1 Article 1: NAME AND AFFILIATION Nepean Minor Hockey Association Officiating Program CONSTITUTION AND REGULATIONS Part I CONSTITUTION (PDF saved as of November 5 th, 2012) 1. This association shall be known as the Nepean Minor Hockey Association Officiating Program, hereinafter to be referred to as the NMHAOP. The business and affairs of the NMHAOP shall be directed by an Executive Committee who shall act in accordance with the contents and/or articles of this constitution and its regulations. 2. The NMHAOP is the body that governs hockey referees and timekeepers in the Nepean Minor Hockey Association (NMHA), and in District 10 of the Ottawa and District Minor Hockey Association (ODMHA). These organizations are affiliates of Hockey Canada, the governing body of amateur hockey in Canada. The NMHAOP shall therefore have clear and unequivocal jurisdiction with respect to the governing and administering of ice hockey referees and timekeepers (collectively referred to as officials ) within the NMHA. 3. The activities of the officials within the NMHAOP shall be directed by this constitution and the regulations outlined herein. Article 2: OBJECTIVES OF THE NMHAOP 1. To foster, encourage and improve officiating within the area under its jurisdiction. 2. To standardize the methods and techniques of refereeing. 3. To provide qualified, competent officials to the NMHA and the ODMHA. 4. To provide developmental and training opportunities to the officials under its jurisdiction. Article 3: OFFICIALS 1. The NMHAOP adopts the definitions of referee as set forth in the most current Hockey Canada Official Playing Rules and in the HCOP Procedures Manual. It also adopts the duties and responsibilities that are associated with that position as associated by those documents. 2. The NMHAOP adopts the definition, roles and responsibilities of Timekeeper as established by the NMHA. Article 4: MEMBERSHIP 1. All active referees in the NMHA are considered to be Members of the NMHAOP provided that: a) the Official has completed and submitted the Official Management System (OMS) online registration form. b) Annual registration dues have been deducted from the official s pay c) HCOP certification has been achieved by the deadlines established by Hockey Canada or the Ottawa District Minor Hockey Association (ODMHA). 2. All active timekeepers in the NMHA are considered to be Members of the NMHAOP provided that they attend a NMHAOP/ODMHA Timekeeper clinic, achieve (re-)certification and annual registration dues have been deducted from the official s pay. 3. Members who comply with the criteria outlined in Article 4.1 and Article 4.2 shall be considered Members in Good Standing. Any Member who does not fall under the criteria in Art. 4.1 shall be considered a Member not in Good Standing and may be subject to discipline and/or expulsion from the NMHAOP. 4. Members are subject to the duties and responsibilities that are outlined in this constitution and in the Page 1 of 10

Members who act in a way that contradicts the constitution or the regulations resulting in a suspension being assessed against them shall be considered a Member not in Good Standing until that suspension has been fully served (or successfully appealed). 5. Members in Good Standing shall be entitled to voting privileges where applicable. 6. Timekeepers (i.e. Members as per Article 4.2) are not entitled for voting privileges, regardless of standing, unless they are Officials (compliance with Article 4.1) as well. 7. The Executive Committee shall establish dues at the start of the season and deduct them from officials first paycheques. The dues shall be collected by the Executive Committee and held in a bank account. The dues shall be established in the regulations. Referees dues and timekeepers dues may vary from year to year. Members who are both a referee and a timekeeper shall only pay the annual dues at the referee rate. Dues collected from the members will only be used for the administration of the NMHAOP, including the remuneration of the NMHAOP Referee-In-Chief, as set out in Article 5.3. Article 5: EXECUTIVE COMMITTEE 1. The Executive Committee will be comprised of the Executive Positions, as outlined in Part II, Regulation The Executive of the NMHAOP shall comprise of the following executive roles: Referee-In-Chief, Director of Officials, Director of Supervision, Director of Mentorship/Development, Director of Discipline, Director of Communications, Director of Game Incident Reports/Appeals, Assignor and Director of Timekeepers. 3. The Referee-In-Chief shall be financially remunerated to undertake the responsibilities outlined in Part II, Regulations, Clause R1.1. Remuneration shall be established and amended from time to time, as deemed necessary, by the Executive Committee, and as approved by the members. The remuneration shall be collected from the members dues in accordance with a fee schedule established by the Executive Committee. Remuneration to the Referee-In-Chief shall be provided on a pro-rated basis, at General Meetings in accordance with the payment schedule established for the members. 4. The Referee-In-Chief shall be considered the chairperson of the Executive Committee and the external representative of the NMHAOP. The roles of these individuals shall be as defined in the Regulation 1. Except as outlined in Clause 5.8, members elected to the Executive Committee will occupy only one executive position. At no time shall the Executive Committee function with less than three individuals. 5. The Executive Committee shall convene on or before the last day in April of each year to select and appoint (or re-appoint) a Referee-In-Chief for the following season. This name shall be brought forward and confirmed (or re-confirmed) at the NMHA Annual General Meeting, normally held in May. 6. The Non-Executive positions as outlined in PART II, Regulation 2 - Non-Executive Positions Affiliated with the Executive Committee shall comprise of the following: Secretary and Referee/Timekeeper Representatives. These positions shall, at the discretion of the Referee-in-Chief, be invited to attend the Executive Committee meetings as observers, but will not have voting privileges on matters normally falling under the jurisdiction of the Executive Committee. 7. The Executive Committee positions of Director of Officials, Director of Supervision, Director of Mentorship/Development, Director of Communications, Director of Discipline, Director of Timekeepers and Assignor shall be confirmed (or re-confirmed) annually by the members at the NMHAOP Annual General Meeting. 8. Should an executive post other than the Referee-In-Chief become vacant, the Executive Committee Page 2 of 10

