3 Political Directory LEGISLATIVE SUCCESS Regional Prosperity Political progress through legislative advocacy Wade Edmundson Chair, Board of Directors Tulsa Regional Chamber CEO, Oklahoma Commerce Bank Regional prosperity is a term we use often at the Tulsa Regional Chamber. Almost like the latest buzzword, this all-encompassing term pops up often in our daily discussions. It reflects our underlying mission to move the Tulsa metro forward. We want to see our community succeed, grow and be the best it can be. To that end, we pursue a number of initiatives, programs and strategies to achieve this overall mission. From education and workforce to business retention and expansion there are many ways we work to progress the region. One of those programs is focused on government affairs, and being a part of the legislative decisions made at the local, state and federal level that will ultimately impact our community. We pursue legislative advocacy as a strategy because we want to see pro business legislation that helps build the economy, increase our quality of life and allow us to reach our ultimate goal: regional prosperity. The OneVoice agenda has been the primary advocacy tool utilized by the Chamber and its growing number of partners to communicate top-priority issues to state and federal lawmakers since Our successes are an ongoing testament to what is possible through collaboration, discussion and positive leadership through advocacy REGIONAL LEGISLATIVE AGENDA Richard Boone Vice Chair, Government Affairs Tulsa Regional Chamber President St. John Medical Center Foundation In 2013, some successes include: Increased education funding Approval of $13 million in funding for the OSU Medical Center Transformational reforms to the state's workers compensation system The preservation of economic development tools including the Quality Events Act, the Quick Action Closing Fund, Quality Jobs and Pooled Finance These top-priority issues will allow the Tulsa region to continue on its forward path toward regional prosperity, enhancing business growth and quality of life for the Tulsa metro. This year, the OneVoice Regional Legislative Agenda received more than 60 endorsements from community and civic organizations, chambers of commerce and regional partners. 4 OneVoice Legislative Agenda 2014 STATE PRIORITIES OneVoice Legislative Agenda 2014 STATE PRIORITIES OneVoice Legislative Agenda 2014 STATE PRIORITIES PRESERVE AND INCREASE EDUCATION FUNDING Preserve existing funding and appropriate additional funds for education at all levels to: Address increased enrollment and fully implement critical K-12 reforms (Reading Sufficiency Act, end-of-instruction interventions, Teacher Leader Effectiveness, competitive teacher salaries, extended instructional hours, statewide STEM initiatives and Common Core State Standards); Provide for additional training needs of business and industry through Career Tech ($16 million); and Achieve the Governor s Complete College America initiative to increase graduation rates. SUPPORT AN ANNUAL APPROPRIATION FOR OSU MEDICAL CENTER Support a continuing annual appropriation of $18.25 million for OSU Medical Center to assure its ability to attract and retain a health system partner to stabilize its operations. PRESERVE AND EXPAND INSURE OKLAHOMA SUPPORT THE BUILDING OF THE GILCREASE EXPRESSWAY AND BRIDGE Support the building of the Gilcrease Expressway and Bridge through any funding mechanism available in order to expedite this long-overdue transportation system; a partnership with the Oklahoma Turnpike Authority, Tulsa County, and the Oklahoma Department of Transportation is strongly encouraged. MUNICIPAL REVENUE DIVERSIFICATION Support legislative action to preserve, expand, and diversify sources of revenue available to municipalities. Key initiatives in this effort include ensuring a level playing field between community retailers and remote/ internet sellers in the collection of sales taxes, reducing the fee the Oklahoma Tax Commission charges municipalities and counties for collecting sales taxes to cover only the cost of collecting said taxes, and increasing the state apportionment for municipal roads and bridges. FEASIBILITY STUDY ON A NEW SOUTH TULSA COUNTY BRIDGE Support a feasibility study by the Oklahoma Turnpike Authority on a new South Tulsa County bridge. A new configuration which avoids a connection to Yale Avenue on the north will mean significant transportation, economic development, and public safety benefits to the residents of Tulsa, Bixby, Jenks, Glenpool, and unincorporated Tulsa County, while preventing a heavy burden on the City of Tulsa s infrastructure, providing separation from nearby neighborhoods, and preserving the integrity of Cousins Park. RETURN OCAST FUNDING TO PRE- RECESSION LEVELS Support the increase of the OCAST annual budget to a minimum of $24 million. Increased and stable funding for OCAST will assist Oklahoma in two vital areas: (1) research and development funding for businesses & universities, and (2) two- and four-year college internship opportunities. Additional funding will allow Oklahoma communities to attract and retain highquality STEM businesses and critical college talent, which will encourage growth and expansion in these target industries. OKLAHOMA QUICK ACTION CLOSING FUND Increase funding for the Oklahoma Quick Action Closing Fund to a level that allows Oklahoma to be competitive with surrounding states. Greater funding for this economic