Mike Twitty, Vice-Chair, will act as Chair for the absent John Bennett. Approval of minutes from August 2nd, 2017 meeting Conclusions Mike Twitty, Property Appraiser, Vice-Chair It was asked by Mike Twitty if there were any changes to the August 2nd, 2017 meeting minutes, none were noted. Jake Stowers motioned to approve, Marc Gillette seconded, all in favor. Minutes approved. Page 1 of 10

2 egis Steering Committee Changes and Nominations Hurricane Irma Support Jeremy Capes, egis Manager With the departure of two committee members from the county, Chair John Bennett and member Randi Kim, has left 2 vacancies on the committee and more importantly the Chair position. Jake Stowers nominated Mike Twitty to move into the role of Chair, since he had been serving as Vice Chair. Rahim Harji seconded the nomination, all were in favor. Congratulations to Mike. This then left the Vice-Chair role vacant. Jake Stowers then nominated Rahim Harji to take over the Vice-Chair role. Marc Gillette seconded the nomination, all were in favor. Congratulations to Rahim. As for the two vacancies left on the committee, it was approved by the committee that Megan Ross, Interim Utilities Director, take over Randi Kim s position and Lourdes Benedict, new ACA, will take over John Bennett s position. Welcome Megan and Lourdes to the egis Steering Committee. Jeremy Capes, egis Manager Labor Day 2017 came along with a friend called Irma. The county prepared for Hurricane Irma starting that Tuesday 9/5/2017. Jeremy presented a slide presentation of what was involved with egis in preparation for not only the hurricane but for the season all together. Starting in April 2017, the Know Your Zone application was upgraded as well as the Pinellas Ready Application. Once the season began, the Damage Assessment collector application was also upgraded and 5 training sessions with over 180 users were held thru August. When Irma was approaching, egis was called to action to be prepared to man the EOC (7 egis team members) and the ERB (2 egis team members) for support throughout the storm. During this time there were many on the fly applications created, as well as analysis and maps. Work continued post storm. Some topics that were brought up were: Citizen Damage Reporting application Virginia Holscher recommended better marketing for this application for next year and to make sure there are guidelines as to what needs to be reported. Damage Assessment Virginia Holscher mentioned that the damage assessment reporting worked much better this year than last year and will work with Emergency Management and egis with a little more tweaks. Blake Lyon asked if the collecting and reporting on mobile home parks and condos would improve. Mike Dawson responded that most of it was handled during post processing of the polygons that were drawn. Mike Twitty recommended putting a mobile home layer (which PAO has) into the application for reference. Marc Gillette also mentioned that they (SOE) have a point for each mobile home address for their purposes that could be useful. PAO and SOE will share this data with egis and Lisa Foster. Mike Dawson mentioned that before next season egis will be working with Greg Becker from Emergency Management on improvements to the application from feedback they have received. Power Outages Megan Ross asked if the data on power outages that Duke Energy put out on their site could somehow be incorporated into our applications. It was mentioned that Duke Energy wasn t sharing that data and they also stopped updating it mid storm. Future Staging Areas Blake Lyon mentioned that there needs to be more preplanning on this. Communication Rahim Harji gave kudos to the egis team and suggested that there be better communication internally on what applications are available and for what use. Utilities Megan Ross mentioned that they will have their own OC at the south GMD if a storm in Category 3 or below. Rahim Harji mentioned to be careful of where being housed. They will be meeting with BTS/eGIS for support planning. The pump/lift station application needs to be looked at more in able to get the most up to date data and better inform the public. Curt Nielsen asked about collaboration with other cities information. Joe Borries responded that the EOC does get this info but how it is dispersed and used needs more discussion. 3 Show and Tell Mark Whitby 911 Database Comparison Project Mark Whitby, 911 Mark Whitby gave a presentation of how he went about comparing 3 datasets (911 CAD Streets File, 911 MSAG and GIS) to match all 3 for preparation for NG911, which he started in April 2015 and just completed in October The next project that he is working with egis on is the street range clean up on the road centerline data. See slide presentation at the end of the minutes for more detail. Some questions and comments from the presentation were: How do you handle the different municipalities way of addressing? Mark works closely with the municipalities if any discrepancies arise. Will these fixes affect the geocoders? They will hopefully improve them as the geocoders use these site address points first, then the road ranges. Are things such as pump station and traffic cameras getting addresses? Yes, same as usual using standard methodology. Do the site address points have if they are residential or business? Not at the time but could be done with using land use codes from the PAO. How are