Any member of the organization (in Good Standing) is entitled to submit their name in consideration for appointment to these vacant posts. An Executive Committee meeting shall be convened to review and consider all applicants (candidates) and may appoint a replacement from among the names submitted. If the Executive Committee is not satisfied with the candidates, it is empowered to seek other candidates from amongst the membership. 9. Should the Referee-In-Chief be unable to fulfill his/her mandate, the Director of Officials or other Executive, as voted on by the Executive Committee, would immediately assume the position of Referee-In-Chief until the end of the season. The Executive Committee will strive to fill the vacated Executive position in the manner described under Clause 5.12, below, within a reasonable period of time. 10. The Director of Officials shall be considered the Alternate Referee-In-Chief. 11. All members of the Executive Committee, who by statements or acts, entice bad administration or who harm the reputation of the NMHAOP shall be relieved of their responsibilities following a unanimous Executive Committee vote. The vacated position will be replaced in the same fashion as provided under Article 5.8 and Article Any Executive Committee position vacated due to resignation (formal written notification) or withdrawl (verbal or written notification) or the position not being filled following an election, will be filled within 30 days of receiving the requisite notification. The 30-day period may be extended to 60 days between the months of May and September. In filling a vacant position, the Executive Committee will convene an executive meeting to establish a list of candidates from amongst the members in accordance with article 5.8., that could potentially fill the vacant position. There must be unanimous decision amongst the Executive Committee as to the choice of the candidate. 13. The general powers of the Executive Committee are to execute the decisions taken during the general meeting(s) and to accomplish the tasks as prescribed by the general regulations of the NMHAOP. 14. Should a member of the NMHAOP be appointed to more than one position on the Executive Committee, that person shall only have one vote. Article 6: REGULATIONS 1. The membership of the NMHAOP may at its General Meetings establish regulations governing the conduct of its meetings, voting, and the duties of the Executive Committee, conditions for membership, and without being limited by the foregoing, regulations concerning such matters as they properly fall within the jurisdiction of the NMHAOP. 2. The Executive Committee of the NMHAOP may at its meetings amend, revise or repeal regulations governing the structure and conditions of registration procedures, budgets, committees, operational procedures and officiating activities as established by regulation and such other matters as they properly fall within the jurisdiction of the NMHAOP. 3. If the Executive Committee considers it necessary to make regulatory changes that supersede or contravene the Articles of this Constitution, the matter must be brought before the membership at large in the form of an amendment to this Constitution. 4. Voting on Regulations is subject to the rules of quorum as outlined in Article 8.3. Article 7: AMENDMENTS 1. The Constitution (PART I) of the NMHAOP may be amended at the Annual General Meeting of the NMHAOP. Notice of the proposed amendment(s) shall be given to the Referee-In-Chief in writing thirty (30) days prior to the AGM. If proposed amendments to this Constitution are received by the Page 3 of 10

