2 1. The meeting was called to order at 6:06pm Regrets submitted by Directors Currie and Howlett MOVED that the regrets be accepted SYED/BOUCHARD 2. MOVED that the agenda be adopted (as amended) NWAOKOCHA/KASTERN AMENDMENT MOVED to add Emergency Motion re Islamophobia (as item 4b) PRITCHARD/WAKULCZYK AMENDMENT MOVED to add Emergency Motion regarding perpetrator/sexual assault (as item 4c) KASTERN/PRITCHARD 3. MOVED that the minutes from the previous meetings be approved. BOUCHARD/BEL Director Nwaokocha s name was missed in the list of those present on October 21, Director Petsinis is listed as Thunder Bay. Director Howlett s name is misspelled on October 31, Regarding the Compass North referendum presentation on January 16, 2017 the record should clearly indicate that the board did not approve the referendum to go ahead. 4. Chairperson Recommendation Ms. Mcleod s resume was presented to the board for review. Summary of Discussion: The recommendation to hire Ms. Mcleod was brought forward by the Executive Committee. The board discussed the candidates qualifications. The term of chairperson will end in April 2017 with option of renewal with the new board. Archive Date: January 2021 Page 2 of 7
3 Pay will be prorated. MOVED that Elizabeth McLeod be ratified as chairperson of the LUSU Board of Directors effective tomorrow. PRITCHARD/WAKULCZYK 4.1 Emergency Motion re: Islamophobia Whereas on Friday January 27, US President Donald Trump issued an executive order that bars citizens from Iran, Iraq, Syria, Sudan, Libya, Somalia and Yemen from entering the United States for at least 3 months; and Whereas the order also stopped all refugee admissions for four months and banned Syrian refugees from entering the United States indefinitely. Whereas the denounces these inhumane policies and stands in solidarity with the victims and families affected by this hateful and senseless act of violence and with our fellow Muslim and racialized students and Muslim and racialized people around the world who face violence and injustice. Whereas the condemns the Quebec City terrorist attack on Muslims at their centre of worship and refuge (Centre Culturel Islamique de Quebec). Whereas the ACLU is currently challenging Trump s Executive Order in several courts to block it from taking effect and has mobilized immigration lawyers at airports across the US. Be it resolved that LUSU donate $200 to the Centre Culturel Islamique de Québec. Be it further resolved that LUSU donate $200 to the American Civil Liberties Union. Be it further resolved that LUSU and its members be encouraged to take additional actions to show solidarity with Muslim and racialized people in not only the Lakehead community but our surrounding communities. These acts of solidarity can come in the way of sending letters to our members of parliament demanding that the Government of Canada lift the cap on the Archive Date: January 2021 Page 3 of 7
4 number of private applications to sponsor Syrian and Iraqi refugees, demanding that the Government of Canada immediately stop deporting people, and attending rallies and vigils. MOVED by PRTICHARD/NWAOKOCHA Board members were encouraged to attend the vigil at the local Masjid at 6:45pm on January 31, Funds would from Public Relations budget line. The Canadian Federation of Students has compiled information on the best ways for student unions to help out; the actions outlined in this motion are some of them. 4.2 Kastern expresses concern that there is not information about the voyeurism issue happening on campus, that students are being kept in the dark. MOVED that LUSU push to find out what Lakehead s response is to the student body and to the public at the start of business tomorrow. KASTERN/NWAOKOCHA The vote was not called on this motion. Yousaf asks Sherri-Lee Petrie to speak to the board. Petrie states that in her work survivors, they have stated they feel that have been supported, and also have generated a list of questions that they want an answer to. For example: How are they protecting students? Is the perpetrator a member of the student body? The board votes to let Ryan Saarinen speak. Student expressed concern around the violation of student rights on campus. MOVED that the LUSU BOD continue to actively hold the University Administration accountable to their suggestion of having a survivor centric approach when dealing with sexual violence. BIFR that the LUSU BOD support the LUSU centres and the survivors of the recent acts of sexual violence on our campus PRITCHARD/BOUCHARD Archive Date: January 2021 Page 4 of 7
5 Kastern requested that the wording include all centres. 5. Services Report An opportunity for board members to ask questions was provided. There were no questions regarding the Services Report 6. Referendum for Thunder Bay Students Yousaf addresses the board to provide context for the referendum question to be asked. LUSU has been in negotiations since October LUSU has been working with SUCCI on U-PASS negotiations. The fee for the U-Pass will increase this year, and increases over 5- year period. LUSU is proposing to subsidize costs so that it remains affordable. Any increases greater than 5% must be decided upon by referendum. The board debated the merits of the U-Pass service, also raised concerns regarding the increasing costs of parking, and lack of parking spots. The meeting lost connection with Orillia and had to recess for 10 minutes. The meeting reconvened at 7:11pm Clarity is provided regarding how referendums work, that there can be a yes side, and also a no side. Board members continued to debate the merits of the U-Pass service, funding and subsidizing, and the responsibility for providing affordable transit services to the membership. The speakers list was exhausted. MOVED to extend the speakers list by 2 for and 2 against. PRITCHARD/KEARNEY Y=5 N=5 THE MOTION FAILED MOVED that the referendum question be stated to allow student to choose between two pricing options. KEARNEY/PRTICHARD DEFEATED Archive Date: January 2021 Page 5 of 7
6 It was noted by Lauzon that when posing a referendum question that seeks to increase student fees by more than 5%, students need to have the option to say no. The motion doesn t allow for this. The vote was taken: Y=1 N=9 A= 0 Mihichuk was granted speaking rights and stated that referendum questions need to be unbiased. MOVED to present students with a referendum question regarding the U- Pass at the subsidized cost (option b on the chart). BOUCHARD/WAKULCZYK Y=8 N=0 A=3 Directors Nwaokocha, Kearney, Pritchard MOVED that the meeting recess KASTERN/BOUCHARD The meeting reconvened at 8:32pm Nivie addresses the board. November centre reports haven t been read or presented. Centre reports will be on the agenda for the next board meeting with updates from January and February to date of delivery. 6. MOVED that the meeting enter in-camera session (8:45pm) WAKULCZYK/NWAOKOCHA The board entered an in-camera session to discuss HR matters.