condos/multi-units being handled? Right now some are stacked points and others have been moved to the correct building per the aerial. egis Project & Pipeline Updates Jeremy Capes, egis Manager Jeremy gave updates on some major projects: LIDAR The flights and data collection have been completed as of 12/12/2017. The data will now move into the registration and calibration phase. The question was asked of when it can be used. Bryan Zumwalt responded that the target date is around March or early summer. Mike Twitty mentioned that there could be some funding available for this. Pictometry/2018 Aerials flight is scheduled for January Historical Aerials more years are being rectified and the summertime is the deliverable date for them. Once that is completed, only 1977 and 1979 aerials will be missing. Jeremy briefly showed the projects that have been completed since the last meeting in July, along with current projects in progress and those that are still waiting to be started or have been deferred for now ESRI User Conference Takeaways Jeremy Capes, egis Manager The meeting time didn t allow for the presentation on this. John Bennett, former Chair, had requested from those that attended the 2017 ESRI User Conference to submit any takeaways they had from the conference. The presentation will be at the end of the minutes but here are some highlights from some of the conference attendees: Big Data, Spatial Analysis, Model Builder & Utility Network Beta Survey 123, Insights for ArcGIS, Plenary session Keynote Speaker Dr. Geoffrey West ArcGIS Maps for Microsoft Office, Public Health Issues Strategies Map Gallery showcase/displays ArcGIS Pro, Analytics, Drones & Geospatial analysis ESRI GIS Platform A System of Systems Story Maps Page 3 of 10

4 2018 User Conference Pass Allocations Jeremy Capes, BTS/eGIS Manager Jeremy mentioned that there were 27 requests for the 20 complimentary passes available for the ESRI UC in July It was suggested by egis to the Working Group in November to allocate 2 passes each to these departments: PSS/Radio & Technology, PSS/Emergency Management, Real Estate Management, Human Services, Property Appraiser, Public Works and Utilities. Solid Waste was granted 1 pass and egis/bts was granted 5. The working group agreed that this was fair and to present it to the Steering Committee for approval. The committee agreed so egis will begin notifying the departments with the registration information. It was also mentioned that the ESRI Public Sector GIS Conference is being held twice next year; April in Denver and May 2-4 in Charlotte. Unfortunately, we do not receive any complimentary passes for these conferences. Blake Lyon requested that if some passes do become available to let him know as BDRS/Planning was not on the allocation list egis Steering Committee Meeting Schedule Jeremy Capes, egis Manager It was asked of the committee to decide on the 2018 meeting schedule. egis suggested that the months be March, June, September and December. These months seemed good with the committee except for maybe September. The committee also recommended have a special meeting mid-january 2018 to discuss any projects for the department budgets. egis will work on getting these meetings set up. Show and Tell Curt Nielsen Property Appraiser 3D Project Open /Adjournment Curt Nielsen, Property Appraiser s Office Curt gave a presentation of a 3D project that the Property Appraiser is working with ESRI Canada. The Property Appraiser was in need of being able to appraise condos in a different fashion by being able to look at the condos in 3D. ESRI Canada has taken over 150 selected condos and by using the 2007 LIDAR and condominium plats was able to create them in 3D. Two products will come out of this, a web base version (could eventually be public) and a desk top (ArcGIS Pro) version. Right now they are only doing condos but with partnering up with some other county departments, more such as commercial buildings and bridges, could be done and with using the new LIDAR. Rahim Harji requested for Curt to come to one of their staff meetings to present this, in hopes to partner up. Jake Stowers asked if egis could try to fi nd out how much the whole county would cost for the meeting in January. This way egis and department budgets could plan accordingly. Virginia Holscher asked if this will integrate wi th EAM and the answer was yes. This 3D data will eventually become enterprise data so at this point any department could help fund if they are interested in using it in the future. Rahim Harji also mentioned that we should also focus on building tools and updating them ourselves. Mike Twitty said that he would get a count as to how many parcels (without single family) would need to be done and would try to get a quote from ESRI Canada. Item #1 Megan Ross asked if routing was available yet and the answer was no. Adjournment Blake Lyon mentioned that they were looking into a product called Zonar which calibrated zoning ordinance data in 3D for the county. He also raised a question on Acella and how daily routing of data will occur. Mike Twitty reminded all of the Flood Insurance challenges that are having to be dealt with at this time and he is hoping for a new bill in the Senate which will replace the old one. Rahim Harji asked Mike Twitty if he and Lisa Foster could meet with him for more discussion on this. The meeting was adjourned at 3:40pm by Mike Twitty. Page 4 of 10
