1 MINUTES OF THE REGULAR MEETING OF THE GOVERNING BOARD SCOTTSDALE UNIFIED SCHOOL DISTRICT NO. 48 June 3, 2014 A Regular Meeting of the Governing Board of the Scottsdale Unified School District, #48, Maricopa County, was called to order at 5:00 PM, at the Scottsdale Unified School District Education Center Board Room, 3811 North 44 th Street, Phoenix, Arizona. Board Members in attendance were Bonnie Sneed, President; Denny Brown, Vice President; George Jackson; Pam Kirby; and Barbara Perleberg. Superintendent David J. Peterson was also present. A quorum was present. President Sneed called upon Mrs. Perleberg to lead the audience in the Pledge of Allegiance. Mrs. Sneed welcomed approximately 60 visitors. Mrs. Sneed announced the following Amendments to the Agenda: Consent Item VIII. D. Personnel Actions two names were added to Separations (Separate Notice was posted for this Amendment) Consent Item VIII. T. Approval of Middle School Planning Guide item was tabled to June 24, 2014 in order to revise with final comments that were recently received from parents Consent Item VIII. HH. Renewal of Contracts two typos: o Contract 13043, Commodity should read Emergency Energy Management Materials and Services o Contract 13059, Not-to-Exceed amount should read $500,000 $50,000 Action Item X. B. Approval of Resolution Calling for Special Site Sale Resolution was revised removing the portion of the ballot language that would allow the District to use the site sale proceeds to purchase a school site or sites. If approved by the voters, the District would be authorized to use the site sale proceeds only to construct, improve and furnish school buildings. Mrs. Sneed moved to approve the Agenda as amended. Mr. Brown seconded the motion. Students and Staff Recognition and Celebrations Dr. Dave McNeil, Executive Director of Elementary Education and Assessment, introduced Art Velarde, principal of Pueblo Elementary School. Pueblo offers the District s only Foreign Language Immersion Program in which non-native children learn half of their instruction in Spanish. The school held its first annual Spanish Spelling Bee for 4 th and 5 th graders. Mr. Velarde recognized the winners: Amendments to Agenda Motion #96 Approval of Agenda as Amended Students and Staff Recognition and Celebrations 1 st Place Winner: Laura Ottesen, 4 th grade 2 nd Place Winners (Tie): Alec Berg and Emma White, 5 th grade 4 th Place Winner: Max Henderson, 4 th grade 5 th Place Winner: Ted Pham, 5 th grade Dr. Mitch von Gnechten, Executive Director of Secondary Education, recognized the Desert Mountain Chess Team who won 1 st place as the High School State Champions in the Arizona 2014 State Scholastic Chess Championships. Dr. von Gnechten also recognized the Desert Mountain Spanish II, Spanish IV, and Spanish VI students who placed on the Spanish National Exam. Public Comment Rick Kidder, representing the Scottsdale Area Chamber of Commerce, reaffirmed the business community s strong support of SUSD and for placing an Override Election on the November ballot. The business community asks for a united voice. Public Comment Cindy Bitcon, co-chair of the Yes to Children coalition, spoke in support of placing an Override Election on the November ballot, and for the Board s unanimous support. Gary Shapiro, Scottsdale realtor, spoke in support of placing an Override Election on the November ballot, and for the Board s unanimous support.

Charley Freericks spoke in support of placing an Override Election on the November ballot. Maryann McAllen spoke in support of placing an Override Election on the November ballot, and for the Board s unanimous support. Chris Casalena spoke in support of placing an Override Election on the November ballot. Francesca Thomas spoke in support of placing an Override Election on the November ballot. Rony Assali, on behalf of the Scottsdale Education Association (SEA), spoke in support of placing an Override Election on the November ballot. Jeff Thomas, Associate Superintendent, on behalf of the Superintendent s Leadership Team, presented Dr. Peterson with a birthday cake and led the audience in singing Happy Birthday. Superintendent s Comments Dr. Peterson recognized Richard Maxwell, a Contemporary Music and Sound teacher at Arcadia High School, on being named a quarterfinalist for the Music Educator Award presented by The Recording Academy and the GRAMMY Foundation. Superintendent s Comments Dr. Peterson recognized Lois Sugar, a teacher at Mountainside Middle School, who was selected to participate in the Library of Congress Teaching with Primary Sources Summer Teacher institute. Dr. Peterson announced that all SUSD third graders, under Move On When Reading, were moving on. He also announced that the District had over 2000 high school graduates. He recognized Dr. Chris Thuman, Executive Director of Community Education, on having 29 graduates from the Scottsdale Online program. He also commented that Community Education has 2500 students taking summer school classes, beginning the week of June 9, Dr. Peterson announced that the Proposition 301 site improvement plan dollars will be sent to teachers in the middle of August. The final amount is estimated at $ per teacher, after employer taxes and the Arizona State Retirement System (A.S.R.S.) contribution. A. Acceptance of Gifts - $390, B. Information/Discussion Item Dr. Jeff