4 Highlights From This Week Municipal and County Government Presenta on -Ron White and George Maglaras presented to the Municipal and County Offering the Associa on as a resource to the Commi ee Government Commi ee. HB 170 Rela ve to Pos ng No ces and Minutes of Public Mee ngs on Town/City Website. (Comeau) -This bill would require cites and towns with a website to post all mee ng no ces and public minutes on the official website within 5days -There were a lot of ques ons from the commi ee about the feasibility of the 5 day meline and the cost that it would bring to the smaller communi es. -The commi ee remains skep cal HB 120 Rela ve to revenue stabiliza on fund for coun es (Buco) -This bill would allow coun es to set up a revenue stabiliza on fund -There were several ques ons and concerns from the commi ee regarding some of the language that was in the dra legisla on -George Maglaras, tes fied as Strafford County Commission not on behalf of the Associa on. Maglaras presented alternate language that would allow coun es to set up the fund, with similar language already in statue. -The Commi ee seemed skep cal of the original dra language. If changes are not made it is unlikely that this bill will get a favorable recommenda ons from the commi ee. HB 172 rela ve to tax an cipa on notes in coun es (McCarthy) -Rep. Frank McCarthy introduced his bill -There were very few ques ons from the commi ee -Difficult to judge their opinion HB 127 rela ve to vacancies in county offices (Weyler) -Rep Weyler introduced the bill -Would make it possible for coun es to fill vacancies by secret ballot rather than formal Roll Call vote -Was noted that some coun es already use secret ballot, Weyler stated that the Secretary of State s view is that is must be done by a formal Roll Call vote not secret ballot HB 238 and HB 191 were heard together -HB 238 Creates a study commi ee to look for funding sources for more rural broadband using either governmental or public private partnerships -HB 191 permits municipali es to issue bonds for the purpose of providing or expanding Internet service -As dra ed the bill would enable coun es as well as muni to issue bonds for the purpose of providing or expanding Internet service. Current law allows for this if an exis ng carrier does not serve the area, but the bill would strike this limita on -There was a strong group of board band industry folks there opposed to the bill, but also a lot of Peterborough and other Cheshire county folks there suppor ng the bill -Too early to know what the commi ee will, but expect a work session on these bills in the near future