development tool will assist in attracting high quality jobs and industry to the state, increasing the economic opportunity and quality of life for Oklahoma residents. Support the preservation and expansion of Insure Oklahoma to extend health insurance coverage to uninsured residents and cover the costs of uncompensated care that are currently shifted to employers, health care providers and individual policy holders. Use of all available employer, state, and federal funds is crucial to the continuation and implementation a successful program. SUPPORT A STATE BOND ISSUE FOR THE OKLAHOMA MUSEUM OF POPULAR CULTURE (OKPOP) Support a state bond issue for capital investment in the Oklahoma Historical Society s planned Oklahoma Museum of Popular Culture to maximize private monetary and land donations. ADDRESS THE PHYSICIAN SHORTAGE IN OKLAHOMA Address the physician shortage in Oklahoma through the following initiatives: Funding for the expansion of OU and OSU medical school class size in Tulsa; Funding for additional FQHC primary care residency training positions using the Teaching Health Center model; Funding of the Rural Residency Program, to also include rural FQHCs at $3 million; and Funding for expanded loan repayment programs to incentivize physicians to locate in rural and underserved areas through TSET and other funding sources. 5 OneVoice Legislative Agenda 2014 FEDERAL PRIORITIES OneVoice Legislative Agenda 2014 FEDERAL PRIORITIES OneVoice Legislative Agenda 2014 FEDERAL PRIORITIES ARKANSAS RIVER CORRIDOR PROJECT Support efforts to expedite the implementation of the Arkansas River Corridor Project for river infrastructure improvements. Allow federal match credit to be accrued for state and local expenditures in order to advance construction activity while preserving the Tulsa region s access to future federal funding for this federally authorized project. MCCLELLAN-KERR ARKANSAS RIVER NAVIGATION SYSTEM Support increased appropriations for the McClellan- Kerr Arkansas River Navigation System to overcome $100 million in critical maintenance backlog projects which, per definition of the Corps of Engineers, have a greater than 50 percent chance of failure within the next five years. A single failure threatens to shut down the full navigational system causing severe economic hardship for the businesses and consumers in Oklahoma who rely on the system. The economic impact to Oklahoma s economy from such a shutdown is estimated to be $2 million per day. GRADUATE MEDICAL EDUCATION Support continued and expanded funding for Graduate Medical Education/Residency Programs through the following efforts: New and existing public funding for expansion of community-based primary care residency programs including Federally Qualified Health Centers (FQHCs); Expansion of the Teaching Health Center model at Oklahoma FQHCs, Indian Health Services, and medical schools serving rural, uninsured, and underserved populations; and Reallocation of unused residency slots from other states to Oklahoma hospitals and Teaching Health Centers. REAUTHORIZATION OF FEDERAL SURFACE TRANSPORTATION FUNDING (MAP-21) Support the reauthorization of federal surface transportation programs (MAP-21), including measures to permanently and adequately fund the Highway Trust Fund and continued flexibility for a coordinated local and state-based decision making process. Of key importance are the following regional highpriority projects: reconstruction of I-244; widening of I-44 east to the Will Rogers Turnpike; expansion of U.S. 169 to six lanes north to State Highway 20; construction of a four-lane Port Road on Highway 266 from U.S. 169 to the Port of Catoosa and from the Port of Catoosa to I-44; expansion of US-75 to six lanes from State Highway to State Highway 67; and the implementation of high-priority transit corridors. REAUTHORIZATION OF THE WATER RESOURCE DEVELOPMENT ACT Support passage of the Water Resources Development Act (WRDA), including amendments offered by the Oklahoma delegation addressing key needs in our region and its efforts to streamline the review process. Of particular concern are: Sct would authorize the Corps of Engineers to allow non-federal sponsors to conduct feasibility studies for WRDA-authorized projects, like the Arkansas River Corridor Development Project; Amdt. 867 would authorize a partnership between the stakeholders and the Corps of Engineers to make repairs to navigation infrastructure in the event of an emergency; Amdt. 797 provides for a land exchange between the Corps of Engineers and the Port of Catoosa enabling Port operations to expand and attract industrial growth to the region; and Addressing infrastructure needs with Tulsa's aging levee system, which if one fails would be catastrophic for homeowners, 2 nationally strategic oil refineries, and multiple industries currently protected by levee system. MARKETPLACE FAIRNESS ACT Support fair and equal treatment of local businesses through passage of the Main Street/Marketplace Fairness Act, allowing the collection of sales/use tax already owed from online sales and preventing the further erosion of our local merchants competitiveness. Support provisions within the legislation that will provide fairness and clarity to service providers involved in digital-era and technology-era fields. PASSENGER RAIL BETWEEN TULSA AND OKLAHOMA CITY Support the development of passenger rail between Tulsa and Oklahoma City, including both high speed and conventional