1 1.0 ELECTION PROCEDURES The positions of President and Referee Representative are elected by the D9RA membership at the D9RA AGM. To run for an elected position, the candidate must be a member in good standing of the D9RA. He/she must fill out the NOMINATION FORM to run for PRESIDENT or REFEREE REPRESENTATIVE which is posted on the D9RA web site. This form must be signed and received by the Election Chair, dated no less than thirty days prior to the D9RA AGM meeting. If there are no applicatants nominations maybe received at the AGM. 2 1.02 VICE-PRESIDENT - name forwarded to GHA District Chair for Alternate RIC appointment. The Vice- President of the D9RA will be appointed by the D9RA President and will: a. attend all Executive Committee meetings; b. attend at all General meetings; c. not vote, except in the event of a tie, when he shall cast the deciding vote, when acting as D9RA President; d. oversee the Development and Supervision of D9RA Officials; and e. perform such duties as assigned by the D9RA President. f. assume D9RA elections duties at AGM for election of President and Referee Representative. Should the Vice-President be in the running for one of the proceeding positions, he shall delegate these duties to another executive member. g. accept nomination form signed and dated thirty days prior to the D9RA AGM for the position of President or Referee Representative. 4 1.03 SECRETARY - the Secretary of the D9RA will be appointed by the D9RA President and will: b. issue notices for all meetings; c. maintain records of proceedings and meetings; and have custody of all documents and records pertaining to the affairs of the D9RA; and d. be responsible for maintaining an accurate database of all D9RA officials including mailing address, phone numbers and addresses as applicable SECRETARY - the Secretary of the D9RA will be nominated by the D9RA membership by election at the annual AGM. 6 1.04 TREASURER - the Treasurer of the D9RA will be appointed by the D9RA President and will: b. pay all accounts by cheque, supported by proper invoices, signed by him another executive member as specified by the D9RA President; c. keep accurate records of all monies received and disbursed; d. ensure officials are paid at the D9RA meetings; and e. make available any financial information at meetings and the AGM. In the event that a Finance Committee is formed, be the Chair of that Committee TREASURER - the Treasurer of the D9RA will be nominated by the D9RA membership by election at the annual AGM. To run for Treasurer, a member of the D9RA must complete the Nomination Form available on the D9RA web site. 8 1.05 DIRECTOR OF DEVELOPMENT - the Director of Development for the D9RA shall be appointed by the D9RA President and: b. co-ordinate the D9RA development quizzes, respond to queries from officials, mark and return results in a timely fashion. Compile the results and inform the Director of Discipline and Appeals in writing (copy the Vice-President and D9RA President) of any officials who fail to meet required marks or who are tardy in handing in quizzes for disciplinary action; c. co-ordinate the D9RA Mentorship Program and provide in writing a complete report to the D9RA President as required; and d. conduct D9RA Introductory Referee Clinics as requested by the President DIRECTOR OF DEVELOPMENT - The Director of Development will be nominated by the D9RA membership by election at the annual AGM. 10 1.06 DIRECTOR OF SUPERVISION - the Director of Supervision for the D9RA shall be appointed by the D9RA President and: b. select a senior staff of officials to assist in the Supervision of officials in consultation with the D9RA President and Vice-President; c. strive to ensure that the level of officiating throughout the D9RA is consistent and professional; d. ensure that each official is supervised at least twice per season and more if deemed necessary; e. submit to the Treasurer and D9RA President a breakdown of games and the supervisors who worked them as requested; f. review cases when an official is not happy with a Supervision or a series of Supervisions; g. hold Supervision Meetings as often as needed to try and have supervisors be more consistent; and h. hold and/or advise of Supervision Clinics to assist new supervisors at the start of each season DIRECTOR OF SUPERVISION - The Director of Supervision will be nominated by the D9RA membership by election at the annual AGM. 12 1.07 DIRECTOR OF DISCIPLINE AND APPEALS - the Director of Discipline and Appeals for the D9RA shall be appointed by the D9RA President and: b. select a committee of four additional senior officials (as required) of which he/she shall be Chair. This committee shall convene to rule on any complaint involving an official and rule on any necessary disciplinary action required; c. report to the D9RA President any decisions on disciplinary actions; d. report to the Referee Assignor any official who is to be suspended for disciplinary reasons; e. report to the Treasurer officials who have fines levied against them by the 2nd day of each month or as soon as practicable thereafter; f. keep a record on each official with regard to penalty points and fine accumulation and report in writing to the D9RA President once a month in detail and inform officials of any action taken as soon as possible after an incident has been reported; g. inform officials of their right to appeal (must be appealed within 72hrs of notice); h. forward his/her results as soon as possible to the D9RA President and to the member; i. report at each meeting on any outstanding or completed appeals since his/her previous report; and j. report to the Treasurer any officials who have fines reversed based on a successful appeal by the 2nd day of each month DIRECTOR OF DISCIPLINE AND APPEALS - The Director of Discipline and Appeals will be nominated by the D9RA membership by election at the annual AGM.
