6 MINUTES The regular meeting of the Northeast Florida Regional Council s Executive Committee was held on Thursday, January 5, 2017 at 10:00 a.m. at the Northeast Florida Regional Council, 100 Festival Park Avenue, Jacksonville, Florida, President Myers called the meeting to order with the following members present, representing a quorum: BAKER CLAY DUVAL FLAGLER NASSAU PUTNAM ST. Mr. Myers moved approval; seconded by Mr. Register. Motion carried. FY BOARD/COMMITTEE MEETING SCHEDULE The meeting schedule for the FY16/17 was provided. INVITATION TO SPEAK President Horvath announced that members of the public are welcome and encouraged to speak on any item that is brought before the Council. 7 REPORTS/ACTION ITEMS Personnel, Budget & Finance Policy Committee Mr. Register provided an overview of the November 2016 Financial Report, reflecting a net income for the month in the amount of $10,722 and a year-to-date income of $23,270. Mr. Register motioned to approve the November 2016 Financial Report; seconded by Mr. Myers. Motion carried. Building Sale Update Mr. Teeple provided a status update on the sale of the building. The Council moved on December 19 th and closing was on December 22 nd. After paying fees associated with the sale and paying off the note with TD Bank, the Council s net proceeds will be $821, A portion of this will be used for relocation costs. Mr. Teeple thanked staff for their efforts in this endeavor, especially Ms. Starling who went above and beyond throughout the entire process. A brief discussion followed. Affordable Housing Committee Update Mr. Bourre stated that the Committee met and reviewed the list of action items, narrowing it to the add value for the Region. Staff has been asked to work on the list for review when the Committee reconvenes in six months. The Affordable Housing Committee recommends to the Executive Committee a change to the NEFRC s adopted Affordable Housing Legislative Priority as follows: Support Sadowski housing funding for households spending more than 30% of household income on housing costs and households making less than 80% of the median income, through programs such as SHIP, HOME, and CDBG. President Horvath called for a motion on the recommendation. Mr. Bourre motioned to approve the recommendation; seconded by Mr. Myers. Motion carried. Clay County Transmitted Amendment 16-6ESR Mr. Teeple presented an overview of the Clay County Transmitted Amendment 16-6ESR. The acres proposed comprehensive plan amendment changes the Future Land Use Map from Agricultural ( acres) and Industrial Park (24.80 acres) land uses to Mining. A brief discussion followed. President Horvath called for a motion. Mr. Bourre motioned to approve the staff report for Clay County Transmitted Amendment 16-6ESR; seconded by Mr. Register. Motion carried. St. Johns County Transmitted Amendment 16-6ESR Mr. Teeple provided an overview of the St. Johns County Transmitted Amendment 16-6ESR; a map and text amendment seeking to amend the St. Johns County comprehensive plan with acres of the Future Land Use Map from Rural/Silviculture to Residential-B. The accompanying text amendment limits the development from this change to 818 single family dwelling units and 160,000 square feet of commercial neighborhood uses. A brief discussion followed. President Horvath called for a motion. Commissioner Anderson motioned to approve the staff report for St. Johns County Transmitted Amendment 16-6ESR; seconded by Mr. Register. Motion carried. 8 City of Jacksonville Transmitted Amendment 17-1ESR Ms. Moehring provided an overview of the City of Jacksonville s Evaluation and Appraisal Report (EAR) based amendment 17-1ER. The amendment includes changes to the City s Comprehensive Plan to respond to changes in statute that have taken place since the last EAR. The proposed changes are to the Conservation and Coastal Management Element, making the plan consistent with Florida Statue. President Horvath called for a motion. Mr. Register motioned to approve the staff report for City of Jacksonville Transmitted Amendment 17-1ER; seconded by Mr. Myers. Motion carried. Flagler County Transportation Disadvantaged Local Coordinating Board Appointment As the Designated Official Planning Agency for the Transportation Disadvantaged Program for Baker, Clay, Flagler, Nassau, Putnam and St. Johns counties, the Council is responsible for all non-agency membership appointments to the Local Coordinating Boards (LCB). Dr. Pamela Jackson-Smith, Families in Transition District Liaison to the Flagler County Public Schools, has been recommended by the Flagler County LCB, has monitored the LCB for several months and has confirmed her interest on serving on the LCB. She is proposed as the representative for Public Education. President Horvath called for a motion. Ms. VanEckert motioned to approve Dr. Jackson- Smith to serve on the Flagler County LCB as the Public Education representative; seconded by Mr. Register. Motion carried. None Public Comment President s Report The next meeting is scheduled for February 2, Chief Executive Officer s Report Highlights are provided for the Members information. TEEPLE, CHIEF EXECUTIVE OFFICER DS DONNA STARLING, CHIEF FINANCIAL OFFICER DECEMBER 2016 FINANCIAL REPORT The Northeast Florida Regional Council posted a Net Income of $154,692 for the month of December and a Year to Date Income of $177,963. The Net Income for December excluding building sale proceeds of $124,389 is $30,303 for the month and $53,574 Year to Date. The profit is attributed to the proceeds from the sale of the building and staff s time spent on the building move.