service. Establishing rail service between Oklahoma s two main cities will greatly enhance connectivity throughout the region and serve as an economic catalyst providing greater access to tourist attractions and destinations. TULSA AIR NATIONAL GUARD BASE FUEL STORAGE FACILITY Support funding the construction of a $17 million fuel storage facility at the Tulsa Air National Guard Base to retain the current mission and posture for the next generation fighter aircraft. With an annual budget of $80 million, the base employs 1,200 guardsmen and plays a key role in the continued vibrancy of the Tulsa region's aerospace community. Construction of an on-site fuel storage facility is vital to maintaining the current mission and capturing future missions. FEDERAL TAX EXEMPTION ON STATE AND LOCAL BONDS Oppose efforts to eliminate or cap the federal tax exemption given to earnings from state and local bonds. The tax exempt status help stimulates the economy by creating jobs and infrastructure projects, and allows states and municipalities to maintain their aging infrastructure. Efforts to eliminate or cap the federal tax exemption given to the earnings from those bonds is short sighted, ignoring the public benefit of the exemption, and should be opposed. STATE REGULATION OF OIL AND GAS OPERATIONS Support state-level regulation of oil and gas operations, particularly hydraulic fracturing, horizontal drilling, and produced water disposal. Recent advances in conventional technologies have been combined to significantly increase oil and gas production and reduce dependence on foreign sources of energy. Effective regulation, which enhances economic activity and public safety, must be comprehensible and enforceable at the individual drill site location. Because of this, these activities are best regulated at the state level. Washington-based regulation that is either one-size-fits-all, or worse, attempts to encompass all operations, circumstances, and locations would not be effective and would damage the state economy and national energy security. NSU OPTOMETRIC PROGRAM Secure $500,000 for equipment funding and $675,000 of new annual funding for Optometric Vision Care as a part of the services addressing Tulsa s uninsured, under served and regional referral system. DEFEND TRANSPORTATION FUNDING Defend all existing road funding, prevent any diversion of monies and support increased funding for transportation by developing an adequate and comprehensive funding strategy to broaden the sources of funds and increase the total amount going to transportation statewide. Support moving the remaining 25 percent of motor vehicle fees, which currently go into the state general revenue fund, to transportation priority areas including state highways, city and county roads and bridges, and public transit. CNG/LNG REFUELING INFRASTRUCTURE Provide access to CNG/LNG fueling stations, which is critical to increasing the use of CNG/LNG as a transportation fuel. Greater use of CNG/LNG as a transportation fuel will be an economic driver for our region, help Oklahoma become more energy independent, and improve regional air quality. DEFEND EFFECTIVE TAX INCENTIVES Support tax credits, exemptions and incentives that provide an economic return to the state of Oklahoma and maintain our state s competitiveness in business attraction and retention. Oklahoma s incentives should be regularly evaluated through a review of what other states offer and their overall impact on citizens of the state, with ineffective incentives being eliminated. SUPPORT FULL IMPLEMENTATION OF COMMON CORE STATE STANDARDS Support the full funding and implementation statewide of highly-rigorous, nationallybenchmarked state academic standards. Oklahoma s students must be prepared to compete on a national and international level; preparing them to meet this standard requires that they be measured by, and held to, a rigorous bar which reflects the job market they will face. 7 Tulsa Regional Chamber 2014 STATE PRIORITIES Tulsa Regional Chamber 2014 FEDERAL PRIORITIES most abundant natural resources, diversifying our energy portfolio, providing low-cost power, reducing water consumption, and encouraging new investment and economic activity in engineering, construction, and operations. SUPPORT EDUCATION INNOVATION Support encouraging education innovation and effectiveness by funding grants to local districts for pilot programs that test creative approaches in providing a 21st century education. Reducing the state s unfunded pension liability is of utmost importance to the state s continued financial viability and economic well-being. SUPPORT THE SPONSORSHIP OF STRONG CHARTER SCHOOLS Support the creation of a statewide charter school sponsorship organization that facilitates increased charter school access and availability, while requiring high academic achievement standards for sponsorship renewal and reauthorization. SUPPORT STATE PENSION REFORM Support the creation of defined contribution retirement plans for newly hired state employees, as well as the reform in the administration of the state s seven pension plans in order to reduce overhead costs, increase the financial expertise of those serving on boards, and provide fair representation to the parties who contribute to and are the beneficiary of the plans. SUPPORT UNEMPLOYMENT INSURANCE REFORM Support legislative and administrative changes to Oklahoma s unemployment insurance system which will reduce the number of unwarranted