1 September 19, 2012 Beachwood Municipal Complex 1600 Pinewald Rd 7:00 0 PM Call to Order Flag Salute: While we pray for the safe return of our serving men and women, we must remember that 150 servicemen and women from New Jersey have been killed in service to our country in Iraq and Afghanistan and around the world. Most recently Staff Sgt. Raul M. Guerra, 37, of Union City, N.J., July 4, 2012 in Spin Boldak, Afghanistan. Guerra was assigned to the 502nd Military Intelligence Battalion, 201st Battlefield Surveillance Brigade, Joint Base Lewis-McChord, Wash. He was serving on his fifth deployment to Afghanistan or Iraq. Guerra enlisted in 1999 and initially trained as a mechanic. Guerra deployed to Afghanistan three times with a unit from Fort Bragg, N.C., between 2002 and In 2007, he changed specialties in the Army and became a human intelligence collector. He deployed to Iraq from October 2007 to December 2008 with his unit from Fort Stewart, Ga. Guerra was assigned to Lewis-McChord in July He deployed with his current unit in May. Our war dead must always be remembered. Their Heroism deserves its glory, so too does the bravery of each who entered the unknown of conflict and gave their lives to the cause of Freedom. The greatest tribute we can give is remembering our Honored Dead. In their memory, a moment of silence and a prayer for all our disabled veterans, those missing in action and a call for the swift return of all our serving men and women. 7 # RESOLUTION OF THE BOROUGH OF BEACHWOOD, OCEAN COUNTY, NEW JERSEY AWARDING A CONTRACT TO THE RODGERS GROUP, LLC IN THE AMOUNT OF $3, FOR ANNUAL COSTS OF TRAINING 18 BEACHWOOD POLICE DEPARTMENT EMPLOYEES FOR 12 MONTHS WITH 13 MODULES AND FURTHER PROVIDING FOR TESTING OF THOSE INDIVIDUALS WHEREAS, the Police Chief of the Police Department of the Borough of Beachwood has requested the Borough s approval of on-line Police Department training with testing over a 12 month period commencing in March, 2012 through February, 2013 training modules; and WHEREAS, The Rodgers Group, LLC provides police training via the internet to serve a portion of in-service training for Municipal Police Departments; and WHEREAS, said Group has designed these qualitative training services on a need basis for municipalities; and WHEREAS, it is the belief of the Police Department and the governing body that taking advantage of on-line in-service training on an individual basis will save the Borough and Police Department significant funds by providing up to date specialized training to serve the Police Department s purposes; and WHEREAS, the Borough's Chief Financial Officer and Treasurer have certified that funds are available for said training purposes through the Police Department budget. NOW, THEREFORE, BE IT RESOLVED by the Borough Council of the Borough of Beachwood, County of Ocean and State of New Jersey as follows: 1. That the Borough Council hereby award a Contract to The Rodgers Group, LLC for the 2012 Beachwood Police Department in-service training with testing for all members of the Department over a period of 12 months commencing March, 2012 through February, 2013 and supplying 13 training modules, including testing as specified in the proposal from The Rodgers Group, LLC attached hereto and made a part hereof as Schedule A. 2. That upon the adoption of the within resolution, the Borough Clerk is authorized to forward a certified copy of it to the Borough CFO, the Borough Treasurer, Police Chief and Lt. Thanked JCPL for recent changes to accommodate residents with information. Borough will be researching third party electricity servers. Finance committee will be meeting with same and reporting back to council. Will try to keep us up to date on laws affecting same. Suggested residents look at JCPL website for help in researching same. Thanked everyone for help over summer with Municipal Alliance. Dances began this school year and continue monthly. Will be addressing trees for safety concerns and doing trimming where necessary. Working with Scout Pack 70 on new sign at Birch Street Bridge. Eagle Scout project (bird houses). Beach replenishment - hopefully November. Engineering update Beach report - 5 Closings out of 85. Some heavy storms affected closings. Discussed program beging implemented by Borough to track study and correct problems by injecting dyes into drains. Will be dong some work in conjunction with County to address clean up. Suggesting taking drains out into the river which could eliminate much of the pollution problem. Could be very helpful to Beachwood. Announced O.C. Tonnage Grant Recycling share to Borough.. RESOLUTION OF THE BOROUGH OF BEACHWOOD, OCEAN COUNTY, NEW JERSEY AWARDING A CONTRACT TO J.E. HANNON, INC., T/A BIRD CONSTRUCTION IN THE AMOUNT OF $72, FOR THE BEACHWOOD BEACH SHORE PROTECTION PROJECT IN ACCORDANCE WITH THE BOROUGH S BID SPECIFICATIONS WHEREAS, the Borough of Beachwood previously advertised and received bids on September 14, 2012 at 10:00 a.m. for the Beachwood Beach Shore Protection Project; and WHEREAS, at the time of place for the receipt of bids five (5) bids were received ranging from a low of $72, to the high of $171,000.00; and WHEREAS, the Borough's Engineer has reviewed said bid submissions and issued a recommendation of award to the low bidder, J.E. Hannon, Inc., t/a Bird Construction for September 19, 2012 Page 8

9 the sum of $72,470.00; and WHEREAS, the Borough's Attorney has reviewed all bid submissions and found the same to be in proper form and order; and WHEREAS, the Borough's Chief Financial Officer has certified that funds are available for said project; and WHEREAS, it is the desire of this Governing Body to award a Contract in accordance with the Engineer s recommendation. We have been reviewing the LOSAP information given to you for the upcoming ballot, and it seems as if the point system given to you is NOT the one the squad approved of. We have been working so hard trying to get this put into place, but with the way it is currently written, it will not benefit any of our members. I know it is asking a lot, but can you please pull the LOSAP from the upcoming ballot so that we can have it written properly for next year? Melissa Hickey Municipal Clerk # WHEREAS, on May 16, 2012 by action of the and Council of the Borough of Beachwood under Resolution # did establish a ballot question addressing an Emergency Services Volunteer Length of Service Award Program for the Beachwood First Aid and WHEREAS, the question was enacted in conjunction with the Borough of Pine Beach as authorized by an Ordinance implementing a Length of Service Award Program for the members of the Beachwood First Aid; and WHEREAS, the ballot question was properly filed with the Ocean County Clerk by the Municipal Clerk of the Borough of Beachwood; and WHEREAS, on September 7, 2012, verbal and written communication was received from the Beachwood First Aid advising of a discrepancy in the point system provided by First Aid which would result in a request to withdraw the ballot request.