4 Nepean Minor Hockey Association Officiating Program CONSTITUTION AND REGULATIONS Referee-in-Chief, he or she shall distribute the proposal(s) to all active members a minimum of fourteen (14) days prior to the Annual General Meeting. 2. All proposed amendments to the Constitution shall require a majority of 50% plus 1 of those present and voting. Sub-amendments to such amendments may be made and voted upon at the meeting provided that such sub-amendments shall not change the original intent of the motion. 3. Regulations (PART II) may be amended by the Executive Committee or by the membership as per Article 6 of this Constitution. 4. Voting on Amendments is subject to the rules of quorum as outlined in Article 8.4. Article 8: MEETINGS 1. The Annual General Meeting (AGM) of the NMHAOP shall be held no later than the 31st day of April each year. Its purpose shall be to review the activities of the past season, to announce executive appointments/vacancies and to consider policies aimed at improving the NMHAOP operations for the upcoming season. The Code of Conduct, outlined in the regulations shall also be reviewed at the AGM to ensure the membership has a complete understanding of the policies and procedures of the organization. 2. General meetings for all officials shall be held as often as the Executive Committee deems necessary to ensure an effective administration of the NMHAOP but not less than 3 times per season in addition to the AGM. As a guideline, meetings should be held in late September, early November, mid-december, and early February. 3. Executive Committee meetings shall be at the call of the Referee-In-Chief or as provided in the regulations. In addition: a. As a general rule, the Executive Committee shall hold regular meetings and such additional meetings as the Committee deems necessary. As outlined in clause 5.2 the RIC will chair the executive meetings. The RIC should not vote except in a tie break situation. b. If for any reason, an Executive Committee meeting has not been called by the Referee-In- Chief within two weeks after being requested by two or more Executive Committee members, a meeting may be called and chaired by the Director of Officials. Such meeting, subject to the rule of quorum as per article 8.3.c, shall be constitutional; c. The quorum for the Executive Committee meetings shall be five members of the Executive Committee; d. A member of the Executive Committee missing three consecutive meetings without a valid reason will have their position declared vacant. This position can be filled by the Executive Committee if considered necessary, until the next annual meeting, or the position will be declared vacant and thus subject to an election. e. All members of the Executive Committee, who by statements or acts, entices bad administration or harms the reputation of the NMHAOP shall be relieved of their responsibilities following a unanimous Executive Committee vote. The position will be replaced in the same fashion as provided under Article 5.8 or Article 5.9. f. All vacant Executive Committee positions will be filled within 30 days of receiving a written resignation or of a position not filled following an election except during the months of May to September inclusively. If the vacant position needs to be filled, the Executive Committee, during an executive meeting, must establish a list of members that could potentially fill the vacant position by order of priority. There must be unanimous decision as to the choice of the candidate amongst the Executive Committee. Page 4 of 10

The general powers of the Executive Committee are to execute the decisions taken by the general meeting and to accomplish the tasks as prescribed by the general regulations of the NMHAOP. h. Should a member of the NMHAOP be appointed to more than one position on the Executive Committee, that person shall only have one vote. 4. The quorum for the AGM and general meetings shall be one third of the membership. It must also include either the Referee-In-Chief or the Director of Officials; and must include a total of three Executive Committee members. 5. The agenda for the AGM shall be prepared by the Referee-In-Chief of the NMHAOP and/or the Executive Committee and shall include, but not be limited to, the following essential business: a. Constitutional amendments; b. Referee-In-Chief s Annual Report; c. Budget Report; d. Director of Discipline s Annual Report; e. Director of Supervision's Annual Report; f. Director of Mentorship s Annual Report f. Regulatory amendments (Code of Conduct) g. Rule Changes and Rule Emphasis 6. Attendance at meetings: a. The Annual General Meeting, and the regular General Meetings are MANDATORY for all members and open to all interested observers and/or invited guests of the Executive Committee or the membership. Observers, guests, or Timekeepers (except those that are also on-ice officials) are not eligible to vote on any matter. Members who cannot attend the scheduled meetings must notify and obtain permission from the Referee-in-Chief, Director of Communications or the Assignor at least 24 hrs prior to the meeting. b. It shall be the duty of the Executive Committee to invite to NMHAOP meetings such personnel as are known to have special knowledge, information or interest in topics contained in the agenda. Article 9: PAYMENT 1. Each official will be compensated the negotiated rates (see Article 9.2) for all games assigned under the auspices of the NMHAOP. Normally, payment shall be remitted to all officials at General Meetings, unless otherwise negotiated by the individual. The distribution of paycheques shall be subject to the regulations of this constitution. 2. Rates are negotiated and established by the ODMHA on a bi-annual basis. 3. Officials are subject to the regulations of this constitution and any fines, fees, dues or levies shall be deducted from their pay cheques. Page 5 of 10