claims and unnecessary costs to employers, and ensure benefits are utilized exclusively for their intended original purpose to benefit persons unemployed through no fault of their own. 8 Tulsa Regional Chamber 2014 STATE PRIORITIES Tulsa Regional Chamber 2014 FEDERAL PRIORITIES Tulsa Regional Chamber 2014 FEDERAL PRIORITIES SUPPORT REAUTHORIZATION OF THE WORKFORCE INVESTMENT ACT (WIA) Support the reauthorization of the Workforce Investment Act, maintaining the program s employerdriven focus. Other priorities for the reauthorization include increased funding for demand-driven training; increased flexibility for local Workforce Investment Boards to set local targets for individuals served; expansion of funding opportunities for on the job training (OJT); funding for employer outreach regarding services; greater flexibility to provide training to up-skill incumbent workers; and modification of the funding formula to include consideration of the number of job openings in addition to the unemployment rate. MAINTAIN BROWNFIELDS FUNDING Encourage Congress to maintain current funding levels for the EPA's Brownfields program. Federal funding for rehabilitating Brownfields sites is vital for Oklahoma s communities to address core environmental challenges, and reopen land for successful economic development and growth. sequestration, especially those within the Department of Defense budget, in a more targeted manner. As one of Oklahoma s largest employment sectors, the defense and aerospace industries are crucial to the state and Tulsa region s future economic success. The cuts to defense spending resulting from sequestration pose a serious threat to national security and the state s economic well-being. ACCELERATE FEDERAL PERMITTING Support efforts to accelerate federal permitting for projects necessary to achieve domestic energy independence. Legislative and administrative efforts should focus on approval of the Keystone XL Pipeline, streamlining the process for FERC approval of Liquefied Natural Gas Terminals and permitting of U.S. Petrochemical projects that make fertilizer, polyethylene and other natural gas derived products. These projects would create a boom in the U.S. domestic economy, support job creation, strengthen our trade balance, and increase product security and price stability on a global scale. SUPPORT A RETURN OF CONGRESS BUDGETARY AUTHORITY Support a return of Congress s Constitutionallymandated budgetary and fiduciary oversight responsibility by permitting the direct allocation of funds for specific projects. SUPPORT MOVING THE PAGE BELCHER COURTHOUSE Support the relocation of the Page Belcher Federal Courthouse. As outlined in the City of Tulsa Downtown Master Plan, the relocation of the Page Belcher building is integral to the continued development of downtown and will provide access to high-value mixed use residential, retail, and hotel to support the adjacent BOK Center and Cox Business Center. when the Administration and Congress are struggling to meet the current energy needs of the American economy, any change in policy that will increase costs and reduce the capital available to create jobs and expand vital infrastructure would be detrimental to domestically produced energy. Emerging as a national hub of MLP activity, Tulsa is headquarters to several of the energy industry s pipeline, oil and gas production, and mining MLPs. SUPPORT REAUTHORIZATION OF THE ELEMENTARY AND SECONDARY EDUCATION ACT Support the reauthorization of the Elementary Secondary Education Act (ESEA) to fully fund federal mandates. REQUIRE COST/BENEFIT ANALYSIS FOR FEDERAL RULES Encourage and support members of Congress to restrict federal rulemaking authority by requiring a standardized, comprehensive, and cumulative cost/ benefit analysis of the total economic impact of rules, including the effect on jobs, electricity rates and reliability, gasoline prices, energy-intensive manufacturing, small businesses, housing market, power plant closures, agriculture, and state and local governments. The regulating entity should perform the cost/benefit analysis along a standard process which should then be reviewed by at least one independent agency. REDIRECT SEQUESTRATION CUTS Support efforts to redirect cuts implemented through SUPPORT COMPREHENSIVE IMMIGRATION REFORM Support federal measures to secure borders, establish reasonable and efficient visa policies and procedures, and comprehensive reform at the federal level that recognizes the need for essential workers so the U.S. can continue to attract the best and brightest talent from around the world. SUPPORT COMPREHENSIVE FEDERAL TAX REFORM Support comprehensive federal tax reform that will lower the cost of doing business and administrative burden faced by small businesses in the United States. SUPPORT A BALANCED SOLUTION TO OUR NATIONAL DEBT Support a comprehensive plan to address our national debt and deficit. Addressing these systemic challenges is vital for the financial sustainability and security of our nation s economy. PRESERVE THE MASTER LIMITED PARTNERSHIPS TAX STRUCTURE Preserve and promote the continuation of Master Limited Partnerships (MLPs) during federal tax reform deliberations. Energy MLPs are key investors in today s natural resources and energy infrastructure. At a time SUPPORT FUNDING FOR PERKINS CAREER TECH EDUCATION STATE GRANTS Support a $1.1 billion funding level for Perkins Career Tech Education state grants in the 2014 appropriations bill.
