10 Resolution Transportation Policy Committee of the Regional Planning Commission for Jefferson, Orleans, Plaquemines, St. Bernard, St. Charles, St. John the Baptist, St. Tammany & Tangipahoa Parishes Number: Authorization to Submit Unified Work Program for FY 19 Introduced by seconded by on the 13th day of March, WHEREAS, the Regional Planning Commission submits annually the Unified Planning Work Program (UPWP) including the UPWP Addenda for Transportation Planning in the Greater New Orleans region to the Louisiana Department of Transportation and Development and the federal funding agencies for review and comment; and, WHEREAS, the Unified Planning Work Program and Addenda was developed cooperatively with the Louisiana Department of Transportation and Development and represents a consensus on this region s transportation planning needs for the New Orleans, Mandeville Covington, Slidell and South Tangipahoa Urbanized Areas (UZAs) during ; and, WHEREAS, formal authorization by the Transportation Policy Committee is necessary prior to submitting applications for Federal Transit Administration (FTA) and Federal Highway Administration (FHWA) funds as follows: FTA Section 5303 (Estimated FTA Apportionments) New Orleans UZA $431,625 DOTD Human Services Transportation $15,000 Slidell UZA $36,709 Mandeville Covington UZA $36,301 South Tangipahoa UZA $32,397 FHWA PL New Orleans UZA $1,476,434 Slidell UZA $176,542 Mandeville Covington UZA $172,963 South Tangipahoa UZA $138,726 WHEREAS, the proposed Unified Planning Work Program and Addenda has been made available by RPC staff for public input and review, the Transportation Policy Committee hereby reserves the right to modify and finalize said UPWP, based on the public comments received. 27 Resolution Regional Planning Commission for Jefferson, Orleans, Plaquemines, St. Bernard, St. Charles, St. John the Baptist, St. Tammany & Tangipahoa Parishes Number: Contractual Authority for Federal Highway Administration FY 19 Planning Grant Mandeville/Covington Transportation Planning Area Introduced by seconded by on the 13th day of March, WHEREAS, Section 104(f) of Title 23, U.S.C., authorizes the apportionment of funds from the Highway Trust Fund, in an amount not to exceed one percent of the funds apportioned for expenditure on programs authorized under this Title, for the purpose of carrying out the requirements of Title I, Section 1203, Paragraph 134, Metropolitan Planning, of the Fixing America s Surface Transportation (FAST) Act, and provides further that such funds be made available by the State to the Metropolitan Planning Organization designated by the Governor and units of general purpose local government; and, WHEREAS, the Regional Planning Commission for Jefferson, Orleans, Plaquemines, St. Bernard, St. Charles, St. John the Baptist, St. Tammany and Tangipahoa Parishes has been designated by the Governor of the State of Louisiana as the recipient agency of the funds for the Mandeville Covington Urbanized Areas in order to fulfill the requirements of Section 134 of Title 23, U.S.C.; and, WHEREAS, a formula has been developed by the Louisiana Department of Transportation and Development and approved by the Federal Highway Administration to apportion these funds equitably among the eligible urbanized areas within the State of Louisiana; and, WHEREAS, the Department, with the assistance of the Federal Highway Administration, desires to engage the Commission to undertake the development of transportation plans and programs pursuant to Section 134 of Title 23, U.S.C. and in cooperation with the Louisiana Department of Transportation and Development; and, WHEREAS, the Unified Work Program for Transportation Planning for the local fiscal year beginning July 1, 2018 has been developed which identifies $172,963 of FHWA PL funds. NOW, THEREFORE, BE IT RESOLVED that the Regional Planning Commission accepts the recommendation of the Transportation Policy Committee that the Chairman and/or Executive Director of the Regional Planning Commission be authorized and empowered, for an on behalf of the Commission, to effectuate this resolution and to execute contracts with the Louisiana Department of Transportation and Development related to this application for federal assistance together with any other documents and appendices on which his signature may be required; AND, FURTHER, that the Commission hereby pledges local matching funds in an amount not to exceed $43,241 to be used as local match for the above amount of $172,963 of FHWA PL funds.