6 Nepean Minor Hockey Association Officiating Program CONSTITUTION AND REGULATIONS MEMBERS OF THE EXECUTIVE COMMITTEE Part II Regulations Regulation 1: Executive Positions Roles and Responsibilities R1.1 REFEREE-IN-CHIEF The Referee-In-Chief of the NMHAOP will: a. Act as Chairperson at all Executive Committee meetings, General meetings and AGM s; b. Not vote, except in the event of a tie, when he shall cast the deciding vote; c. Represent the NMHAOP on the NMHA Board of Directors. If unable to perform his/her duties, must designate the Director of Officials or another member of the Executive Committee to be his/her replacement. The member so designated will fall under the rules and regulations governing this position; d. Provide a report to the membership upon request on NMHAOP disciplinary actions taken; e. Sit as NMHAOP representative at ODMHA Referee-In-Chief s meetings, usually held the last Tuesday of every month. If unable to perform his/her duties, must designate the Director of Officials or another member of the Executive Committee to be his/her replacement. f. Prepare and present an annual budget to the membership at the NMHAOP Annual General Meeting. g. Keep track of all monies received or expended in a bank account established for the NMHAOP. h. Have signatory authority over any accounts listed in (g) above. i. Schedule and/or coordinate ODHA certification clinic (when possible) every September. k. Make available any financial information at meetings and the AGM. j. Generally oversee the administration of the NMHAOP. R1.2 DIRECTOR OF OFFICIALS The Director of Officials of the NMHAOP will: a. Act as the Alternate Referee-In-Chief b. Attend all Executive Committee meetings, General meetings and AGM s; c. Act as the Referee-In-Chief in his or her absence in any function prescribed herein. d. Generally oversee development of officials. e. Respond to rule interpretations and queries from officials R1.3 DIRECTOR OF GAME INCIDENT REPORTS The Director of Game Incident Reports of the NMHAOP will: a. Attend all Executive Committee meetings, General meetings and AGM s; b. Review all GIR s prepared and submitted by member officials in the NMHAOP. c. Monitor the Game Incident Reporting (GIR) process for the NMHAOP including the quality of the reports, the timeliness of the report submission and the proper application of the Rules in assessing the penalties covered in the GIR. d. Provide regular reports to the NMHAOP Executive on the quality of the GIR s and analysis of trends on the types of Major infractions that are being assessed by officials in the district. e. Attend NMHAOP disciplinary hearings when required. f. At scheduled meetings, the Director of GIR shall report to the officiating membership problem areas associated with the preparation of GIR s and provide recommendations (guidelines) for improving the quality of GIR reports. When required, organize and arrange GIR clinics R1.4 DIRECTOR OF SUPERVISIONS The Director of Supervision will: a. Attend all Executive Committee meetings, General meetings and AGM s; b. Select a senior staff of officials to assist in the supervision of officials in consultation with the NMHAOP Executive Committee; c. Strive to ensure that the level of officiating throughout the NMHAOP is consistent and professional and meets the following objectives: To assist the development of officials through meaningful feedback To improve the quality of officiating Page 2 of 10

7 Nepean Minor Hockey Association Officiating Program CONSTITUTION AND REGULATIONS To develop consistency in the assessment of officials To provide follow-up on officials to reinforce the Hockey Canada Officiating Program To develop consistent officiating with reference to rules interpretation, rules enforcement, positioning, techniques, procedures and signal presentation To offer every official the opportunity to reach their potential by supporting their development with sincere, honest and meaningful feedback To protect the integrity of the game and the Hockey Canada Officiating Program by reinforcing consistently the principles of safety and fair play d. Ensure that each official is supervised at least twice per season and more if deemed necessary; e. Review cases when an official is not happy with supervision or a series of supervisions; f. Hold supervision meetings as often as needed to try and have supervisors be more consistent; g. Hold supervision clinics to assist new supervisors at the start of each season. R1.5 DIRECTOR OF DISCIPLINE The Director of Discipline will: a. Attend all Executive Committee meetings, General meetings and AGM s; b. Report to the Referee-In-Chief any decisions on disciplinary actions; c. Report to the Assignor any official who is to be removed from the active officials list for disciplinary reasons; d. In accordance with provisions outlined in Regulation 4: Code of Discipline - Fines, assess any fines levied against any official as soon as possible; e. Keep a record on each official and report in writing to the Referee-In-Chief regularly in detail and inform officials of any action taken as soon as possible after an incident has been reported to the Chair; f. Inform officials of their right to appeal and the procedure for doing so. g. Attend Disciplinary proceedings called by the NMHA with any officials. R1.6 DIRECTOR OF MENTORSHIP/DEVELOPMENT The Director of Mentorship/Development will: a. Attend all Executive Committee meetings, General meetings and AGM s; b. Select senior staff of officials to assist in the mentorship and development of new officials to the NMHAOP (Year 1 to Year 3, inclusive) in consultation with the NMHAOP Executive Committee; c. Work to ensure that all new first year officials attend On-Ice development clinics (Two-Official System); 2 nd and 3 rd year officials attend the Three-Official On-Ice development (or refresher) clinics. d. Work with Director of Supervision to ensure that each new first year official to the NMHAOP is supervised at least twice per season and more if deemed necessary; e. Administer the Quiz Program on behalf of the ODMHA, including communicating deadlines for completion of the Quizzes to all 1 st year through 3 rd Year officials, Review results of Quizzes with NMHAOP Executive, Coordinate meetings to review Quizzes with officials failing to attain 80% passing grade; f. Inform the Referee-In-Chief and Director of Discipline in writing of any officials who fail to meet required marks or who are tardy in handing in quizzes for disciplinary action; g. Provide the NMHAOP Executive and the ODMHA with periodic reporting on the status of the Mentorship Program. R1.7 DIRECTOR OF COMMUNICATION The Director of Communication will: a. Attend all Executive Committee meetings, General meetings and AGM s; b. Manage and co-ordinate the communications between the NMHAOP Executive and the members using the OMS, including the following: Notices of general meetings and AGM s Announcements of on-ice and off-ice clinics and other development sessions Any other announcements requested by the NMHAOP Executive Committee c. Report to the Referee-In-Chief any issues or problems related to the communications function; R1.8 DIRECTOR OF TIMEKEEPERS The Director of Timekeepers will: Page 3 of 10

