Dr. Shalee Cunningham, Superintendent, introduced and welcomed the Student Board Members, Iskra Barzakov, San Marin High, Laughlin Silvestri, Novato High and Orlando Zepeda, Marin Oaks High. PRESENTATION: Rick Van Adelsberg, Lynwood Elementary School Principal, introduced Kimberly Pearson, Special Day Class teacher, who introduced her 4 th -5 th grade students who did a presentation on the Preamble to the Constitution in Schoolhouse Rock style. Terena Mares, Assistant Superintendent, Marin County Office of Education reported on the County approval of the Novato Unified School District budget. NUSD will be able to meet its financial obligations for the current and subsequent two fiscal years. NON AGENDA NEW BUSINESS: Student Board Members reported: Iskra Barzakov, San Marin High, Laughlin Silvestri, Novato High and Orlando Zepeda, Marin Oaks High, reported on activities at their schools. 2 TRUSTEE ANNOUNCEMENTS: Novato Blue Ribbon Coalition for Youth Alcohol Awareness Training Hamilton Community Gym Ribbon Cutting Ceremony Budget Advisory Committee Meeting invitation for parents, community members and staff to participate A Day in the Classroom Workshop with facilitator Jim Lengel in which teachers, parents, students, administrators, and community leaders worked on envisioning technology in the classrooms to support student learning President Clinton requested discussing information about online Agenda/Board Reports using tablets or laptops at Board meetings as a discussion/action item at a future Board meeting. SUPERINTENDENT ANNOUNCEMENTS: Kindergarten Information Night on Thursday, September 27, 2012 from 6:00-7:30 p.m. in the NUSD Board Room Back to School Nights at San Marin and Novato High Schools on Thursday, September 20, 2012 The Grand Jury is requesting information about NUSD to review this year NON AGENDA PUBLIC COMMENT: Two community members commented on the development of NUSD property in the Hamilton area. Aaron Fix, NFT President, reported on the budget and commended staff for doing a good job. He commented on his support of both Propositions 30 & 38. STAFF REPORT: Common Core Curriculum Dr. Shalee Cunningham, Superintendent, introduced the Curriculum and Instruction team who reported on Common Core State Standards (CCSS). Vicki Romero, Director of Curriculum and Instruction, Megan Pettis, Coordinator of Secondary Programs and Amanda Langford, Coordinator of Elementary Programs reported on Common Core State Standards (CCSS). The CCSS was adopted by the California State Board of Education in August, 2010, with the expectation that initial implementation in all grades would begin at the start of the school year in By the spring 2015, performance task assessments will begin. Districts are currently moving from a CCSS awareness stage to a Transition Learning Phase. The Curriculum & Instruction Department has established implementation teams so that every teacher and administrator will have a foundational knowledge of the CCSS and an understanding of their responsibilities for implementation. A presentation was given to provide an introduction to CSS and an update on the projected work to accomplish the goals of the transition phase which included: Concentrate on building foundational resources Implement needs assessments Establish new professional learning opportunities Expand collaborations between all stakeholders Minutes of September 18, 2012 Page 2 of 4 52

3 DISCUSSION/ACTION: Approve the 2011/2012 Unaudited Actual Financial Report Karen Mahoney, Chief Financial Officer, and Nancy Walker, Director of Fiscal Services, presented a PowerPoint presentation on the 2011/2012 Unaudited Actual Financial Report. The 2011/2012 year was a year of financial uncertainty due to the State s budget being based on optimistic revenue projections. The NUSD budget adopted in June 2011 had a projected net increase in ending fund balance of $522,926. The financial statements at First Interim reporting period reflected an adjusted budget. At the Second Interim reporting period, the refined budget reflected an estimated deficit spending of $2,057,096. The Unaudited Actual report showed that the district deficit spent $1,291,117, resulting in an Ending Fund Balance of $15,748,104 which is a decrease of 7.5% MOVED SECOND APPROVED Trustee Cooper Trustee Knell A motion to Approve the 2011/2012 Unaudited Actual Financial Report passed by a vote of 7-0. Resolution