[NELIS] 79TH (2017) Session INTRODUCTION The Nevada Electronic Legislative Information System (NELIS) is a tool on the Legislative website for viewing Bill Draft Requests (BDRs) and content of bills,

5 [NELIS] 79TH (2017) Session INTRODUCTION The Nevada Electronic Legislative Information System (NELIS) is a tool on the Legislative website for viewing Bill Draft Requests (BDRs) and content of bills, committees, committee meetings, budgets, and floor sessions. NELIS allows you to access detail pages (for Bills, Budgets, Committees, and Meetings) from multiple locations in the program. This flexibility allows for quick navigation and recovery of information for the user. NELIS HOME The NELIS Home page provides a Daily Schedule of meetings for any day, Floor Sessions, and Upcoming Deadlines. It also provides access to BDR, Bill, Budget, and Committee information. To access NELIS, from the Nevada Legislature website, click the NELIS link. To return to the NELIS Home page at any time, click the Home button in the top-left corner. REGISTER / SIGN IN To have access to the full capability of NELIS, including Notes, remember to Register with the Nevada Legislature and Sign In. At the top right of the Home page are the buttons. (If you are a Legislator or LCB Staff Member, you do not need to register. Enter your Username and Password, which are the same details you use to log on to your computer.) Click View Agenda icon to open a meeting agenda. Click Calendar or Arrows on the Date Picker to choose a different day. UPCOMING DEADLINES Based on the 120-Day Legislative Calendar, deadlines are listed on right side of the Home page. MENU BUTTONS The Menu buttons at the top left of the Home page appear on all NELIS pages and represent a quick way to navigate to the Internal Home pages for BDRs, Bills, Budgets, Committees, and Reports & Links. 8 79TH (2017) Session [NELIS] BILL DRAFT REQUESTS (BDRS) NELIS lists all Bill Draft Requests (BDRs), including the BDR number and summary. Click on the BDRs tab in the top menu buttons to open the BDR Home page. On the BDRs Home page, BDRs tab, bill draft requests are grouped by number and new requests. BDRs in the Divided List are divided by groups of 100. If a BDR becomes a Bill, the Bill Number will be displayed under the BDR Number. Click the Bill Number to open the Bill Details page. BILLS HOME The large, left section of the Bills button on the NELIS Home page will open the Bills Home page. On the Bills Home page, Bills tab, bills are grouped by bill type and bill number. The Sponsors tab organizes bills by sponsor, including Assembly and Senate Members and Committees. Sponsors Find Bills by searching for bill name, title, or summary text. The Overview tab displays the Summary, Title, Introduction Date, Digest, Primary Sponsor(s), and Co- Sponsor(s) if there are any.

10 79TH (2017) Session [NELIS] BILL OVERVIEW The list arrow on the right side of the large Bills button on the NELIS Home page will display an input field to enter a bill name and Tree View. Click on an arrow in the tree view to drill down to the bill. Once a bill is selected, it will open the bill s Overview tab. The Overview tab displays the Summary, Title, Introduction Date, Digest, Primary Sponsor(s), and Co- Sponsor(s) if there are any. Most Recent History Action, Upcoming and Past Hearings, and Bill History are also available on the Overview tab. All versions of the bill are available to view (As Introduced, Reprints, and the Enrolled version, if available.) Any Amendments are also available. To open the Bill Text in another browser tab, click Open PDF. To download the Bill as a PDF, click Download. To change the proportions of the screen panes, move the slider to the left by clicking and dragging the two-headed mouse pointer. The number in parenthesis indicates the number of meetings that the bill was agendized. Click Committee Name to open the Committee Details page. Click Meeting Date to open the Meeting Details page. The Current Location of the bill is included as well as the date and action that have been taken on the bill by the committee. Any Committee Meeting date and time hyperlink will take you to that Meeting s Detail page. The Meeting Detail page displays all meeting-related documents, including the Agenda, Minutes (when available), meeting Exhibits, Bills, and Budgets. Click links to open Agenda and Minutes documents. Use the Date Picker to choose a different meeting. To collapse or expand Meeting Details section, click the bar. Meeting exhibits, related to a bill or budget, are also displayed under the bill or budget in the Meeting Exhibits section in the Tree View. Clicking on any Exhibit will load the document in the imbedded viewer. Clicking on any Bill sub-node will load the information in the imbedded viewer. Meeting Exhibits for this bill. You can only add or edit Notes on BDRs through Personalized Legislative Tracking (PLT). You can add or edit notes on Bills and Budgets in PLT and NELIS. If you add a note to a Bill or a Budget, click the Save Note button. Red text will display above the note letting you know you Successfully updated this note.