Manage and co-ordinate the Timekeeping function with the Assignor on behalf of the NMHAOP. c. Select a senior staff of Timekeepers to assist in the supervision of junior Timekeepers in consultation with the NMHAOP Executive Committee; d. Strive to ensure that the proficiency of Timekeepers throughout the NMHAOP is consistent and professional and meets the following objectives: To assist the development of Timekeepers through meaningful feedback To improve the quality of Timekeeping. To develop consistency in the assessment of Timekeepers To provide follow-up on Timekeepers to reinforce the Hockey Canada Officiating Program To offer every Timekeeper the opportunity to reach their potential by supporting their development with sincere, honest and meaningful feedback e. Ensure that each Timekeeper is supervised as necessary; f. Report to the Referee-In-Chief any issues or problems related to the Timekeeping function; R1.9 ASSIGNOR The Assignor is contracted position by the Executive Committee and is remunerated in accordance with an approved payment schedule established and amended (from time to time) by the Executive Committee. The Assignor will have executive voting privileges in all executive matters excepting those that relate to the positions remuneration and responsibilities. The assignor will: a. Attend all Executive Committee meetings, General meetings and AGM s b. Liaise with NMHA ice scheduler; obtain appropriate league, tournament and playoff schedules for input into the Officiating Management System OMS). c. Manage the operation of the OMS. Provide to the Executive Committee reports (as needed) regarding OMS problems and issues and suggest improvements to the OMS. d. As equitably as possible, regularly (and on an as required basis) distribute game assignments to onice (referee and linesman) and off-ice (timekeeper) officials in accordance with and in respect of their attained ratings. e. Provide the Executive Committee with periodic reports identifying issues, trends and relevant statistics related to game assignments. d. Ensure qualified and capable officials are available for each scheduled game or exhibition game; e. Report to the Director of Discipline (copy to Referee-In-Chief) any official who is tardy or who has violated the code of conduct; g. Sign and strictly adhere to the Assignor s contract between this position and the NMHAOP. Regulation 2: Non-Executive Positions Affiliated with the Executive Committee Roles and Responsibilities R2.1 SECRETARY The Secretary of the NMHAOP will be appointed by the Executive Committee and: a. Attend all general meetings and the AGM. The secretary shall record the minutes of all meetings b. Issue notices for all meetings c. Maintain records of proceedings and meetings d. Be responsible for maintaining an accurate database of all NMHAOP officials including mailing address, phone numbers and address if possible. e. Record attendance at general meetings and the AGM R2.2 REFEREE'S/TIMEKEEPERS REPRESENTATIVES The Referee's/Timekeepers Representative of the NMHAOP will: a. Not be a member of the Executive Committee; b. Be elected at the NMHAOP AGM; c. Attend all executive and general meetings; d. Be a direct contact for referees and/or timekeepers to air their grievances; e. Bring grievances & other member concerns to be addressed by the Executive Committee. e. Ensure that members with grievance(s) receive an answer within a reasonable time frame; g. Must attend all Appeal Hearings if requested by a grieved member. Page 4 of 10