TEEPLE, CHIEF EXECUTIVE OFFICER DS DONNA STARLING, CHIEF FINANCIAL OFFICER JANUARY 2017 FINANCIAL REPORT The Northeast Florida Regional Council posted a Net Loss of $29,445 for the month of January and a Year to Date Net Income of $148,518. Building sale expenses for January were $10,533 and the Year to Date building sale proceeds were $113,857. The Net Loss for January, excluding building sale expenses, was $18,912 for the month. The Year to Date Net Income, excluding building sale proceeds, was $34,662. The loss for the month is attributed to the posting of three payrolls in the month of January and the payment of Florida Regional Council Association (FRCA) Dues.

REGIONAL PLANNER FERNANDINA BEACH ADOPTED AMENDMENT 16-2ESR Attached is Review Form 01 for the City of Fernandina Beach Adopted Amendment 16-2ESR proposing a 67 acre land use change from General Commercial (GC), Mixed Use (MU), Medium Density Residential (MDR), and Central Business District (CBD) to a new future land use category called 8 th Street Small Area Mixed Use 8MU. It is the purpose of the 8th Street Small Area Mixed Use land use category to provide flexible land use and design that promotes pedestrian-level activity described in new Policy The 8MU land use is intended to promote the 8th Street corridor as a thriving gateway to the historic downtown of Fernandina Beach. Recommendation Staff respectfully recommends that the Northeast Florida Regional Council Executive Committee find the City of Fernandina Beach Adopted Amendment 16-2ESR consistent with the Strategic Regional Policy Plan.
24 FLORIDA REGIONAL COUNCILS ASSOCIATION LOCAL GOVERNMENT COMPREHENSIVE PLAN AMENDMENT REVIEW FORM 01 Regional Planning Council: Northeast Florida Regional Council Regional Planning Council Item No. Fernandina Beach Adopted Amendment 16-2ESR Date Mailed to Local Government and State Land Planning Agency: March 3, 2017 Local Government Item No: City of Fernandina Beach Ordinance Pursuant to Section , Florida Statutes, Council review of proposed amendments to local government comprehensive plans is limited to adverse effects on regional resources and facilities identified in the strategic regional policy plan and extra-jurisdictional impacts that would be inconsistent with the comprehensive plan of any affected local government within the region. A written report containing an evaluation of these impacts, pursuant to Section , Florida Statutes, is to be provided to the local government and the state land planning agency within 30 calendar days of receipt of the amendment. DESCRIPTION OF AMENDMENT This adopted amendment proposes a 67 acre land use change from General Commercial (GC), Mixed Use (MU), Medium Density Residential (MDR), and Central Business District (CBD) to a new future land use category called 8 th Street Small Area Mixed Use 8MU described in new Policy It is the purpose of the 8th Street Small Area Mixed Use land use category to provide flexible land use and design that promotes pedestrian-level activity. Additionally, the amendment removes the Density Bonus Incentive Program, which was designed to encourage redevelopment in the City s CRA. 1. ADVERSE EFFECTS TO SIGNIFICANT REGIONAL RESOURCES AND FACILITIES IDENTIFIED IN THE STRATEGIC REGIONAL POLICY PLAN (6)6, Florida Statutes, requires local governments to limit public expenditures that subsidizes development in coastal high hazard areas. Many local comprehensive plans have objectives and policies that limit or restrict residential density, the type of development allowed, establish special building requirements, and place limits on the use of public funds within the CHHA. Only a small portion of the Central Business District is within the Coastal High Hazard Area. Additionally, the City s Comprehensive Plan Policy states: The City shall coordinate coastal area population densities with hurricane evacuation plans. The City shall enforce land development regulations which ensure that land use decisions impacting population density within the Level A evacuation zone, as delineated in the 2010 Northeast Florida Regional Hurricane Evacuation Study, and the category 1 and 2 storm surge inundation zones are coordinated with the County s hurricane evacuation plan and applicable regional or State hurricane evacuation study. 1
33 There is a greater portion of the Central Business District land use that falls within Category 1 and 2 Storm Surge Inundation Zones. Additionally, the entire City is within the Level A Evacuation Zone. The increased density, while not anticipated to be fully built out due to other regulations in place (historic district provisions, zoning restrictions, Florida Building Code and Fire Code) should be coordinated with County Emergency Management to ensure it meets applicable plans. This coordination should be done prior to adoption of the proposed comprehensive plan amendments. 2. 44 Resolution Northeast Florida Regional Council Recommendation of the Nassau County Community Transportation Coordinator WHEREAS, the Northeast Florida Regional Council (NEFRC) is the Designated Official Planning Agency (DOPA) for the Transportation Disadvantaged Program in Nassau County, and as part of its statutory duty must recommend the Community Transportation Coordinator (CTC) for Nassau County to the Commission for Transportation Disadvantaged (CTD); and WHEREAS, the DOPA is required to conduct a competitive procurement process for the Community Transportation Coordinator every five years; and WHEREAS, the contract between the current CTC and the CTD expires on June 30, 2017; and WHEREAS, pursuant to the NEFRC Purchasing Guide, in instances where the services to be provided are particularly complex or where highly technical skills are required, NEFRC may use a Request for Qualifications (RFQ). Where only one timely, responsive and qualified respondent is identified in the RFQ process, NEFRC may enter into sole-source contract negotiations with that respondent without the need for a Request for Proposal; and WHEREAS, NEFRC issued an RFQ for CTC services, and the Nassau County Council on Aging (COA) was the sole responder to the RFQ, and WHEREAS, a Selection Committee of NEFRC staff found the submission to be responsive and the Nassau County COA to be qualified, and recommends that they be given another five year contract by the Florida Commission for the Transportation Disadvantaged, and WHEREAS, the Nassau County Local Coordinating Board will be informed of this recommendation at their next meeting. 