2 - 2 - Convened: Adjourned: 9:40 A.M. 12:45 P.M. Bill Reynolds opened the meeting with a brief review of NIHOA activities and the issues resolved during his two years as President. AGENDA LEGAL LIABILITY President Reynolds introduced Attorney Tom Haggerty, Jr., guest speaker, who reviewed the legal liability of officials. Attorney Haggerty commented that you only have to go to the law books to establish legitimate legal theory relative to officials' liability, i.e., an official is performing a service which requires training and ability; the official has responsibility as an official; the offi~ial is judged by professional standards; the official is therefore liable. Attorney Haggerty cited the current case of two Connecticut high schools involving litigation where a player came out of the penalty box and hit another player with a stick. The rule book (Federation) is being used as an exhibit in the case to show the officials responsibilities in the situation. Attorney Haggerty itemized three potential areas of liability for officials: INSURANCE 1. The Rink and Players' Equipment Officials should make sure boards are smooth, ice in good condition and nets fastened. - Players' equipment must conform to rules. 2. Conduct After Player is Injured - Official not required to give attention, but use good judgment, get medical attention. 3. Injur~es Caused By Misconduct of Another Player - Area of most exposure. No referee can prevent all injuries but a referee can control the game. The way a game is called affects the conduct of the players. - Use your authority. Let the players and coaches know you are in charge. And, above all, HAVE INSURANCE. Sam Statland, Coordinator for the National Sports Officials Insurance Group, announced there would be no increase in the $4.00 Annual premium for Liability Insurance for those members of NIHOA Chapters insured with his organization. However, Sam noted Workman's Compensation Insurance premiums were now above the going rate and future increases could be expected for litigation insurance.

3 - 3 - Sam also described the Medical Policy his organization offers which is currently subscribed to by several NIHOA Chapters. ELECTION OF OFFICERS Nominated and elected unopposed for two year terms were Paul McInnis, Metropolitan NY-NJ Chapter, as President; Bob Hayden"Western Pennsylvania Chapter, as First Vice President; and for a one-year term, Bill Stewart III, as Second Vice President. (The Secretary-Treasurer cast one ballot for the record.) PRESIDENT REYNOLDS' CLOSING COMMENTS After being presented the NIHOA Presidential Plaque, Bill Reynolds commented on the accomplishments of NIHOA during his term of office. Bill was pleased with the strengthened ties with the ECAC, surviving the ECAC/Hockey East split, the closer cooperation with AHAUS and the National Federation, the successful National Clinic at Rye,, in 1983, the improved regional clinics and national meetings and the promotion of the causes of NIHOA. PRESIDENT McINNIS' INTRODUCTORY COMMENTS Newly elected President Paul McInnis stressed the need to promote NIHOA as did Bill Reynolds. He stressed the need for the various Chapters to seek, encourage and train new you~ger officials. Paul also reviewed the need for NIHOA to be involved in more than college hockey. In this regard, Paul will be serving on the National Federation's Rules Committee during the next year. ANNUAL BUDGET Again this year a single budget plan was proposed and was approved based on no dues increase Actual expenses actually exceeded budgeted expenses by $2752but this was offset by a $330 overrun in forecasted revenues. Although the proposed budget exceeds projected revenues by $1000, it is anticipated that economies can be implemented to keep expenses within revenue limits. The same services as provided in will be provided. Concentration will be on regional clinics with no national clinic planned. NIHOA DUES Remain $15.00 $11.00 ($11.00 plus $4.00 for Litigation Insurance Premium) (For those Chapters - New York Chapters and Western Pennsylvania Chapter - with comparable litigation insurance policies) CHAPTER REPORTS Following are excerpts from Chapter Reports given by various directors: Bob Donovan - South Shore Mass. Chapter has produced three (3) NIHOA presidents. Wes Fleming - Western Pennsylvania. "Nobody punched this year!" Recruiting new officials. Chapter has paid evaluator. Good rapport with leagues. Mike Condon - Eastern PA. - N.J. Chapter uses open book exam with 92% grade required. meetings. Involved in "Senior Syndrome" (Senior last Monthly game). John Robinson - Southeastern Chapter covers 8 states south of Washington, D.C. Held on-ice clinics and evaluations at U.S. Naval Academy Rink. Gary Little - Western New York Also has female official. Also Supervisor for AHAUS. Jay Lussier - Central Mass. Improved educational training of officials drawing upon experienced members. Restricted membership for apprentice class for test. Sportsmanship award to High School best exemplifying competition. Principals and AD's invited to annual banquet. Bill Sapelli - Western Mass members. Meet with coaches and captains prior to season. Volunteer to go to practice sessions. Honor most valuable player. Dennis Eagan - Mid Hudson, New York Improved communications. Coaches invited to meetings. Separate meetings with team captains. One area of concern - Senior Syndrome - Last game. Horton Shaw - Westchester New York New York State NIHOA Chapters meet annually. Next year will meet at Glens Falls. Good relationship with coaches and schools. Have made AHAUS programs Judgement I and II available to High Schools at no charge. Bert Belisle - Maine Hired observer to improve officiating. on-ice and slide presentation sessions. of officiating. Conducted clinic with Certification condition r N.B. Roland Chalifoux, Maine, Secretary-Treasurer, in attendance completing 30 years as NIHOA member. Bob Korwatch - New Hampshire Chapter has apprentice members program. Holds inter-city clinics. Membership Committee, but each member must approve issue of NIHOA patch. President of Chapter member of State Hockey Committee. Officiate all levels including 51 High Schools, Prep Schools, and Colleges.

Randy Viens - Vermont Conducted skating clinic for high-level officials. Examinations for officials and coaches. Working with AHAUS. Rapport good with schools. Bill Stewart III - Eastern Mass. Chapter adding new members. Administers annual exam and skating test. Using two referee, one linesman in Hockey East games ANNUAL MEETING LOCATION AND DATE TENTATIVE - Dependent upon NCAA playoff- location. ANNUAL MEMBERSHIP EXAMINATION Newly elected Second Vice President agreed to prepare the Annual Examination. OTHER MEETING HIGHLIGHTS BEFORE THE MEETING Over a dozen directors and Sam Statland attended the NHL Hartford Whalers - Edmonton Oilers game on Friday evening and saw the great Gretsky in action in an 8-7 (?) Oiler win. AFTER THE MEETING THIRD ANNUAL DIRECTORS LUNCHEON Over forty (40) members and guests attended the third annual luncheon following the meeting. Bill Reynolds arranged to have NHL referee Ron Fournier as guest speaker. Ron proved to be most entertaining speaker and was most responsive to questions from the membership relative to NHL officiating. Secretary
