1 When circulating recall petitions for signatures please keep in mind Petition signers must be qualified electors and reside in the State of Wisconsin. You do not need to be registered to vote to sign the petition. Petition circulators must be eligible to vote in Wisconsin, but do NOT need to reside within the State of Wisconsin DO NOT sign and date the bottom until AFTER you have collected the signatures from the public. If the petition includes ANY signatures dated after your signature date, then THOSE SIGNATURES WILL BE INVALID. Make sure the names and addresses are legible and that all information is filled out in its entirety. The phone number and fields are NOT mandatory; all other fields are required by the Government Accountability Board and the signature may not be counted if any information is incomplete. 5 Circulator Training One Pager Circulators: A circulator is the person who witnesses and collects the petitioner s signature or signatures on a recall petition. A circulator can be any eligible voter in the state of Wisconsin, or someone who would be eligible to vote in Wisconsin if they resided here. This means they are over 18 years old, a U.S. citizen, and not currently serving a sentence for a felony (including probation or parole). They do not have to be registered to vote or show identification. Circulators can circulate freely in public and on public property; they may circulate on private property with permission. They may also canvass door to door, as collecting signatures is organized political activity NOT solicitation. A person can serve as both circulator and signer they can witness their own petition. This means that someone can download the petition from the website ( sign it as both a petitioner and circulator, and mail it in. To be valid, the circulator s certification requires four pieces of information on each petition that person has circulated: A signature or mark made by the circulator A viable house number and street address, or rural route (not a PO Box), A municipality of residence in the state of Wisconsin (the municipality in which they vote, which may or may not be the same as the one in their mailing address) The signature must be dated within the 60-day collection period and after the date of all petitioners signatures. Petitioners: A petitioner is a person who signs the petition in one of the ten numbered spots, affirming that they support the recall of Scott Walker from the office of governor. Any eligible voter in the state of Wisconsin can sign petitions. This means they are over 18 years old, a U.S. citizen, will have been a resident of the state for at least 28 days, and not currently serving a sentence for a felony (including probation or parole). They do not need to be a registered voter to sign only eligible to register and vote in the next statewide election. 6 Common questions potential signers may have Do I have to live in the State of Wisconsin to sign? Yes. Do I have to be registered to vote to sign? No. Who are you with? The Committee to Recall Walker How does a recall election happen? The Recall Committee must collect signatures equaling 25% of the number of all votes cast for governor in the incumbent s district in the last gubernatorial election (540,208 signatures). These signatures must be filed with the Government Accountability Board within 60 days of the start of the recall effort. Once the signatures are verified, a recall election is called, where the incumbent is automatically placed on the ballot (unless they file within 10 days that they do not want to be on the ballot) along with any candidate that qualifies to oppose the incumbent. If I sign this petition, does it mean I have to vote for or against Governor Walker in a recall election? No. Signing simply says you agree that there should be a recall election. No. You can turn in petition pages with any number of signatures on it, from one to the full set. Submit however many you get. Every signature counts. Why are we recalling Scott Walker? See attached talking points. Should the petitions be on legal size paper or 8 ½ x 11? Do they need to be a special color? It doesn t matter. The petitions that are available online are a different size (standard 8.5" x 11") than those being circulated by official field staff (legal size paper) which are sometimes in color. This is because most people have standard size white paper at home. BOTH FORMS ARE VALID AND HAVE BEEN APPROVED BY THE GOVERNMENT ACCOUNTABILITY BOARD. 8 Walker Talking Points: SCOTT WALKER IS NOT ON THE SIDE OF WORKING FAMILIES Scott Walker is making massive cuts to education and health care so he can pay for tax cuts to big corporations that ship Wisconsin jobs overseas and drive wages and benefits down for everyone. For example: Under Scott Walker, unemployment has risen from 7.4 to 7.9 percent. Wisconsin has lost not just public-sector jobs, but also private-sector jobs under Scott Walker s failed policies. Wisconsin has lost private-sector jobs every single month since his budget was passed and there are 7,000 more job seekers than there were at this time last year. Wisconsin leads the nation in cuts to education, averaging $635 less per pupil-even while corporations get big tax breaks. Poverty has increased under Scott Walker, while median household income has gone down Walker s budget cut $1.6 billion from education and affected 97 percent of school districts THIS year. Meanwhile, Scott Walker is taking a $7,000 pay raise next year SCOTT WALKER WAS DISHONEST WITH THE PEOPLE OF WISCONSIN Never once did Scott Walker mention during his campaign for governor that he would take the radical step of ending collective bargaining for state workers. He's also made it clear that he'll continue to be dishonest with the people - for example, Walker was taped bragging that he would lie to elected legislators about compromise to get his way. SCOTT WALKER IS ONLY INTERESTED IN POWER Scott Walker deceived the public by telling them his radical policies were about balancing the budget-they REALLY were about hurting his political opponents and consolidating power for himself. RECALL IS THE RIGHT TOOL TO STOP SCOTT WALKER Recalls are rare for a reason, but are effective tools when elected officials make clear by their words and actions, as Scott Walker has done, that they will not act accountably to the people they re supposed to represent. In fact, Scott Walker himself was first elected Milwaukee County executive during a recall election. For those who claim that Wisconsin can't afford the recall, consider how little Wisconsin can afford Scott Walker: The Legislative Fiscal Bureau projects that Scott Walker s tax giveaways will cost Wisconsin more than $2.3 billion in lost revenue over the next ten years. Most of these losses are a result of changes in Capital Gains and Combined Reporting which benefit the highest wage earners and largest corporations in Wisconsin at the expense of working families. What s more, the LFB notes that Walker s budget will leave future state budgets with a higher than average percentage of debt service as a result of delaying debt payments.