9 Nepean Minor Hockey Association Officiating Program CONSTITUTION AND REGULATIONS Regulation 3: CODE OF CONDUCT Preamble: Hockey can be a competitive and emotionally intense. Its officials judgement and character are frequently criticized and scrutinized. Hockey officials must conduct themselves appropriately and not display behaviour which reflects negatively upon themselves and other officials. The code of conduct establishes a set of rules to ensure that all NMHAOP officials act in a professional and consistent manner in carrying out their officiating functions within the district. In all instances where the term Referee-In-Chief is used in the code of conduct, it is considered to also mean his or her designate (normally the Director of Discipline or the Director of Officials, but may also include the Director of Supervision). 1. Attitude. Hockey is important to players, coaches and parents, therefore, every assignment should be treated with the same effort and respect. Officials should always maintain a positive frame of mind with respect to the games they have been assigned and have agreed to officiate. Calls should not be made in anger. At no time should any official (on-ice or off-ice) engage in conflicts with coaches, players, parents or spectators. Belligerence or vengeance, on behalf of the officials, shall not be tolerated. 2. Professionalism is the cornerstone of success for a hockey official. Officials should act in a mature, confident and responsible manner. Officials should exercise self-restraint when confronted with difficult situations, and demonstrate patience, tolerance and firmness. Officials should also treat each other with respect. They should never criticize the performance of another official on or off the ice. Officials must follow prescribed mechanisms to deal with performance issues. 3. Rule Knowledge. Officials must strive to know the rules of the game in order to provide the best possible service to all involved in the game. Officials are encouraged to continuously upgrade their rules knowledge; seeking advice /assistance from more experienced officials. 4. Teamwork. On-ice and off-ice Officials must function effectively as a team. They must discuss techniques and possible scenarios before a game. Communication on the ice should be through the use of signals and voice. Support for all decisions should be evident on the ice. 5. Game Assignment, Declining/Acceptance and Trading of Assignments. The NMHAOP uses the Officiating Management System (OMS) for the assignment and management of both on-ice and off-ice officials for all hockey games under its jurisdiction. The NMHAOP has facilitated upgrades and improvements in the OMS to allow members to not only receive game assignments but also Decline and Trade games with other NMHAOP members. The following steps describe the accepted process for the assignment, declining and trading of games within the NMHAOP (further instructions are provided in Appendix A). a. Game Assignment: Periodically, and as deemed necessary, the NMHAOP Assignor will, via the (OMS), send an notice(s) to members of the NMHAOP notifying the member that a new game (or number of games) within their rated levels, have been assigned to them. The member receiving notification of new game assignments has 72 hours from the time OMS sends out the notification (note the date & time stamp on the notification ) to decide whether to keep the game assignments or to Decline the assignments. b. Keeping Game Assignment: If the member wishes to keep the game, no further action is required. Following the 72 hour period, the game automatically becomes the responsibility of the member. c. Declining Game Assignment: The member has the option of Declining a new game assignment if the assignment is less than the 72 hour notification period. If a game is declined, the member will receive an confirmation from OMS indicating that a new game assignment has been successfully DECLINED. The member is no longer responsible for the DECLINED game(s) which go back to the Assignor for re-assignment to other NMHAOP members. Page 5 of 10

10 Nepean Minor Hockey Association Officiating Program CONSTITUTION AND REGULATIONS Note 1: Members declining one or two game from a group of assigned games (for example, a 6am, 7am and 8am assignment or 6pm, 7:20pm and 8:40 pm assignment) are at risk of losing the group assignment unless prior approval from the Assignor is granted. d. Trading Game Assignment: As indicated in (b) above, the member becomes responsible for the new game assignment following the 72-hour notification period, and must either undertake the assignment, or trade (give away) the assignment with another qualified (rated) official within the NMHAOP. Note 2: The member putting a game assignment up for trade is still responsible for the assignment until it has been successfully picked up by another member. The member will receive notification that the game has been successfully traded and that the member is no longer responsible for that game. Note 3: Members can only pick up games from the Trade Floor for levels at or below which they are rated to officiate (and/or Timekeep). Note 4: Trade restrictions are in effect for the following situations: i) the member picking up a game(s) from the trade floor already has 3 game assignments for the same date as the game being traded. ii) The member picking up a game(s) from the Trade Floor already is responsible for 10 games scheduled during that week (Monday to Sunday). iii) When restrictions (i) and (ii) arise, the member must obtain prior approval from the Assignor in order to pick up additional games from the Trade Floor, EXCEPTION: For games in which the notification of assignment is less than 48 hours from the scheduled game time, the NMHAOP Assignor shall notify NMHAOP official by telephone and confirm immediately with the official, the acceptance or return of the Game assignment MAN SYSTEM - NO SHOWS or INJURY TO AN ON-ICE OFFICIAL When one of the on-ice officials does not show up for a game that is to be done using the 3-official system, or one official has been injured during the game, the following criteria shall be used in determining how the game is to be officiated: (a) (b) (c) (a) (b) (c) (a) (b) NO-SHOW (prior to the start of the game): If both officials are rated as being able to referee at that level, then the game will be officiated as a two-official system. If only one of the officials is rated as being able to officiate at that level, then the game must be officiated with one referee and one linesman. The senior rated official will consider the level of hockey being played and the experience of the not-rated official in determining whether or not a two-official system can be used. If neither official is rated as able to officiate at that level, the Referee-In-Chief or Director of Officiating must be contacted and approval granted to officiate the game as either a Two-Official System or a Referee and a Linesman system before the game can be started. INJURY TO THE REFEREE (after the game has started): If both officials are rated as being able to referee at that level, then the game will be officiated as a two-official system. If only one of the officials is rated as being able to officiate at that level, then the game must be officiated with one referee and one linesman. The senior rated official will consider the level of hockey being played and the experience of the not-rated official in determining whether or not a two-official system can be used. If neither official is rated as able to officiate at that level the Referee-In-Chief or Director of Officiating must be contacted and approval granted to officiate as either a two-official system or a Referee and a Linesman system before the game can be re-started.. INJURY TO A LINESMAN (after the game has started): If both officials are rated as being able to referee at that level, then, at the discretion of the Referee, a two official system or a Referee and a Linesman system can be used. If the remaining linesman is not rated as being able to officiate at that level, then the game must be Page 6 of 10