Thomas, Dr. Andi Fourlis, Assistant Superintendent for Teaching & Learning, and Dr. Mitch von Gnechten presented Information/Discussion Item IX. A. Academic Rigor Middle Schools and K-8 Schools. Dr. Fourlis thanked the SUSD parents who were involved in the process at the middle schools. A PowerPoint was shown highlighting the work the committee had done. Dr. Fourlis stated that academic rigor is more a culture rather than a program. Dr. Kim Dodds, Director of Gifted Services, showed a video of teachers, parents and administrators talking about rigor. Dr. von Gnechten discussed the plans for academic rigor at the middle schools and K-8 schools and introduced middle school principals who presented a snapshot of what they have been working on at their individual schools. Continued Motion #97 Approval of Consent Agenda as Amended Information/Discussion Academic Rigor Middle Schools and K-8 Schools Susan Thomas, principal of Cocopah Middle School, created a community survey that went to Cocopah and its feeder schools. The Cocopah community wanted more than English Language Arts Honors and Math classes. The school will also offer Social Studies and Science Honors classes. Chris Asmussen, principal of Mohave Middle School, created an academic rigor plan aligned to the Saguaro Learning Community s 21 st Century Grant and will focus on a culture of teaching cross curricular work. Michelle Otstot, principal of Copper Ridge K-8 School, developed academic rigor at her school with input from the community through a survey and parent focus groups. Copper Ridge students will have English Language Arts, Science and Social Studies Honors classes. The Board thanked the principals and administrators for starting this plan and creating a culture of academic rigor in the District s Middle and K-8 Schools. Action Items Daniel O Brien, CFO, and Dr. Shaun Holmes, Director of Certified Employee Relations and Staffing, presented Action Items X. A. Approval of Resolution Calling for Special Budget Override Election on November 4, 2014, and X. B. Approval of Resolution Calling for Special Site Sale Election on November 4, Mr. O Brien showed a PowerPoint reviewing the details of the 15% M&O Override. The renewal of the Override would restore funding that is currently phasing out. The dollars from the Override would begin on July 1, 2015 and would be going to classrooms and students. The estimated tax would be $.40 of assessed value of homes; or Action items Resolution Budget Override Resolution Site Sale

4 Minutes Regular Governing Board Meeting June 3, Page 4 approximately $128 for an average $320,000 home. The total M&O Override would be just under $19 million, with the actual new dollars at $11 million. The funding from the Override would: Restore Elementary School Specials Restore Band and Strings at Elementary Schools Allow for class size reduction by 3 Allow for teacher horizontal moves a pay increase for teachers who engage in professional development activities Allow for a 2% salary increase for all employee groups Allow for a positive impact on Health Insurance of $1.5 million Restore Department Chair supplementals Restore 7 Assistant Principals Restore one principal at Desert Canyon Schools, allocating one for the Elementary School and one for the Middle School Mr. O Brien stated that the M&O Override investment would allow for more than 90% going to schools and students. Discussion ensued regarding the proposed restorations and the impact on teachers and the community. Mr. O Brien reviewed the Resolution for the Site Sale of the Education Center property. The Resolution has been amended to read that the dollars from the sale of this property will not go to purchase other school sites. Mrs. Kirby requested a roll call vote on both resolutions. Mrs. Sneed moved to adopt a Resolution ordering and calling a special budget override election to be held in and for the District on November 4, Mr. Jackson seconded the motion. Mr. Jackson voted AYE. Mrs. Kirby read a statement that staff has made a case that dollars will be used in classrooms and that a stronger SUSD means a stronger Scottsdale, Paradise Valley and Arcadia. She voted AYE. Mrs. Perleberg voted AYE Mr. Brown voted AYE Mrs. Sneed stated that she is thrilled with all the work that has been done and that this is something the community deserves. She voted AYE The motion was approved 5-0 Mrs. Sneed moved to adopt the Resolution, as amended, ordering a special site sale election be held in and for the District on November 4, Mr. Brown seconded the motion. Motion #98 Adopt Resolution Budget Override Election Roll Call Vote Motion #99 Adopt Resolution as Amended Site Sale Mr. O Brien presented Action Item X. C. Propose Fiscal Year Expenditure Budget and Call for Public Hearing. A PowerPoint was shown reviewing the budget increases and reductions. The budget will be published on the SUSD website and Arizona Department of Education s website, as well as a summary published in the newspaper. Mrs. Kirby moved to approve the fiscal year proposed expenditure budget as presented and called for a public hearing and Board meeting on June 24, 2014, at 2:00 PM in the Education Center Boardroom for the purpose of presenting for adoption the proposed expenditure budget for the consideration of the residents and taxpayers of the District. Mrs. Perleberg seconded the motion.
