NOTICE The notice requirements provided for in the Open Public Meetings Act (N.J.S.A. 10:4-6) have been satisfied. Notice of this meeting was properly given in the new schedule of meetings of the Spotswood Borough Council on December 27, The new schedule was transmitted to The Home News Tribune and Sentinel. It was filed with the Clerk of the Borough of Spotswood and posted in the Spotswood Municipal Building, 77 Summerhill Road, Spotswood, NJ. RESOLUTIONS UNDER CONSENT AGENDA Copies of the resolutions under consent agenda are available for perusal only on the table. Anyone desiring a copy may contact the Clerk after the meeting. RES: RESOLUTION WHEREAS, distracted driving is a dangerous epidemic on America s roadways. In 2015 alone, 3,477 people were killed in distracted driving crashes. An estimated people were injured in motor vehicle crashes involving a distracted driver. Driver inattention was listed as a 2

3 contributing circumstance in 52 percent o the state s crashes in 2015 and was a contributing factor in crashes at a rate nine times higher than that of the next highest contributing factor (speed); and WHEREAS, April is National Distracted Driver Month, which is a time to remind New Jersey motorists of the state s distracted driving laws, which include a ban on hand-held cell phone use and text messaging by all drivers and a ban on all cell phone use (hand held or hands free) by novice drivers; and WHEREAS, the State of New Jersey Division of Highway Traffic Safety is providing grants to municipalities for police officers, on an overtime basis, to conduct special enforcement patrols targeting distracted drivers from April 1 21, The patrols will consist of roving patrols and fixed checkpoints. The grant will pay for 120 hours of overtime enforcement during the crackdown period. These participating Police Department s will be reimbursed $55.00 per hour that will be paid to Officers participating in this program. THEREFORE, BE IT RESOLVED that the Borough of Spotswood declares it s support for National Distracted Driver Month both locally and nationally from April 1, thru April 21, 2018, and pledges to increase awareness of Distracted Drivers in the Borough. BE IT FURTHER RESOLVED, that the Borough Council of the Borough of Spotswood, County of Middlesex, State of New Jersey, authorize appropriate officials to sign the National Distracted Driver Grant April 1 thru 21, 2018 from State of New Jersey, Division of Highway Traffic Safety. DATED: April 9, 2018 ATTEST: MARGARET DROZD Council President PATRICIA DESTEFANO, RMC Municipal Clerk RES: RESOLUTION BOROUGH OF SPOTSWOOD COUNTY OF MIDDLESEX AUTHORIZING PAY ESTIMATE NO. 1 LETTAU DRIVE WATER MAIN IMPROVEMENTS WHEREAS, the Mayor and Business Administrator have received correspondence from CME Associates, Borough Engineer recommending pay estimate No. 1 for work performed by JTG Construction, Inc. for a period to February 15, 2018 to March 20, 2018 for a project known as Lettau Drive Water Main Improvements; and 3

4 WHEREAS, CME Associates and Business Administrator, Dawn McDonald advised that pay estimate No. 1 for work performed by JTG Construction, Inc. on the above project thru March 20, 2018 in the amount of $169,402.41; and WHEREAS, the Borough entered into a contract with JTG Construction, Inc. on January 22, 2018 for Lettau Drive Water Main Improvements. Payment subject to JGT Construction, Inc. providing the required Certified Payroll Records and Project Manning Reports for the pay period. NOW, THEREFORE, BE IT AND IT IS HEREBY RESOLVED by the Borough Council of the Borough of Spotswood, in the County of Middlesex, the State of New Jersey, that pay estimate No. 1, in the amount of $169, for the aforesaid work is hereby approved. This information will assist the Governing Body with determining the scope of the project, specifically making a decision on how wide the improved road would be; and WHEREAS, the Business Administrator has determined that the value of the contract herein will not exceed $17,500 and funds are available pursuant to N.J.S.A. 40A:4-44 and N.J.A.C. 5: in the 2018 Capital Improvement Fund. Proposed work is preliminary in nature and allowable as a charge to the Capital Improvement Fund. 4

5 SCOPE OF SERVICES The following tasks will be performed by CME Associates: Per CME correspondence of March 27, CME can provide the services stated within their correspondence for a cost not to exceed $11, NOW, THEREFORE, BE IT HEREBY RESOLVED by the governing body of the Borough of Spotswood as follows: 1. That CME Associates is hereby authorized to perform professional Services for the Improvements to Brunswick Avenue in the Borough of Spotswood. 2. Scope of work described in correspondence of March 27, 2018 for a fee not to exceed $11, This contract is awarded without competitive bidding as a professional service contract under the provisions of the Local Public Contracts Law (N.J.S.A. 40A:11-5 (1) (1) since this contract is for services performed by a person authorized by law to practice a recognized profession and it was not possible to obtain competitive bidding. 4. A copy of this Resolution shall be published in the official newspaper of the Borough of Spotswood within ten (10) days of its passage. 15 COUNCIL LIAISON REPORTS did not have a report. Councilman Stollen explained the Distracted Driving Grant the Police Department received. inquired about the status of funding for a new fire truck. Mayor Seely responds. Discussion ensues; top priority is a building to house the fire truck. advises that the price of steel and aluminum is rising. Asks if it would be possible to set an agreement now to lock in a price? Mayor Seely would like to give credit to Sergeant Mayo and Patrolman Sasso for their work obtaining the Distracted Driving Grant. The Memorial Day Parade is quickly approaching, and he will be reaching out for help; donations have begun to come in. Business Administrator McDonald did not have a report. OPEN TO THE PUBLIC made a motion to open the meeting to the public, which was seconded by. All present were in favor, and the public portion of the meeting was opened. Donna Faulkenberry Director, Office on Aging Provides a list of some of the upcoming programs being offered at the Office on Aging in April and May. A few of the upcoming events are the Volunteer Luncheon being held on April 17 th, an intergenerational A Night at the Copa dinner/dance being held on April 26 th, a Kentucky Derby Party being held on May 3 rd, a Corn Hole Tournament with the Spotswood Police Department on May 7 th, and the Emergency Services Breakfast being on May 14 th. This special event is scheduled for May 15 th, and the topic is Franklin Delano Roosevelt s Arsenal for Democracy Speech. The date is December 29, 1940 Franklin Delano Roosevelt has just been re-elected to an unprecedented third term in office. But the world is in a crisis. Nazi Germany has blazed the path of destruction across Europe, and America may soon be drawn into war. Meet with the President just prior to his delivery of the famous Arsenal for Democracy speech. (Franklin Delano Roosevelt will be portrayed by actor Neil Hartley.) Contact the Office on Aging at (732) to register for any of these events, or for more information.