GAME SHEETS/REPORTS: An Official Game Incident Report must be completed for all 10-minute Misconducts assessed in the last 10 minutes of the game, as well as all Game Misconducts, Gross Misconducts, Match Penalties, and any situations or altercations that occur after the conclusion of the game. Notwithstanding any of the above, the referee reserves the right to complete a game incident report in circumstances he or she may deem to be extraordinary. All Game Incident Reports (GIR) shall be completed on the ODHA/ODMHA On-Line Portal within 24 hours. The procedures for completing GIR s is provided in Appendix B. 8. DRESS CODE Guidelines: To and From the Arena: (a) For House League games officials (on-ice and off-ice) should arrive at the arena dressed neatly and cleanly. Attire may include sweater or casual shirt (not T-Shirt), casual pants or jeans (clean and in good repair) and clean footwear. (b) For Competitive (AAA, AA, A and B) games officials must arrive and depart from the arena wearing dress pants, a collared-shirt or turtleneck, a jacket or sweater and appropriate footwear. Ball caps, team jackets and running shoes (sneakers) are strictly prohibited. (c) When officiating at tournaments, officials should arrive at and depart from the arena wearing dress pants, a collared-shirt or turtleneck, a jacket or sweater and appropriate footwear. Ball caps, team jackets and running shoes (sneakers) are strictly prohibited. (d) Female officials are not strictly bound by guidelines (a)-(c) but are required to maintain a comparable standard of dress and should exercise their best judgment in dressing appropriately for the level of hockey they are to officiate. On-Ice: The following must be part of your on-ice appearance: Black CSA approved helmet with proper ear protection pieces CSA approved visor (properly fastened to the helmet) Black and White striped official s jersey with proper cresting and number bar afixed. Black trousers (black track pants or jeans are NOT sufficient; pants must remain on the outside of the skates at all times). Note: skates should be basically black in colour and should have plain white laces. 9. OFFICIALS DRESSING ROOM PROTOCOLS: (a) It is strongly recommended that only game officials (and their supervisors) be in the dressing room. Officials who were working the previous game should vacate the change room as soon as possible. (b) Officials bringing family (i.e. children) into the Officials Dressing Room is highly discouraged. Friends of the Officials are not to be allowed in the dressing at any time. (c) Only the timekeeper is allowed in the timekeeper s booth. Failure to comply may result in a fine or suspension as determined by the Executive Committee. (d) When male and female officials work together, it is never appropriate to change or dress in the same space at the same time. One gender should dress first while the other waits outside the dressing room; then visa versa. Once both genders are fully dressed, they can share the room in preparation for the competition. Note: It is essential to respect each other s privacy with regards to gender. These guidelines have been adopted for your safety and protection. (e) Cameras and any other electronic devises capable of capturing images are prohibited in the officials dressing room. Cell phones that have camera capability are permitted for the purposes of telephone communications only and imaging is strictly prohibited. (f) Any inappropriate behaviour in the officials dressing room must be reported to a supervisor or someone who can help; including, but not limited to, your Referee-In-Chief, the NMHAOP Executive, arena staff or someone you trust. 12 Nepean Minor Hockey Association Officiating Program CONSTITUTION AND REGULATIONS 10. ATTENDANCE AT GENERAL MEETINGS POLICY (a) Members attendance at all General Meetings and AGM is mandatory. (b) Members not able to attend any General Meeting must contact and notify the Referee-in-Chief, the Assignor or other member of the Executive Committee at least 24 hours prior to the scheduled meeting that they will not be able to attend the meeting (c) As per Clause 9.1 of the Constitution, paychecks will be distributed to the members at the General Meetings. Members must be present at the meeting to pick up paychecks. 11. QUIZ PROGRAM: (a) ODMHA policy mandates the Quiz Program be compulsory for all 1 st, 2 nd and 3 rd year officials (New Officials). The ODMHA considers the Quiz Program an essential component in the development of officials. (b) NMHAOP administers the Quiz Program on behalf of the ODMHA to all 1 st, 2 nd and 3 rd year officials (New Officials) in the NMHAOP. (c) New Officials are required to complete 4 Quizzes each hockey season for the first 3 years of their Officiating careers; a total of 12 Quizzes must be successfully completed. (d) Successful completion of each Quiz requires each New Official to attain a minimum 80% passing grade on each Quiz assignment. 12. SUPERVISION PROGRAM (a) ODMHA policy mandates the Supervision Program be compulsory for all officials. (b) NMHAOP administers the Supervision Program on behalf of the ODMHA to all officials in the NMHAOP. (c) The ODHA/ODMHA Supervision Program ensures the development of officials throughout the branch. (d) The NMHAOP will appoint supervisors from its cadre of senior officials (or bring in supervisors from other districts, as needed) in order to meet its supervision obligations. (e) The Director of Supervision will assign supervision assignments to Supervisors via the OMS. Supervision Assignments are similar to Game Assignments, however, they are not to be Traded. (f) The Supervisor must notify the Director of Supervisions and/or the Assignor as soon as possible that the supervision assignment will not conducted so that, if necessary, alternative arrangements with other supervisors can be made to have the supervision completed. In any event, all missed supervision assignments must be reported to the Director of Supervision and/or Assignor. (g) Supervisors will have 5 days from the date of the supervision to complete and file a formal supervision report on the ODMHA Supervision website; this is to encourage formal feedback to the officials being supervised so that they can work on recommendations from the supervision into their next series of games. Supervisors will have 7 days from the date of the supervision to log onto the OMS Supervision site and provide a rating for the individual being supervised; this task informs the Director of Supervision that the supervision report has been submitted, the formal report is ready for review and payment for the supervision can be allocated to the supervisors officiating pay account. Regulation 4: CODE OF DISCIPLINE FINES AND APPEALS a) The Director of Discipline may assess Fines levied against any member who is in contravention of the Regulations. Fines are highlighted in Appendix C. b) The Executive Committee may from time to time, amend, change or alter the fines listed in Appendix C, as it sees fit. c) Appeals 1. Any fines or suspensions imposed on an official by the Director of Discipline, the Referee-in- Chief, or by any other member of the Executive Committee for contravention of the Regulations, may be appealed by the official, however, the request for appeal must be in writing to the Referee-in-Chief, or any other member of the Executive Committee. 2. A panel shall be struck to hear the appeal, consisting of: a. The Referee-in-Chief, who shall chair the meeting, and vote only in the event of a tie. If it is a decision of the RIC that is under appeal, the Alternate RIC shall perform this function. b. Two (2) other members of the NMHAOP executive, who shall have not been involved in the matter under appeal Page 8 of 10

