1 SAN ANTONIO HOUSING AUTHORITY December 6, 2012 BOARD OF COMMISSIONERS RESOLUTION 5302, AUTHORIZING DISPOSITION OF THE TAMPICO WAREHOUSE; EXECUTION OF DOCUMENTATION FOR THE DISPOSITION APPLICATION TO HUD; AUTHORIZING THE EVENTUAL ADVERTISEMENT FOR THE SALE OF THE TAMPICO; WAREHOUSE AND OTHER MATTERS IN CONNECTION THEREWITH.. Lourdt!'s qa~tb Ramirez ~ccormick Presiderif and CEO Development Services & Neighborhood Revitalization Officer REQUESTED ACTION: Consideration and appropriate action regarding Resolution 5302, authorizing the disposition of the Tampico Warehouse; execution of documentation for the disposition application to HUD; authorizing the eventual advertisement for the sale of the Tampico Warehouse; and other matters in connection therewith. PURPOSE: To facilitate the disposition of the Tampico warehouse, which received Board approval at the May 3,2012 Board meeting. FINANCIAL IMPACT: After the U.S. Department of Housing and Urban Development's (HUD) Special Applications Center (SAC) approves the disposition application, the property will be advertised for sale and the highest sealed bid submitted will be reviewed and considered for recommendation to the Board of Commissioners. The funds will be set-aside, with options for utilization brought forward to the Board as part of the FY 2014 budget and planning process. SUMMARY: Staff has proceeded with the due diligence for the submittal of the disposition application to HUD for their review and approval. Prior to the submittal, staff has completed the following: 0 Acquired an appraisal from Integra Realty Resources 0 Met with Alazan Apache Courts residents to discuss the disposition of the warehouse 0 Acquired a letter of support from the Mayor's office The HUD-SAC will review the electronic form submittal and provide their recommendation within 90 days after the submittal has been vetted and responses fulfill their requirements. This memo, Resolution 5302, the Alazan Apache Courts Resident Council sign in sheet, an appraisal, and the May 3, 2012 Board Resolution requesting the strategic disposition of SAHA real estate will be attached to the disposition application that is to be submitted to HUD. 2 SAN ANTONIO HOUSING AUTHORITY RESOLUTION 5302 RESOLUTION 5302 AUTHORIZING DISPOSITION OF THE TAMPICO WAREHOUSE; EXECUTION OF DOCUMENTATION FOR THE DISPOSITION APPLICATION TO HUD; AUTHORIZING THE EVENTUAL ADVERTISEMENT FOR THE SALE OF THE TAMPICO WAREHOUSE AND OTHER MATTERS IN CONNECTION THEREWITH. WHEREAS, the San Antonio Housing Authority, a Texas public instrumentality (SAHA) was created under chapter 392 of the Texas Local Government Code (the Act) to provide, decent, safe and sanitary housing; and WHEREAS, SAHA created and approved a Preservation and Expansion Policy that guides the strategic decision making regarding real estate and other unimproved assets; and WHEREAS, SAHA maintains a portfolio of assets that are under-utilized; and WHEREAS, the asset in question has been assessed and the result of the evaluation is the recommendation to dispose; thus submit an application to HUD for the disposition of the Tampico warehouse as required; and WHEREAS, this Board of Commissioners has reviewed the foregoing and determined that the action herein authorized is in furtherance of the public purposes of SAHA; and WHEREAS, staff requests that the Board of Commissioners authorize the President and CEO approve the disposition of the Tampico Warehouse and other matters in connection therewith; and NOW, THEREFORE, BE IT RESOLVED that the Board of Commissioners of SAHA hereby: 1. Approve Resolution No approving the disposition of the Tampico Warehouse located at 210 Tampico, San Antonio, TX and 2. Authorizes the application to HUD for the disposition of the Tampico Warehouse and 3. Authorizes the President and CEO to execute all necessary documents associated with this matter.