No /2013 Supporting Proposition 30 (Schools & Local Public Safety Protection Act) and Proposition 38 (Our Children Our Future: Local Schools and Early Education Investment Act) Karen Maloney, Chief Financial Officer, reported on Resolution No /2013 Supporting Proposition 30 (Schools & Local Public Safety Protection Act) and Proposition 38 (Our Children Our Future: Local Schools and Early Education Investment Act). A PowerPoint presentation from Los Angeles Unified School District was presented comparing the two initiatives that will be on the November 2012 ballot. The California School Boards Association (CSBA), representing nearly 1,000 school district governing boards and region education agencies, supports the passage of both Proposition 30 and Proposition 38. Resolution No /2013 Appropriations Limit Calculations (GANN Limit) Karen Maloney, Chief Financial Officer, reported on Resolution No /2013 Appropriations Limit Calculations (GANN Limit). The District s 2011/2012 Gann Limit did not require any adjustments and the projected GANN Limit for the fiscal year 2012/2013 is in accordance with the provision of Article X111-B and applicable statutory law. Director of Human Resources DATE: October 2, 2012 RE: Consent: Quarterly Report Williams Uniform Complaints Objective To approve the quarterly report on Williams Uniform Complaints Background The Williams lawsuit alleged inadequate facilities, lack of sufficient educational tools (books and instructional materials), and lack of credentialed teachers, in many California school districts. The requirements of the Williams decision mandate that all school boards modify Uniform Compliant Procedures, report any complaints received and report their dispositions on a quarterly basis. These quarterly reports are filed with the County Office on the form attached. NOW THEREFORE, BE IT RESOLVED that the Novato Unified School District Board of Trustees does hereby support October 23-31, 2012, as RED RIBBON WEEK and encourages participation in drug awareness activities, as a commitment to healthy lives. 17 N O V A T O U N I F I E D S C H O O L D I S T R I C T Business Services TO: FROM: Board of Trustees Karen Maloney, Chief Financial Officer DATE: October 2, 2012 RE: Consent: Adoption of Uniform Construction Cost Accounting Standards Objective Adopt Uniform Construction Cost Accounting Standards to allow the business office flexibility with regard to delivering the completion of small projects in a quicker, more efficient manner. Background Currently the District s maintenance and facility staff cannot issue P.O. s for capital facilities or maintenance projects over $15, unless the project(s) are formally bid. Adoption of Uniform Construction Cost Accounting standards would increase this threshold to $45, and allow an informal bid procedure with a threshold of $175, which still mandates that the District advertise similar to a formal bidding procedure. The Uniform Public Construction Cost Accounting Act enacted in 1983 and set forth in Public Contract Code section provides an alternative method for public agencies to obtain bids for and perform public projects. The act created the California Uniform Cost Account Commission (CUCCAC) and requires public agencies interested in using the procedures under the Act to adopt the uniform construction cost accounting procedures promulgated and administered by the CUCCAC. Agencies that elect to do so may perform a greater range of projects by force account (projects up to $45,000) and may receive bids and award projects at $175,000 or less by certain informal bidding procedures that can speed up the process of awarding contracts for those projects. In order to adopt Uniform Construction Cost Accounting procedures the board must pass a resolution and District staff must then notify the governing controller, the Marin County Office of Education. Attached is a copy of Public Contract Code the relevant articles of the code that pertain to Uniform Cost Accounting practices. 67

McLellan Co. on July 24, The contract was awarded through a formal bidding process. This contract was for the tennis court renovations at the San Marin High School. Once the Notice of Completion has been approved, it will be filed with the Marin County Recorders Office. The release of final payment (10% retention) will be made 35 days from the date of record at the Marin County Recorders Office.