52 FRCA Forward February Page 2 of 8 3/2/2017 Tampa Bay Regional Planning Council Host Regional Transportation Summit On February 16th, the Tampa Bay RPC hosted a regional transportation summit entitled "Innovations in Transportation". More than 200 people attended from the Tampa Bay Region. Featured speakers included the Federal Highway Administration Division Administrator, Florida District 7 Secretary James Christian and Executive Director of the San Diego Association of Governments, MPO's and Transit Authorities Gary Gallegos. Transportation funding and technological innovations were discussed throughout the day. Apalachee Regional Planning Council Assists with Freight Logistics Zone Project The Gulf County Economic Development Coalition identified a need for a Freight Logistics Zone (FLZ) designation which is "...a grouping of activities and infrastructure associated with freight transportation and related services within a defined area around an intermodal logistics center. With funding provided by the Department of Economic Opportunity, the Apalachee RPC has been assisting with the development of the FLZ. The proposed FLZ stretches from the Port of Port St. Joe in Gulf County, through Franklin and Liberty Counties, north into Gadsden County. The system involves intermodal transportation of freight from the Port of Port St. Joe, using the Apalachicola Northern Genesee and Wyoming Rail line connection with the CSX Rail in Chattahoochee and I-10 interchanges in Gadsden County. This zone will allow for connectivity from seaports, airports, rail and highway systems to help increase the flow of freight and increase economic development. A Strategic Sites Inventory was completed which identifies and evaluates parcels within the FLZ that are strategically positioned for future economic development uses. Currently, a draft strategic plan is being written and FLZ maps are being created. Stakeholders in the four counties have been involved since the beginning of the project and continue to participate, providing local knowledge of sites, and feedback on deliverables. The FLZ, coupled with other initiatives, will complement the Port of Port St. Joe and help jumpstart economic development, infrastructure and job creation in the Apalachee RPC region. 53 FRCA Forward February Page 3 of 8 3/2/2017 Treasure Coast Regional Planning Council Hosts Road Diet Workshop The Treasure Coast RPC partnered with the Federal Highway Administration to host a Road Diet Workshop in the Village of Tequesta on February 3 rd. Following a public planning charrette facilitated by the Treasure Coast RPC, the Village of Tequesta and the Town of Jupiter unanimously approved a road diet for a 1.3-mile section of US Hwy 1 through the heart of the community. This segment of roadway will be redesigned from a six-lane highspeed corridor devoid of bicycle facilities to a four-lane roadway with buffered bike lanes, wider sidewalks, paver-block crosswalks, pedestrian-scale lighting, landscaping, and mastarm traffic signals. Functioning as Tequesta's main street, the redesigned US Hwy 1 will provide better access to the growing business district, recreational and cultural facilities, and the County's bicycle/pedestrian network. Funded in part by the Village of Tequesta and the Palm Beach Metropolitan Planning Organization (MPO), the Treasure Coast RPC planning charrette included the development of a complete streets network through the village, which has experienced a rapid increase of young families with children in recent years. The improvements were incorporated into a programmed roadway resurfacing project, which allowed significant cost savings. The Village of Tequesta US1 Road Diet Project has become a hallmark for roadway reconfigurations state-wide and will provide a connection to the East Coast Greenway, which is a 3,000-mile multi-use corridor running from Calais, Maine to Key West, Florida. The project will also provide improved connections to several unique cultural destinations including Jonathan Dickinson State Park as well as the Jupiter Lighthouse, which is a historic landmark nestled within the Jupiter Lighthouse Outstanding Natural Area. Sponsoring partners for the workshop also included the Village of Tequesta, Palm Beach MPO, and Palm Beach County Palm-Tran. A five-mile scenic route will be open for the community to walk, bike, skate, run, dance, or just play in a safe, relaxed atmosphere. Loaned $41.9 million through their small business revolving loan funds which resulted in the creation and retention of 3,760 jobs. Completed 560 RPC economic impact analyses in support of private business entrepreneurs and local economic development organizations, to help them compete nationally and globally for investment and skilled jobs. Trained 38,573 first responders/emergency management personnel. Validated 12,673 projects under the Federal Consistency Review Program ensuring access to billions of dollars of federal infrastructure and economic investment dollars.
