROTTERDAM NOTICE OF HEARING PLEASE TAKE NOTICE: That the Town Board of the Town of Rotterdam will hold a public hearing at the John F. 8 RESOLUTION NO WHEREAS, funding has been made available under a competitive grant process through the New York State Unified Court System, Justice Court Assistance Program (JCAP), for funding assistance with municipal court projects; and WHEREAS, it is in the best interest of the Town of Rotterdam to apply for available funding to assist with financing of such projects for the Town Justice Court; and WHEREAS, the Rotterdam Town Board has reviewed and approved the application for funding under the Justice Court Assistance Program; NOW CHRISTOU, THEREFORE, UPON MOTION OF Councilmember SIGNORE, seconded by Councilmember SECTION 1.The Supervisor of the Town of Rotterdam is hereby authorized to execute the application for the purchase of court benches and jury box chair upgrades in the Town of Rotterdam Justice Court under the New York State Unified Court System Justice Court Assistance Program. 9 RESOLUTION NO and WHEREAS, the Town of Rotterdam maintains general liability coverage for its physical assets; WHEREAS, a 2004 tractor covered under this policy sustained a large amount of damage; and WHEREAS, the insurance carrier issued a check for one hundred thirty two thousand eight hundred sixty and 00/100 dollars ($132,860.00) for the value covered under the policy; NOW THEREFORE, UPON MOTION OF Councilmember CHRISTOU, seconded by Councilmember GUIDARELLI, SECTION 1.