Quorum for an Appeals Committee meeting shall be 3 voting members. Regulation 5: REFEREE AND TIMEKEEPER DUES RATES AND SCHEDULES (a) As outlined in PART 1, Article 4.7, a function of the Executive Committee shall be to collect dues from Referees and Timekeepers as required to sustain the administration of the NMHAOP (b) The Executive Committee shall establish dues rates and schedules as listed in Clause 17 of Appendix C for both Referees and Timekeepers. (c) The Executive Committee may, from time to time, amend, change or alter the dues rates and schedules, as it sees fit. (d) Dues will then be deducted from each officials paycheques in accordance with the schedule outlined in Appendix C, Clause 17 REFEREE AND TIMEKEEPER DUES - RATES AND SCHEDULES. Page 9 of 10

21 DECLINING GAMES: If you want to Decline one or more Games click the box(es) adjacent to the Decline button The box goes slightly grey and a checkmark ( ) appears inside the box. If you wish to make a correction to your selection of games, If you wish your selection to proceed, press Reset press the Decline/Trade Selected Selections button Games button

22 DECLINING GAMES: A Confirmation screen appears: You can only decline games that have been assigned to you less then 72 hours, after such time you may only trade them. If you decline a game you will be removed from further responsibility for the game and the assignor will be notified, however if you trade a game you will still be responsible for it until someone else accepts it in the trade system. If you wish to continue to decline/trade the listed games click Continue below. If you wish to change your selection, press your browser BACK button. It will send you back to your previous screen. You can then unclick the selected game(s). If you happy with declining the game, press Continue.

23 DECLINING GAMES: WARNING A notice will appear on the screen warning the user: If you are declining one game which is part of a group of games (ie. 6, 7, 8 am, etc.) you may forfeit all those games. Please contact the assignor before doing this to confirm it is OK. However, if you d like to take chance of forfeiting all the games feel free to continue.

24 DECLINING GAMES: Otherwise, press OK. If you don t want to proceed, press CANCEL. You can back-up to the View Your Schedule screen where you can make corrections to the selection of games you wish to DECLINE.

You may reselect the appropriate games to send to the Trade Floor.
